Call to Order and Roll Call The meeting was called to order at 7:01 PM, by Ellen Seminara. Roll Call Members Present: Ellen Seminara, Sean Ernes, Natalie Newgard, Joleine Sigler, James Essenberg, Carroll Dizney, Ken Barker Alternates Present: Gary Jelinek, Second Alternate: Unassigned Council Liaison Present: Councilor Jeanette Shaw Alt. Council Liaison Present: Council President Yi-Kang Hu Staff Present: Rick Gruen (Parks, Recreation, and Green Infrastructure Manager), Martin McKnight (Parks Supervisor), Justin More (Recreation Program Specialist), Melissa Heine (Recorder/Recreation Administrative Specialist II), Jessica Love (Public Works Communications Program Coordinator) Others Present: Enrique Bava 2. Approval of Minutes: January 09, 2023 The minutes from January 09, 2023, were reviewed and corrected. Natalie Newgard moved to approve the minutes. Sean Ernes seconded the motion. The motion carried with all present board members voting yes. The minutes, as corrected, were approved. 3. Comments from the Audience Community member Enrique Bava thanked PRAB and the Tigard community in their efforts to accommodate pickleball at Summerlake Park. 4. Council Member Liaisons Parks, Recreation, and Green Infrastructure Manager, Rick Gruen, introduced the new Council Liaisons to PRAB — Councilor Jeanette Shaw as the primary liaison and Council President Yi-Kang Hu as the alternate liaison. PRAB members and City of Tigard teammates introduced themselves. PRAB Officer Elections PRAB officer elections were held. Natalie Newgard nominated Ellen Seminara for PRAB Chair with all present members voting yes. Sean Ernes nominated Natalie Newgard for PRAB Vice Chair with all present members voting yes. 6. PRAB 101 — Part II Parks, Recreation and Green Infrastructure Manager, Rick Gruen, provided a continuation of the Parks and Recreation orientation for new and returning PRAB Members including an overview of affiliate organizations — Oregon Recreation and Parks Association (ORPA) and National Recreation and Parks Association (NRPA). 7. Parks and Recreation Manager Updates Parks, Recreation and Green Infrastructure Manager, Rick Gruen, provided the following updates: • Request made for PRAB to provide more advocacy to City Council. • A parks tour for the new City Council and PRAB members is scheduled for March 31 and April 1. • A pickleball schedule and draft rules have been created for the Summerlake hardcourts. Implementation is planned for mid-March. Members of PRAB and Councilor Shaw discussed working with the school district to utilize their hardcourts. 8. Recreation Updates Recreation Program Specialist, Justin More provided the following updates: • Kids Night Out for February is fully booked. • Spring Break Camp registration has one spot open. • The After School Program at Twality Middle School has 17 participants and is going well. Recreation has partnered with Tigard Public Library to assist in this term's curriculum. • Egg Hunt registration is up to 160 participants. • Recreation has spoken with Lloyd, from Community Development, about the possibility of having the launch pod food carts open during the Movie in the Park event at Universal Plaza. • Rec Aide and Senior Rec Aide job listings are active. 9. Parks Updates Parks Supervisor, Martin McKnight provided the following updates: • Universal Plaza is scheduled to open April 15, 2023. • Parks staff are becoming certified pool operators for the interactive water feature at Universal Plaza. The water feature will need to be continuously monitored mid-March through mid-September. • Parks will hire additional seasonal staff in preparation of the opening of Universal Plaza. Job listings for these positions are currently open. • Park rules, specific to downtown Tigard, are being created as a result of the addition of PARK & RECREATION ADVISORY BOARD MINUTES — FEBRUARY 13, 2023 APPROVED City of Tigard I 13125 SW Hall Blvd., Tigard, OR 97223 I 503-639-4171 I www.tigard-or.gov I Page2of3 Universal Plaza. • The parking lot project at Dirksen Nature Park is nearing completion. • Providence is hosting the first fun run of the season at Cook Park on the weekend of February 18. • Softball and baseball fields at Cook Park will open in March. • Equipment for the new playground at Cook Park will be shipped the week of February 20. Engineering is working on bringing in earthwork and underground infrastructure contractors. • The design for the accessible boat launch project at Cook Park is being finalized. Parks will apply for the Marine Board grant in October. 10. Non-Agenda Items • There was a discussion on the status of developing the Lasich property. • A request was made to hold a future PRAB meeting at Dirksen Education Center. Dirksen Education Center does not currently have a hybrid meeting function. • An advocacy request section will be added to future PRAB meeting agendas. • A volunteer network based out of Dirksen, in association with Tualatin River Keepers, is being planned. 11. Adjourn Natalie Newgard moved to adjourn the meeting. Sean Ernes seconded the motion. The meeting adjourned at 8:39 PM.
