CALL TO ORDER: Chair Mary Bogert called the meeting to order at 6:31 p.m. 2. ROLL CALL Members Present: Chris Allen (Virtual), Helen Allen, Mary Bogert, Candice Coleman, Shirley Edwards, Jim Ivler, Kate Ristau (Virtual) Alternates Present: Bart Hawkins (Virtual: arrived 6:56), Alan Smith (Virtual) Council Liaison: Councilor Jai Raj Singh (Virtual) Teammates Present: Halsted Bernard, Director of Library Services Margaret L. Reh, Confidential Executive Assistant Ann-Marie Anderson: Adult Services Librarian (Virtual) 3. PUBLIC COMMENT There were none. 4. APPROVE LIBRARY BOARD MINUTES The Board reviewed the minutes from the February 8, 2023 Tigard Public Library Board meeting. No changes were suggested. Motion by Shirley Edwards. Second by Jim Ivler to approve the February 8, 2023 minutes as written. Motion was approved unanimously. The minutes will be posted on the City website. ICE BREAKER This month our ice breaker was to share a movie or television show that has moved you. Board members shared a wide variety of responses. MEET THE TEAM: ANN-MARIE ANDERSON: ADULT SERVICES LIBRARIAN Our guest tonight was Ann-Marie Anderson, an Adult Services Librarian and the selector of our Adult Fiction collection. Ann-Marie is also part of the team that organizes the monthly displays in the display cases throughout the Library. For the past three years, Ann- Marie has been responsible for the Library of Things collection for adult patrons. She shared her hopes that this collection can play a part in overcoming economic barriers by providing items for community members to use for education, enrichment, and entertainment. When asked which Library of Things item surprised her with how highly it circulated, she immediately said it was the metal detector. It had such high usage that she purchased a second one to meet the needs of our community. 8. AMERICAN LIBRARY ASSOCIATION (ALA) POLICY REVIEW Economic Barriers to Information Access: An Interpretation of the Library Bill of Rights. The ALA Economic Barriers to Information Access: An Interpretation of the Library Bill of Rights policy was last reviewed by the Library Board on February 9, 2022. Motion by Jim Ivler. Second by Helen Allen to endorse and reaffirm the ALA Economic Barriers to Information Access: An Interpretation of the Library Bill of Rights policy. Motion was approved unanimously. 9. DISCUSSION AND PREPARATION FOR JOINT CITY COUNCIL/LIBRARY BOARD MEETING The Board will present to the City Council on Tuesday, May 16, 2023. The target date to submit the PowerPoint to Halsted is April 27 (it then gets routed to Legal/Assistant City Manager). Library Board Member Candice Coleman compiled the list of agenda items to be presented to the Council and the speakers for each section was assigned. Library Board members who will be able to attend the City Council meeting are Helen Allen, Mary Bogert, Candice Coleman, and Kate Ristau. Jim Ivler and Shirley Edwards are tentative. 10. DIRECTOR’S REPORT Library Director Bernard presented the Director’s Report, which contained updates on library services and programs. Of note this past month: The results are in from community and library teammate surveys that challenged participants to reimagine the Library Technology Room! The surveys were a step toward our goal to create a well-used, flexible space that meets the needs and interests of the Tigard community. Both surveys revealed the same three priorities: • Reservable meeting space with virtual and hybrid capabilities • Equipment and tools to support creative projects • Software and technology for creativity Tigard Public Library Board MINUTES – Wednesday, March 8, 2023 Tigard Public Library | 13500 SW Hall Blvd., Tigard, OR 97223 | 503.684.6537 | www.tigard-or.gov | Page 3 of 3 The project team noted that knowledgeable staff support is essential in being able to provide the tools and equipment for the community to be able to experiment and learn. Many library teammates shared their skillsets in the internal survey, as well as identifying the needs they encountered while working with the community. Our Teen Winter Reading ended this month. 37 teens took home free books, 27 submitted page counts throughout the month for a cumulative total of 80,950 pages read. AARP Tax Aide scheduling continued throughout February, and it included the addition of new time slots. The Adult Services Team has been working nonstop to book appointments and explain the service to hundreds of patrons! By March 7, all the appointments had been filled for the tax season. The Senior Library Assistant in Adult Services recruitment is underway. The position was posted and closed on March 5. Interviews will take place in April. 11. OTHER BUSINESS No other business was discussed. 12. ADJOURNMENT Chair Bogert adjourned the meeting of the Tigard Library Board at 7:35 p.m. We will continue to conduct the meetings as hybrid meetings. The next meeting will be held on Wednesday, April 12, 2023 at 6:30 p.m. Readers Services Manager Amber Bell will be in attendance in Director Bernard’s stead. Those in person will meet in the 2nd Floor Conference Room and those attending virtually will connect via Microsoft Teams. The public may join by following the link on the website.
