Meeting Minutes
March 1, 2023
Members Present: Maxine Chaney, Alan Eckert, Ruth Harshfield (Chair), Michael Hendrickson (Vice
Chair), Jane Honeyman (Alternate), Richard Keast, Serge Killingsworth, Derek Lawson, Shawne Martinez,
and Jim Schiffer (Alternate).
Members Absent: David Burke, Laura Crawford, and Carl Fisher.
Staff Present: Sr. Project Engineer Courtney Furman, Sr. Transportation Planner Dave Roth, Safe Routes
To School Program Coordinator Hendrik Broekelschen, and Sr. Administrative Specialist Joe Patton.
Others Present: TTAC Council Liaison Jeanette Shaw.
1. CALL TO ORDER
Chair Harshfield called the meeting to order at 6:00 pm. The meeting was held remotely using MS Teams
with a call-in number provided for the public.
2. CONSIDER MINUTES
The February 1, 2023, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT – N/A
4. SAFE ROUTES TO SCHOOL PROGRAM
Hendrik gave a brief presentation on the Safe Routes To School (SRTS) program including an overview,
the upcoming Metro RTO grant application for the new budget cycle, a stronger partnership with TTSD
including work on an Intergovernmental Agreement, and a Metzger air quality study. One of the goals is to
help develop a transportation plan for each school. He shared a short video on the air quality study but
noted that the results were qualitative as the sensors used did not provide quantitative data due to issues
such as short battery life, moving of the sensors for charging, and start of construction along Hwy. 217.
He shared a short video that he will present to Metzger. Members noted that parents dropping off and
picking up kids at school leave their vehicles running which impacts air quality. Dave noted that there is a
website update underway and a page on electric bike and electric scooter educational and safety topics will
be included.
5. MOVE-4-MAY 2023
Hendrik noted that planning has started for potential events that are already occurring rather than having
to create events to include. He will partner with the Parks and Recreation staff to include their events,
Ither ideas include taking old bike helmets and allowing kids to paint them before displaying at the library,
a modified e-bike expo at on one day and a single location with multiple vendors, and a bicycle parade.
6. ODOT CROSSWALK CLOSURES
Dave reviewed and toured ODOT’s Tigard crosswalk closures and did not see any that caused concern.
There are seventeen unmarked crosswalks, and most are already closed. The remainder are reasonable
closures as they pose safety, liability, and accessibility concerns. Often an improved marked crossing is
nearby. The crosswalk at Main St. and Johnson St. will open as part of the Hwy. 99W repaving project.

7. BIKE MAP PROJECT UPDATE
Dave noted that the subcommittee had been busy, and he shared a base map that can be used to map out
suggested bike routes. There is a limited budget for printing new maps. He will share the map with
members via email.
8. 2023 LEGISLATIVE SESSION BILL TRACKING
Dave provided a list of transportation Bills being tracked in the Senate and noted the ones that Tigard
would like to see passed including HB 2756 Hall Blvd., HB 3113 general fund dollars to State highway
main streets, HB 2777 public transit incentive surcharge added to traffic fines, HB 2095 red light camera
authorization, HB 2571 E-bike rebate program, HB 2658 vehicle registration fees based on carbon
emissions, HB 2662 study expansion of WES to Salem, HB 2677 require ODOT to include maintenance
funding plan for new highway miles, HB 3014 direct State Board of Education to adopt rules to redirect
unused funding, and HB 2614 require TNC companies to meet/exceed specified percentage VMT by
zero-emission vehicles.
9. UPDATES/INFO
a) Tigard was awarded $240,000 federal Safe Streets for All (SS4A) funding to develop a Vision Zero
Transportation Safety Action Plan. It will enable Tigard to seek additional SS4A capital funding.
b) Dave noted that a $15.8/ million federal grant application was submitted for the first phase of the
SW 72nd Ave. RAISE grant between Dartmouth and Pacific Highway.
10. NON-AGENDA ITEMS
a) Michael noted he had observed a few instances of bicyclists not following the rules of the road
including travelling the wrong direction. It would be beneficial to highlight bike safety information.
Dave noted that the new transportation newsletter is one way to accomplish that. He encouraged
members to make topic suggestions.
b) The topic of street and trail lighting was mentioned as a potential future agenda item. Councilor
Shaw noted tat the topic is a frequent source of complaints that Council receive.
c) Dave will ask Alec Perkins to share the information include in the Washington County Transit
study at the next TTAC meeting.
d) Matt Freitag will provide ODOT updates at the next TTAC meeting.
