CALL TO ORDER: Chair Mary Bogert called the meeting to order at 6:30 p.m. 2. ROLL CALL Members Present: Chris Allen (virtual), Mary Bogert, Candice Coleman, Shirley Edwards (virtual), Jim Ivler, Kate Ristau Member Excused: Helen Allen Alternates Present: Bart Hawkins, Alan Smith Council Liaison: Not yet assigned for this year Teammates Present: Halsted Bernard, Director of Library Services Margaret L. Reh, Confidential Executive Assistant Stephanie Milbrodt, Senior Cataloging Librarian 3. INTRODUCTIONS OF NEW MEMBER Members were welcomed to our first hybrid meeting, allowing them to attend in person for the first time since before the pandemic. Four of our members had not attended a meeting in person since they were appointed to the Board. The group welcomed our newly appointed Alternate, Bart Hawkins. Introductions were made around the room and from the screen. 4. ELECTION OF 2023 OFFICERS The floor was opened for nominations for the position of the Library Board Chair. Chris Allen nominated Mary Bogert for the position. No other nominations were submitted. The floor was closed for nominations. Motion by Kate Ristau. Second by Candice Coleman to elect Mary Bogert as the 2023 Library Board Chair. The motion was approved unanimously. The floor was opened for nominations for the position of the Library Board Vice Chair. Candice Coleman nominated Kate Ristau for the position. No other nominations were submitted. The floor was closed for nominations. Motion by Chris Allen. Second by Jim Ivler to elect Kate Ristau as the 2023 Library Board Vice Chair. The motion was approved unanimously. APPROVE LIBRARY BOARD MINUTES The Board reviewed the minutes from the November 9, 2022 Tigard Public Library Board meeting (December 14, 2022 meeting was cancelled by consensus). No changes were suggested. Motion by Jim Ivler. Second by Candice Coleman to approve the November 9, 2022 minutes as written. Motion was approved unanimously. AGENDA ADDITIONS, DELETIONS, AND FOLLOW-UP ITEMS There were none. 7. ICE BREAKER With this being the beginning of a new year, people may or may not make New Year’s resolutions. Library Director Bernard suggested sharing a new concept of having a word or phrase that you want to focus on for the year. The team shared: boundaries; reaching; travel; appreciation; volunteering. 8. MEET THE TEAM: STEPHANIE MILBRODT: SENIOR CATALOGING LIBRARIAN Our guest tonight was Stephanie Milbrodt. Stephanie is our Senior Cataloging Librarian. She is one of four members of our cataloging team. She recently completed a project with the WCCLS Cataloging Expert Team to end the use of General Material Designation (GMD) and Specific Material Designation (SMD) in our cataloging system. Stephanie shared the history of these designations with the Board. This is project is behind the scenes of behind the scenes of what a patron would ever see. 9. LIBRARY PUBLIC POLICY UPDATE DISCUSSION Unattended-Vulnerable Child This policy was last presented to the Library Board on September 8, 2021. The Board reviewed and discussed this policy. Motion by Jim Ivler. Second by Candice Coleman to approve the Unattended-Vulnerable Child policy as written. Motion was approved unanimously. 10. ALA POLICY REVIEW American Library Association (ALA) Public Library Trustee Ethics Statement The ALA Public Library Trustee Ethics Statement was last reviewed by the Library Board on December 8, 2021. Motion by Kate Ristau. Second by Candice Coleman to endorse and reaffirm the ALA Public Library Trustee Ethics Statement. Motion was approved unanimously. DISCUSSION AND PREPARATION FOR JOINT CITY COUNCIL/LIBRARY BOARD MEETING The Board agreed that the Tuesday, May 16, 2023 City Council workshop meeting will be the date they will present their annual report. The deadline to submit everything for that Council meeting will be May 4, 2023. The purpose of this meeting is to present the annual update on what and how the library is doing. Having a media component confirming the story we want to tell will be part of the presentation. Candice will compose a plan for the February meeting, listing the ideas presented tonight by the group. 12. DIRECTOR’S REPORT Library Director Bernard presented the Director’s Report, which contained updates on library services and programs. Of note this past month: The Innovation Project Team was tasked with updating the Technology Room to become a flexible multi-use space. They finalized a community survey which went live the beginning of January. We are seeking input from the community for how they would like to se e this space used. We have two new teammates at the Library. Our new Bilingual Youth Services Librarian is Sophia Beltran. Sophia Beltran will be moving up to Oregon from San Diego, California and will join our team on Tuesday, January 17. Also on February 17, Violet Rogers-Stultz will be joining the library team as our new Volunteer Coordinator. Violet is joining us from our Human Resources department. Violet has been the HR Assistant in the HR/Risk team here at the City of Tigard since August 2019. 13. OTHER BUSINESS An inquiry was made as to who our Council liaison will be. This decision had not yet been made by the new City Council. Committee assignments will be forthcoming. 14. ADJOURNMENT Chair Bogert adjourned the meeting of the Tigard Library Board at 7:38 p.m. The next meeting will continue to be a hybrid meeting and will be held on Wednesday, February 8, 2023 at 6:30 p.m. Those in person will meet in the 2nd Floor Conference Room and those attending virtually will connect via Microsoft Teams.
