Dear Mr. Hansel:
This letter serves as a request from the City of Tigard to use eight parking spaces at the
GTE Network Services facility at 8838 S.W. Burnham Street in Tigard.
I met with Margaret Christensen on Monday September 15 in the GTE lot. She agreed
that eight spaces could be reserved for city inspector's vehicles from the engineering
and/or building department. To avoid traffic circulation conflicts, she agreed that those
city inspection vehicles could access the GTE site from Burnham street only for
purposes of parking at the city marked parking spaces on the GTE site or the city
owned parking area adjacent to the modulars. ALL city inspection vehicles will be
required to exit through the city hall site. (See Exhibit "A" attached.) The city will make,
install, and maintain the signs designating the GTE spaces for city inspection vehicles.
In addition, I understand that some unauthorized vehicles have been entering and
exiting through the GTE property. I have reviewed our files regarding the original intent
of the easement and note that a letter from Kent Tiedeman dated January 23, 1989
makes reference to the easement. The letter states that the easement granted in 1985
was for egress of emergency police vehicles via the GTE driveway.
Effective September 30, the City Manager has informed all departments that only police
vehicles have permission to exit using the GTE driveway and that until our request for
use of parking spaces is approved by your office, no city vehicles have permission to
use the GTE access drive.
We appreciate your consideration of our request and will closely monitor city vehicles to
ensure compliance with the intent of easements granted to the city by GTE.
