October 12, 2022 – 6:00 to 7:30 p.m. Page 1 of 2 CITY OF TIGARD TOWN CENTER ADVISORY COMMISSION Meeting Minutes September 14, 2022 Members Present: Travis Diskin, Lindsay Greg, Scott Hancock (Vice Chair), Renette Hier, Adrian Hinckley, Carolyn Hyink (Alternate), Tom Murphy (Chair), Elise Shearer, Chris Sjolin, Justin Watson (Ex Officio), and Derrick Wright. Members Absent: Kate Rogers. Staff Present: Redevelopment Project Manager Sean Farrelly, Unhoused Program Coordinator Sara Cooper, and Sr. Administrative Specialist Joe Patton. Others Present: – N/A 1. CALL TO ORDER Chair Murphy called the meeting to order at 6:00 pm. The meeting was held remotely using MS Teams. 2. CONSIDER MINUTES The July 13, 2022, TCAC Minutes were unanimously approved. 3. CALL FOR NON-AGENDA ITEMS Elise, Derrick, and Tom had items. 4. PUBLIC COMMENT – N/A 5. FOLLOW UP FROM PREVIOUS MEETINGS – N/A 6. HOUSELESSNESS PROGRAM COORDINATOR Sara gave a brief overview of items she has been working on including coordinating with Washington County, and their Homeless Encampment Risk Assessment Criteria which will be used in Tigard. She is exploring the establishment of Safe Spaces, to include Safe Parking permits, and working with the League of Oregon Cities to request $1.8 million from the Oregon Legislature for Tigard to support its efforts to provide shelter and services to houseless individuals. She will work with JUST Compassion, REACH, and other organizations to see how Tigard can support their efforts. Commissioners were asked to let her know of any available sites to locate a shelter within Tigard and she will let them know if she needs other assistance. She thanked Commissioners for their efforts and will continue to keep them informed and attend future meetings. 7. HOUSELESSNESS WORK GROUP One of the TCAC goals is to support the City goals regarding houslessness. Now that Sara is onboard, the Community Houselessness Assessment and Response Team (CHART) was reactivated, and meetings occur on the third Wednesday of each month. TCAC will be involved, and Commissioners agreed to let the Houselessness Work Group select an attendee. Utilizing empty private parking lots overnight was mentioned, but the issues of liability insurance and possible necessity for law enforcement to assist in requiring spaces to be vacated in the morning were noted obstacles. TOWN CENTER ADVISORY COMMISSION September 14, 2022 Page 2 of 2 8. EQUITABLE BUSINESS DEVELOPMENT WORK GROUP Carolyn presented the data analysis from the workshop. Participants were asked what is important to them in an eating and drinking establishment. The top tier themes were variety and uniqueness, quality, healthy, fresh, and local products. Second tier themes included family and kid friendly, parking and safety, customer service and cleanliness. Third tier themes included atmosphere/ambiance, seating options, and affordable prices. 9. POLITICAL CAMPAIGNING AND TCAC Sean reminded Commissioners of political campaigning restrictions which were included with the Agenda. Commissioners can say they are members of TCAC, but not that they are speaking on behalf of TCAC. 10. DOWNTOWN REIMAGINED UPDATE Sean gave a brief overview presentation of the project purpose, study area orientation, and project schedule. The goal of the project is to develop recommendations for types of housing and businesses, building and street character, building height and size, and street and path improvements. 11. PROJECT UPDATES Sean briefly reviewed the updates included with the packet. The Overlook apartments are filling quickly, but the commercial ground floor area is not. In response to a question on the lack of adequate parking there, Sean said the criteria for development assistance can be updated to require more parking, however, the State will soon require the elimination of parking minimums from development requirements to allow the market to dictate what is needed. 12. TIF DISTRICT TOUR DEBRIEF Commissioners expressed appreciation for the informative tour and look forward to future tours. 13. LIAISON REPORTS – N/A 14. NON-AGENDA ITEMS A. Derrick suggested recruiting TIF residents such as the Red Rock Creek Commons. Scott noted that the Library has technology resources to lend residents. Sean stated technology resources would be provided if applicants needed them to attend and take part in TCAC meetings. B. Elise said the Main St. Festival on September 10 went well. The TDA survey showed results very similar to those from the Equitable Business Development Work Group workshop. C. Tom noted there will be two, and possibly three voting positions vacant at the end of the year. 15. ADJOURN BUSINESS MEETING The meeting adjourned at 8:10 pm. Joe Patton, TCAC Meeting Secretary Tom Murphy, Chair TCAC 2022 Goals 3rd Quarter Update Aspirational Goal for 2022 Continue to facilitate and promote opportunities for the development of affordable housing, provide support for equitable business development, and advance efforts toward improved walkability, equity, and connectivity within and between both TIF districts. Affordable Housing and Houselessness •Advocate for stakeholders, learn the needs, identify the opportunities and minimize constraints that exist within each district, and refer to existing studies and assessments where appropriate. •City staff houselessness resource positions was hired and made a TCAC presentation in September •TCAC member attending CHART meetings •Recommend specific programs, innovations, and policies to City staff and Council that directly affect, support, and encourage the development and preservation of affordable housing forms downtown and in the Tigard Triangle. • Senior Center affordable housing construction is underway • Dartmouth Crossing North project (Dev Assistance supported) to start construction in November •Support the City Council’s and private entities’ response to houselessness Equitable Business Development •Advocate for affected stakeholders, learn about and research the needs, identify the opportunities and constraints within each district to better support equitable business development. Work group held interactive workshops on Downtown business recruitment in August. Presented findings to TCAC in September. Will have proposed recommendations for TCAC and TCDA in Nov/Dec •Support the implementation of multi-language resources by City staff; recommend specific programs and policies to City staff and TCDA that directly affect, support and encourage equitable business development downtown and in the Tigard Triangle. Work group working on Connectivity and Transit •Identify, prioritize, and recommend opportunities for development that improve living and working, foster walkability, and promote equity. Downtown Reimagined project to address •Promote ongoing efforts toward multi-modal connectivity within and between both TIF districts. •Study the options for crossings that could connect the two TIF districts Formation of Work Groups The TCAC will form subcommittees for each of these three Areas of Emphasis (AOE). Each subcommittee will: Work groups formed for two AOE •Research and review prior work pertaining to each AOE and summarize it for the whole TCAC. Integrate and make use of work that has been done by others. Ongoing •Amplify current and previously marginalized voices. •Serve as the TCAC’s content experts for the AOE, bringing in outside presenters, recommend reading and resources for TCAC members and lead discussions throughout the year related to TCAC work for each AOE. •Equitable business workgroup organized and implemented August workshop and is developing recommendations • Houselessness work group invited new staff person to the TCAC Downtown Tigard TIF District •Participate in the implementation of the Tigard Development Strategy Updated 5-year plan. Ongoing •Monitor existing projects until completion and assess their outcome with site visits. Staff provides project updates. Downtown tour in August •Participate in stakeholder meetings and TCAC briefings for the Downtown Reimagined project. TCAC briefing in September, presentation in November •Support projects identified in the City’s 2022 version of the 6-year Capital Improvement Plan for Downtown. Main Street Green Street Phase 2 and Universal Plaza construction underway. •Remain informed on the Downtown parking strategy and its impact on the downtown area. Staff provides updates •Recruit and support diverse business owners and businesses for vacant spaces in downtown. Equitable Business Development work group held session in August, presented findings to TCAC in September. Will have proposed recommendations for TCAC and TCDA in Nov/Dec Tigard Triangle •Continue to provide financial support for projects that meet the project optimization process and equitable evaluation criteria (A New Tigard Triangle, 2020). Ongoing •Promote and support projects identified for years 2020-2025 in the Implementation and Action Plan (A New Tigard Triangle, 2020). Affordable Housing development assistance, opporrtunity funds and pedestrian infrastructure are active •Recruit and support diverse business owners and businesses for the Tigard Triangle. Main Street at Fanno project • Developers report they will break ground in November 5. Building Improvement Grants • Met with a Main St. property owner who is considering applying 6.
