Members Absent: Serge Killingsworth. Staff Present: Sr. Project Engineer Courtney Furman, Sr. Transportation Planner Dave Roth, and Sr. Administrative Specialist Joe Patton. Others Present: N/A. 1. CALL TO ORDER Chair Harshfield called the meeting to order at 6:00 pm. The meeting was held in the Tigard Library 2nd floor conference room with a hybrid option using MS Teams. 2. CONSIDER MINUTES The November 2, 2022, meeting Minutes were unanimously approved. 3. PUBLIC COMMENT – N/A 4. NEW MEMBER ORIENTATION All members gave a brief introduction and Dave gave a short overview of member duties as outlined in the bylaws. 5. CHAIR & VICE-CHAIR SELECTION The vote was unanimous to reelect Ruth as Chair and to elect Michael as Vice Chair. 6. COMPLETE STREETS UPDATE AND ’23 PLANNING Dave gave a brief presentation including an overview of the problem, positive headway, the Complete Streets Policy, Implementation Plan Activities - Updates, and next steps. Currently a draft Intergovernmental Agreement with TTSD is being developed with the goal to better delineate roles and responsibilities between the school district and the city as well as complete transportation plans for each Tigard school. 7. TIGARD BIKE MAPS REFRESH PROJECT Members discussed the purpose of the map, printed versus electronic, options for simplification with fewer categories/colors, and potentially using a legend similar to Metro’s maps. The group decided to form a sub-committee that could meet several times over the winter/spring to support the map update process. Jim, Alan, Michael, and Shawne expressed interest in joining the subcommittee. TIGARD TRANSPORTATION ADVISORY COMMITTEE January 4, 2023 Page 2 of 2 8. UPDATES/INFO a) Comments are still being accepted on the Regional Mobility Pricing Project Environmental Assessment Scoping through January 6. If ODOT moves forward with tolling I-5 and I-205 it will impact Tigard. Dave shared the Tigard letter sent regarding the project to members via email. ODOTs goals are to both manage congestion and to generate revenue for projects. There are federal and state restrictions on what the expected revenue can be spent on. b) Dave briefly noted the ODOT SRTS grant award in the amount of $2 million just received, sent previously via email, including the crossing at the intersection of Omara and McDonald, sidewalk infill at 95th, 97th and Sattler, improved crossing at 95th and Sattler, and improvements along Murdock. c) ODOT agreed not to close the Hall Blvd crossing at Hemlock, and Tigard supported ODOT in their request for Federal funding for the crossing improvements. Federal funding will complete that project and also the crossing at Spruce St. Tigard has also requested a posted speed reduction on Hall Blvd north of Highway 217. d) A federal RAISE grant for construction to cover 72nd from Hwy 99W to Dartmouth, where there are no bike lanes or sidewalks, will be submitted. 9.
