TIGARD CITY COUNCIL
RESOLUTION NO. 22-3;
A RESOLUTION THANKING MAYOR JASON B. SNIDER FOR HIS EXEMPLARY SERVICE TO THE
CITY OF TIGARD
WHEREAS,Jason B. Snider is retiring from the City Council with numerous achievements in service to the
city as a Tigard City Councilor, Council President and now Tigard's esteemed Mayor;and
WHEREAS,Mayor Snider,with support from his fellow City Council members and the community has
spearheaded some of the most impactful accomplishments and meaningful policy since the city's
incorporation; and
WHEREAS,his forthright communication style and commitment to addressing difficult issues focused on
problem solving, compromise, streamlined processes to improve and expand access to city services for
everyone and building partnerships with local and regional leaders to meet the community's needs; and
WHEREAS,Mayor Snider led the city through unprecedented challenges resulting from local, national and
world events: the murder of George Floyd by Minneapolis Police and subsequent protests, a worldwide
Covid-19 pandemic which killed more than one million Americans and deeply affected the economic and
spiritual health of our community, a riot at City Hall following the January 6,2021 attack on the U.S. Capitol
and an officer involved shooting, supply chain interruptions,increased signs of a growing homeless
population and fear prompting calls from residents and business for assistance and protections; and
WHEREAS, these challenges reinforced Mayor Snider's dedication to finding solutions to complex problems
with a generous helping of his time, energy and unflinching belief that together we could reduce barriers,
resolve problems and prevent occurrences of discrimination or injustice in any form. This prompted Mayor
Snider to challenge the community to eliminate systemic racism, and led to the City Council empaneling a
Public Safety Advisory Board to review public safety practices and create meaningful change for
underrepresented residents. When they concluded their work, the PSAB won the Good Governance Award
from the League of Oregon Cities; and
WHEREAS,under his leadership, the city provided$7.6 million for direct covid relief in the form of
business grants and loans, city fee assistance for unemployed residents,business,low-income households and
delayed rate increases,as well as grants for non-profit and mental health organizations and agencies providing
homelessness support;and
WHEREAS,Mayor Snider established a popular City Report Card issued twice a year to increase
transparency and accountability with the community; bringing a data-informed perspective to the city's
strategic vision to be, "an equitable community that is walkable,healthy, and accessible for everyone"; and
WHEREAS,Mayor Snider championed transportation improvements for the city,including the jurisdictional
transfer of Hall Blvd. from the Oregon Department of Transportation's ownership. While negotiations
continue,Mayor Snider helped launch the Hall Boulevard Visioning Project with the goal of improving and
transferring ownership of Hall Blvd. to Tigard's control and creating safer routes near schools,parks and
businesses with improved sidewalks,lighting, and enhanced pedestrian crossings; and

WHEREAS,Mayor Snider helped the city complete a number of system plans,including the Safe Streets
plan which reduced speed limits on residential streets from 25 mph to 20 mph, the Park and Recreation
System Plan that developed a realistic funding plan with cost-effective service delivery, the River Terrace
Community Plan for a community of distinction on our western border, the Community Resiliency Plan is a
comprehensive community and science-based strategy to bring Tigard to carbon neutrality by 2035,and the
creation of a Charter Review Committee to review and offer input on clarifications and modernization of the
city's 1961 Charter;and
WHEREAS, Mayor Snider and his fellow councilors spurred economic investment by pursing the Tigard
Street Trail as a path to employment by converting three-quarters of a mile of unused rail spur into a
dedicated off-street walk/bike path to connect Tigard's residential workforce to centers of employment
locally and regionally. This active transportation route connects to a revitalized downtown commercial core
serving employers and industrial zoned properties; and
WHEREAS,Mayor Snider was a key advocate for Tigard in the successful construction and activation of the
city's massive water infrastructure project with Lake Oswego for a state-of-the-art water system that delivers
a clean, safe,long-term water source to over 100,000 Tigard Water Service Area customers in Durham, King
City,Tigard and unincorporated Washington County;and
WHEREAS, the city benefitted from Mayor Snider's leadership and advocacy skills in his work with the
United States Conference of Mayors, the Oregon Dept. of Transportation Region 1 Area Commission on
Transportation, the Westside Economic Alliance Board, the Southwest Corridor Steering Committee,
Washington County Coordinating Committee, the Metropolitan Mayors Consortium, the Oregon Mayors
Association, Oregon's State and Federal Legislators and regional business leaders—all which positioned
Tigard as an important partner in the region's future.
NOW, THEREFORE, BE IT RESOLVED by the City Council that:
SECTION 1: The Tigard City Council, residents and city staff, in grateful appreciation for his
many contributions to the community, hereby commend Mayor Jason B.
Snider for his meritorious service to the city.
SECTION 2: This resolution is effective immediately upon passage.
