Homelessness and hotel acquisition

Hello Mayor and Council, I'm commenting with both gratitude and concern regarding Tigard's acquisition of a hotel on Highway 99
that will be used as transitional housing.Thank you for taking a concrete step towards combatting homelessness in the community!
But please also implement a concrete strategy for addressing homelessness more holistically-yes,this is about housing, but it's also
about mental illness,addiction, and other challenges.Simply housing people without providing a concrete avenue towards addiction
recovery, mental healthcare,job skills,and other core needs ultimately accomplishes nothing. In fact, it arguably places greater
strain on the businesses,residents,first responders,and other community members who should also feel safe. I understand an
outside entity will operate the housing facility, but this is still a critical opportunity for Tigard to pilot a different,holistic approach.
Please take actionable steps(requirements of the involved nonprofit or other vendors?)to make sure the community stays safe and
the houseless are not only covered but back on the road to the dignity they deserve.

Our printed and digital community guide is being worked on by our CEO and Pamplin for a goal of going to press in May
and distributing in June/July. If you are interested in advertising or upgrading membership for additional visibility, please

Leadership Tigard
Our Leadership Tigard class met April 11th (Today) for Leadership Skills and Tools Day at Broadway Rose Theatre planned
by our very own Mayor Heidi Lueb and other 2022 class graduates.They heard from local City of Tigard leaders.
Education,Advocacy, & Building a Strong Local Economy
• Our DEI Committee will be meeting April 19th at 9am at the Tigard Chamber office.
• Our Government Affairs & Public Policy Committee will be meeting April 20th at 1:30pm at the Tigard Chamber
office.
• TTSD is looking for businesses in Tigard who want to host students for a workforce development day. We are helping
with this event through our#WorkReady initiatives. Please reach out if you have interest.
• Businesses have been hit hard by the pandemic and are steadily climbing back. Many of our Members and our own
Farmers Market need staffing. If you are looking for employment, please visit a Chamber meeting to get connected
to our community looking to hire.
Promoting Community
• Our next SOLVE Clean Up Event in Historic Downtown Tigard will be May 6st from 9:30am-Noon, we will also be
holding an Earth Day Event on April 22nd. Signups are open!
• Tigard Shining Stars Nominations and Scholarship Award Announcements are happening now on social media and at
Good Morning Tigard. Ambassador of the Year is Kelley Ayotte, Volunteer of the Year is Tanya Christensen, and
Young Professional of the Year is Dani Sticka. Get your tickets to come and celebrate these and all of our other
award winners May 5th at the Embassy Suites at Washington Square. Purchase your tickets via the Tigard Chamber
website we only have a few dozen left.
Networking/Visibility
Good Morning Tigard (GMT),Thursday A.M. Networking 7:30 a.m.—Weekly check our Chamber Calendar for Hosts and
locations.
Tigard Farmers Market Update
The Tigard Farmers Market will be opening Sunday, May 7th from 9 AM to 1:30 PM at Universal Plaza and will run
Sundays through October 29th. We have 35-45 vendors scheduled each week at the market. We are working on having a
well-rounded market with the goal of becoming a destination market by the end of the 2023 Season.There will be live
music at the market each week. Sponsorships for our programing at the market are now available please email
Manager@TigardFarmersMarket.org if you are interested in more details about becoming a vendor or sponsoring the
market.
We are in need of a Part Time Market Assistant Manager to help with the set up, tear down, and day of Market tasks.
It is an 8 hour shift every Sunday during the market season.

EXPLANATION OF ISSUE
Arbor Month in Tigard is both a celebration and an educational opportunity,highlighting the important role trees have
in our urban forest. The City has a Tree City USA designation,and in order to maintain that status,they must make a
proclamation each year to celebrate Arbor Month.
ACTION REQUESTED
City teammates would like Mayor Lueb to issue a proclamation for Arbor Month in support of our Tree City USA
mission and the many Park&Recreation and educational partnerships we offer in support of the urban canopy.
BACKGROUND INFORMATION
In Oregon,the first week of April is known as Oregon Arbor Week. In Tigard,the City Council encourages community
members to celebrate trees during the entire month of April.An Arbor Day observance and proclamation are one of
four standards established by the National Arbor Day Foundation to qualify for Tree City USA.Tigard has received this
recognition annually since 2001 and continues its proud history of commitment to preserving,enhancing,and
maintaining its urban forest.The city's trees provide an important background for life in Tigard and helps work
towards Council's goal of reducing impacts on climate.
Public Involvement
In partnership with the State of the City event,City staff will be celebrating Arbor Month by giving out seedlings to
attendees to take home and plant.
ALTERNATIVES & RECOMMENDATION
Council could choose not to issue the proclamation. The result would be a loss of Tree City USA designation.

WHEREAS,In 1872,Arbor Day,a special day set aside for the planting of trees,was first

WHEREAS,Tigard's urban forest is part of a larger ecology that spans territory from mountains
to ocean and is integral to our region's environmental quality;and
WHEREAS,our urban forest includes a diversity of public and private trees that grace our
streets,yards,parks and greenways,provide habitat for wildlife,soften hardscapes,clean the I.
air,protect water resources,and ensure that everyone can experience natural beauty where we
live,work and play;and
WHEREAS,the City of Tigard recognizes that our urban forest is a necessity and is an integral
part of the city's infrastructure;and
WHEREAS,we are committed to providing resources to maintain and enhance the urban
forest;and
WHEREAS, people of all ages and background, including citizens,civic organizations,
businesses,and government agencies,have formed partnerships to participate actively in the
stewardship and caretaking of Tigard's urban forest.
NOW THEREFORE BE IT RESOLVED the City of Tigard Mayor does hereby proclaim the

The City of Tigard has proclaimed Volunteer Appreciation Week in years past.This particular proclamation and
subsequent celebration are hosted annually.
Public Involvement
To further recognize Tigard volunteers,the City is hosting a celebratory gathering on April 16 from 2 p.m. to 4 p.m. at
the Tigard Public Library and invites all city volunteers to attend.The celebration connects Tigard volunteers with
Tigard team members and city representatives to acknowledge and thank them for their time and dedication to our
community.
Impacts (Community,Budget,Policies and Plans/Strategic Connection)
Volunteers dedicate thousands of hours each year to the City by supporting our Tigard Public Library,cleaning our
streets,pulling ivy in our parks,emergency response,and much more.Their time has advanced the city's vision to be,
"an equitable community that is walkable,healthy,and accessible for everyone".
ALTERNATIVES& RECOMMENDATION
The Mayor may choose not to publicly proclaim Volunteer Appreciation Week however city teammates recommend
this item be proclaimed publicly.

EXPLANATION OF ISSUE
There is a need for a judge pro tempore to serve when the municipal judge is unable to perform their duties by reason
of absence from the city,illness,vacation,or disqualification as provided by ORS 221.347 or as determined by the
Presiding Judge. Section 10 of the Tigard City Charter provides for the office of municipal judge and Chapter 2.16 of
the Tigard Municipal Code provides for the office of judge pro tempore.Judge Michael O'Brien entered full retirement

judges pro tempore to accommodate scheduling needs and ensure a fair and neutral judge is available to everyone who
appears in our court.
ACTION REQUESTED
Appoint Jennifer Myrick Judge Pro Tempore for Tigard Municipal Court.
Ms.Myrick is an attorney in good standing and has passed the necessary background check through the Oregon State
Police. She possesses the knowledge,skill,temperament,and experience to serve our community.Ms.Myrick's judicial
philosophy and commitment to an anti-racist courtroom align with the court's needs.
BACKGROUND INFORMATION
Dates of Previous and Potential Future Considerations:
Judges Oberdorfer and Kirkwood were appointed in 2017.Judge Michael O'Brien was appointed Pro Tempore upon
his retirement as Presiding Judge and has now completely retired.We have one sworn pro tern judge,Bruce Leibowitz.
Impacts (Community,Budget,Policies and Plans/Strategic Connection)
Judges Pro Tempore fill in for Presiding Judge when there is a conflict of any kind. Given the volume of cases,we need
at least two judges pro tempore to serve our community fairly. This position has been budgeted.
ALTERNATIVES& RECOMMENDATION
The alternative is to search for and hire a different person.

EXPLANATION OF ISSUE
The purpose of this action is to approve the contract Amendment#4 of the Utility Billing Financial Aid Agreement.
ACTION REQUESTED
Staff recommends the Local Contract Review Board award the contract amendment#4 to St.Vincent De Paul in the
amount of$20,000.00 and direct the City Manager to take the steps necessary to execute the amendment#4.
BACKGROUND INFORMATION
The City provides utility services to TWSA,which includes the City of Durham,the City of King City,and Tigard Water
District(representing Unincorporated Washington County) under the authority of ORS Chapter 190.The City collects
fees and charges for the services provided through utility billing on a frequent basis.The City contracts with St.Vincent
De Paul,a nonprofit charitable organization granted authority as a tax-exempt qualified IRS 501c3 corporation
operating within Washington County,Oregon.The contractor provides various food and financial assistance to the
Tigard area through charitable donations.The purpose of Amendment#4 is to distribute up to$20,000.00 in billing
financial assistance to TWSA customers.
Financial assistance for TWSA customers is funded once a year as part of the annual budgeting process.Due to an
increase in the number of requests for financial assistance,the amount of funding available for financial assistance was
fully exhausted sooner than anticipated.The source of funding for this additional funding is from unanticipated
beginning fund balance from the water fund.
ALTERNATIVES& RECOMMENDATION
The Local Contract Review Board may choose not to enter into the contract amendment with St.Vincent De Paul and
direct staff to re-solicit for the work.The Local Contract Review Board may also choose to not fund St Vincent de Paul
or any additional financial assistance,removing the opportunity to offset utility cost burden to TWSA customers.

City Management approached the Tigard Parks Manager over the last year with direction to bring forward a naming
recommendation at the request of Council per the City's Naming and Recognition Policy(approved by Resolution No.
13-36 on September 3,2013)which established that City Council has the authority to name or rename city park
property and key features. The council wishes to honor three previous mayors with two separate actions.

•This action will recognize the extensive community involvement necessary to bring forward signature public
park projects such as Cook Park and Universal Plaza.
•Budget/financial impact is minimal
•Consistent with existing policy
Next Steps:
Mayor Snider will be recognized at the Universal Plaza ribbon cutting ceremony on April 15,2023,with a plaque and
the dedication of the community table at Universal Plaza being named the Mayor Jason Snider Community Table.
Mayor Cook and the Cook Familywill be recognized in the fall of 2023 with the unveilingof a newpark sign

commemorating Cook Park as Cook Family Park.This recognition is planned to coincide with the opening of the new
Inclusive Playground.
