01/18/2023 - Minutes 1 MEETING DATE/TIME: Wednesday, January 18, 2023, 7:00 – 8:30 p.m. MEETING LOCATION: Virtual via Microsoft Teams Members Present Dave Hanna, Chair Bhushan Gupta Ali Haddadi Shaila Kotadia Connie Ramaekers Isabela Romero Not Present Dolly Specht, Vice Chair Kristi Allen Basil Christopher Heidi Dixon Isaiah Jackman Israel Jacquez City Team Present Judi Martin, Engagement Coordinator Kurt Jun, DEIB Manager Kim Ezell, Program Manager for Strategic Initiatives Nicole Hendrix, Team Liaison Meeting start: 7:00 pm Welcome and Introductions Dave welcomed committee members and asked them to share what they are hearing in the community. Each committee member introduced themselves and what they are hearing in the community which included concerns about road conditions, student health, and garbage disposal rates. City of Tigard Committee for Community Engagement Minutes 2 Chair and Vice Chair Elections Dave proposed a process for elections which included a step for discussion prior to formal nominations. Nicole noted the committee didn’t have quorum. Dave suggested this item be tabled for next meeting. Subcommittee Updates Bhushan provided an update on member onboarding. He noted Nicole implemented the recommended changes and we seemed to have successful onboarding. He opened it to new members for input. Nicole noted she is open to feedback anytime and that we could improve expectations (i.e. time commitment, commitments, etc.) during recruitment. Isabela noted confusion around subcommittees and what they meant when she first joined , which was later defined but was confusing at first. There was no update from the DEI subcommittee. There was no update from the outreach and volunteerism subcommittee. Engagement: Snapshots, Spaces, and More! Nicole introduced the snapshot project that the Tigard team is developing. She presented a draft example, walked through the different sections, and opened it to the comm ittee for first reactions and thoughts on this resource. Bhushan asked who the audience is for this. Nicole said it could be for community, council, or even staff members. He said HOA’s and people moving into the area would find this information meaningful to understand the community charac teristics. He asked where did staff get the data presented? Nicole noted the American Community Survey, Census, and Tigard’s internal data gathering around communications through social media and surveys. Bhushan mentioned that keeping this information in one place would make it easy to keep the data up to date. He suggested adding a link for Washington County. Dave asked how the team decided what information to display. Nicole shared they pulled a lot for an example from the City of Seattle and the team added ‘what we are hearing’. He asked if we would do one for each of the different zones in Tigard. Nicole shared that is the intention to base it off neighborhoods . Dave noted these would be a great way to measure change over time and suggested the team reach out to Seattle for their input. Shaila shared that the second page would be a great resource if people were new to the community. A one pager with all the information in one place is better than having to navigate multiple pages on the webpage. She shared it could be a tool to attract people based on what they value. Ali proposed the links could be a drop-down menu in PDF and a virtual option so it’s not too much information at once. 3 At the end of the meeting, Nicole shared information on an inventory of public spaces available for community members to have spaces to meet. She shared a potential partnership with Tualatin Valley Creates to have a web portal through them. Diversity, Equity, and Inclusion (DEI) Briefing Kurt presented a briefing of Tigard’s current and potential future efforts in DEI. Connie shared that this was great work. Bhushan appreciated the presentation and look ed forward to seeing more of this work. Shaila expressed appreciation knowing equity can be at the forefront of the work the city does. Dave extended an invitation to all future CCE meetings. Houseless Briefing Kim provided information on efforts underway to support houseless community members and about the Time, Place, Manner ordinance. Dave asked for clarity about the collaboration between cities on the ordinance work. Kim shared the goal of trying to align to make it simpler for houseless individuals. He asked what are the public locations that would be allowed for camping in Tigard. Kim said the focus has been on what won’t be allowed such as: shelters, schools, and right-of-way/ADA spaces. She shared that a mapping exercise is next to determine what is left and allowed, as well as the proximity to essential services. Bhushan asked if there is a mandate for how to go about this. Kim shared that this is new case law with limited guidance, so most cities are left to determine on their own. Ali asked if the city could put limitations on number of encampments/houseless individuals we can have in the community. Kim provided case law that indicated that likely it is not. Dave clarified that by the first of July 2023, we will need to have these questions answered. Kim said she will come back to CCE to continue the conversation.
