Members Absent: David Burke, Carl Fisher. Staff Present: Sr. Project Engineer Courtney Furman, Sr. Transportation Planner Dave Roth, and Sr. Administrative Specialist Joe Patton. Others Present: TTAC Council Liaison John Goodhouse and Tigard resident Jim Schiffer. 1. CALL TO ORDER Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. CONSIDER MINUTES The October 5, 2022, meeting minutes were unanimously approved. 3. PUBLIC COMMENT – N/A 4. COMMUNITY RESILIENCY PLAN REPORT Dave played a short video of the Council meeting from October 25, 2022, where a briefing on Tigard’s Community Resiliency Final Report was given by Assistant City Manager Emily Tritsch. It included the Community Resiliency Plan recommendations related to mitigation and adaptation, climate-related updates at the state and local level, Tigard’s work toward a carbon-neutral goal, community engagement, total annual emissions in Tigard with anticipated population growth through 2050 (showing the differences between no changes resulting in a 15 percent increase in emissions, state mandated and other utility changes resulting in a 75 percent reduction, and a 99 percent reduction if low carbon actions are taken), National League of Cities-identified top themes for US city climate action plans, emissions reductions by category over time (Trees, Solid Waste, Recycling and Reuse, Mobility, Energy, and Land Use and Buildings), and opportunities for the city of Tigard, individual community members, and business owners. Members discussed transportation and mobility-related issues to be resolved to reach the goals including infrastructure needs and costs. 5. HALL BLVD CORRIDOR VISIONING Dave noted Tigard has a new “Safe Streets” webpage with links to various areas, including Hall Boulevard Visioning. Community engagement with stakeholders along the corridor and key community individuals will take place. There is an Open House on November 16 from 6:00 to 7:30 p.m. An RSVP link will be setup. TIGARD TRANSPORTATION ADVISORY COMMITTEE November 2, 2022 Page 2 of 2 6. TTAC 2022 YEAR IN REVIEW Ruth noted the annual joint meeting with Council is December 6 via MS Teams. She briefly noted the areas TTAC covered during the year, including Complete Streets Policy and Implementation, pedestrian/bike safety improvements and concerns, 20 mph speed reduction efforts, Capital Improvement projects, Hall Blvd. issues, transportation grant applications, the Transportation System Plan (TSP) adoption, neighborhood transportation safety concerns, Safe Routes To School (SRTS) activities, feedback to TriMet on Tigard service, ongoing funding updates, and hosted the Tigard on the Move transportation series. In 2023, topics will include implementation of the TSP and Complete Streets, electric mobility strategy, community resiliency plan, funding opportunities, sidewalk gap inventory update, Tigard on the Move series, update to pedestrian and/or bicycle maps, and continue to learn about the climate friendly and equitable community initiatives. She thanked Lindsey for her service and noted interviews for new members will take place next week. 7. UPDATES/INFO Dave noted feedback was received on Murdock St. and the preliminary design received mixed feedback from adjacent residents. City teammates and the engineering consultant is revising the design to minimize tree impacts by allowing for a narrower design width. Dave will have another project update next year. 8. NON-AGENDA ITEMS A. Shawne noted he has been running a Metzger Bike Bus every school day, regardless of weather. There will be an Open House at Metzger on November 7 to discuss the SRTS improvements around the school. B. Michael asked about the intersection at Main and Tigard as drivers on Main often stop not realizing they do not have a stop sign. The Downtown Reimagined project is looking at this intersection for possible solutions. C. Serge noted school traffic at Fowler Middle School and Tiedeman Ave. He noted that the vertical candlesticks placed to assist crossing are no longer there. Dave noted they were a temporary measure and cars running over them can tear them out. The area will be looked at for both short and a long-term solutions. 9.
