Library Board Minutes
MEETING DATE/TIME: Wednesday, November 9, 2022 6:30 p.m.
MEETING LOCATION: Virtual Teams Meeting with phone bridge for public listening.
1. CALL TO ORDER:
Chair Mary Bogert called the meeting to order at 6:34 p.m.
2. ROLL CALL

3. APPROVE LIBRARY BOARD MINUTES
The Board reviewed the minutes from the October 12, 2022 Tigard Public Library Board
meeting. No changes were suggested. Motion by Jim Ivler. Second by Shirley Edwards
to approve the October 12, 2022 minutes as written. Motion was approved
unanimously. The minutes will be posted on the City website.

4. AGENDA ADDITIONS, DELETIONS, AND FOLLOW-UP ITEMS
There were none.
5. ICE BREAKER
The group was asked if they have ever named a vehicle of theirs—whether it was roller
skates, roller blades, skateboard, a bicycle, or car. Answers were from having named
vehicles their whole life to never even hearing that people name vehicles.

6. MEET THE TEAM: HOLLY CAMPBELL-POLIVKA: YOUTH SERVICES LIBRARIAN
Our guest tonight was Holly Campbell-Polivka. Holly has been with the Tigard Public
Library for 15 years. Holly started our conversation by reading a story full of expression
and multiple voices much to the delight of the Board as she delights young readers
during story time.
Holly shared her journey of how she became a youth librarian with all the twists and
turns her life took to get her where she is today. She loves her job and can easily see
retiring from this position.
The Story Walk that is placed along the Fanno Creek Trail, just north of the library, is a
program she is very proud of. She shared the origins and the logistics of setting up a
new story for the area on a monthly basis for six months of the year.
7. LIBRARY PUBLIC POLICY UPDATE DISCUSSION
Confidentiality of Library Records Policy
This policy was last presented to the Library Board on March 18, 2021. The Board
reviewed and discussed this policy. Motion by Jim Ivler. Second by Candice Coleman
to approve the Confidentiality of Library Records policy as written. Motion was
approved unanimously.
8. ALA POLICY REVIEW
American Library Association (ALA) Access to Library Resources & Services for Minors
The ALA Bill of Rights was last reviewed by the Library Board on November 10, 2021.
Motion by Shirley Edwards. Second by Jim Ivler to endorse and reaffirm the ALA Access
to Library Resources & Services for Minors policy. Motion was approved unanimously.
9. DIRECTOR’S REPORT
Library Director Bernard presented the Director’s Report, which contained updates on
library services and programs. Director Bernard updated the Board on the status of
the vacated Board position. Helen Allen is available to move into the voting position.
Council President Lueb authorized Helen Allen’s appointment to voting member. The
Alternate position is opened for recruitment through Monday, November 14, 2022.
Interviews will be conducted on Monday, November 21 and proposed appointments
will be presented to City Council on Tuesday, December 6, 2022.
Of note this past month:
Meagan Gibson, Technical Services Supervisor, met with the Friends of the Library
(FOL) about preparations for accepting donations. Fliers are being prepared and
publicity will be published shortly. Meetings were set up with volunteers to assist with

this service. The donation process will be a little different than before. Beginning
Monday, November 21st, volunteers will accept 1-2 boxes of donations per patron on
Mondays, 10 a.m. to noon.
Library teammates worked to finalize a list of titles for DEIB libraries that will be located
in employee breakrooms throughout City of Tigard buildings. These libraries will have
books about diversity, equity, inclusion, and belonging so that City employees can
learn more about these topics. Our teammates will submit the list of book titles to Kurt
Jun, our new DEIB Manager, for his review and approval before ordering the books.
10. OTHER BUSINESS
Director Bernard proposed that we cancel the December Library Board meeting due
to lower staffing around the holidays. Chair Mary Bogert opened this proposal for
discussion. The consensus of the group was to cancel the December 14 Library Board
meeting.
The Board inquired when we think we will be able to start having in-person meetings.
We still need to work out the logistics of a hybrid meeting and factor in the one-meter
distancing requirements. So going hybrid or all in-person is not yet available.
11. ADJOURNMENT
Chair Mary Bogert adjourned the meeting of the Tigard Library Board at 7:30 p.m. Since
the December 14, 2022 meeting was cancelled, the next meeting will be held virtually
on Wednesday, January 11, 2023 at 6:30 p.m.
