CALL TO ORDER: Chair Mary Bogert called the meeting to order at 6:31 p.m. 2. ROLL CALL Members Present: Christopher Allen, Mary Bogert, Candice Coleman, Shirley Edwards, Jim Ivler Member Excused: Elena Knepprath, Kate Ristau Alternate Present: Alan Smith Alternate Excused: Helen Allen Council Liaison Excused: City Council President Heidi Lueb Teammates Present: Halsted Bernard, Director of Library Services Margaret L. Reh-Confidential Executive Assistant Lee Harlow-Library Assistant-Circulation 3. APPROVE LIBRARY BOARD MINUTES The Board reviewed the minutes from the September 14, 2022 Tigard Public Library Board meeting. No changes were suggested. Motion by Chris Allen. Second by Shirley Edwards to approve the September 14, 2022 minutes as written. Motion was approved unanimously. The minutes will be posted on the City website. Allen – Aye Bogert – Aye Coleman – Aye Edwards – Aye Ivler – Aye Knepprath – Absent Ristau – Absent 4. AGENDA ADDITIONS, DELETIONS, AND FOLLOW-UP ITEMS There were none. 5. ICE BREAKER The group was asked to share which artist or work of art has had an impact in their life. MEET THE TEAM: LEE HARLOW-LIBRARY ASSISTANT: CIRCULATION Our guest tonight was Lee Harlow. Lee is one of our Library Assistants in Circulation. Lee is an artist and studied art history. She expressed her appreciation that the Board invites teammates to the Board meeting. It is another example of how , whether it is from the top-down or the bottom-up, everyone is working together as a team. 7. LIBRARY PUBLIC POLICY UPDATE DISCUSSION Gift Policy and Donation Guidelines This policy was last presented to the Library Board on June 17, 2021. The Board reviewed and discussed this policy. Motion by Jim Ivler. Second by Candice Coleman to approve the Gift Policy and Donation Guidelines as written. Motion was approved unanimously. 8. ALA POLICY REVIEW American Library Association (ALA) Bill of Rights The ALA Bill of Rights was last reviewed by the Library Board on October 13, 2021. Motion by Chris Allen. Second by Shirley Edwards to endorse and reaffirm the ALA Bill of Rights statement. Motion was approved unanimously. 9. DIRECTOR’S REPORT Library Director Bernard presented the Director’s Report, which contained updates on library services and programs. Director Bernard informed the group that Helen Allen has expressed her intent to be re-appointed as our Alternate for another term. Also, we received notice from Elena Knepprath that she is resigning from the Board effective immediately. Director Bernard will be working with Council President Heidi Lueb on how to proceed in moving one of our Alternates into a regular voting position on the Board. Of note this past month: We had 178 new physical card registrations during September, our Library Card Sign-up month. Adult Summer Reading Program came to an end. Twenty patrons won gift cards to local Tigard businesses. One lucky winner won a hiking backpack full of goodies to help them explore “beyond the beaten path” which was this year’s Summer Reading theme. We began having story times in the Community Room. In September, 417 kids and their family attended our in-person story times. OTHER BUSINESS No other business was discussed. 11. ADJOURNMENT Chair Mary Bogert adjourned the meeting of the Tigard Library Board at 7:12 p.m. The next meeting is scheduled for Wednesday, November 9, 2022 at 6:30 p.m. Our meetings will continue to be virtual until city management transitions our boards and committees to hybrid meetings or COVID distancing requirements are lifted.
