Members Absent: Richard Keast (Vice Chair). Staff Present: Sr. Project Engineer Courtney Furman, Sr. Transportation Planner Dave Roth, Senior Planner Schuyler Warren, SRTS Program Coordinator Hendrik Broekelschen, and Sr. Administrative Specialist Joe Patton. Others Present: Tigard residents Jim Schiffer and Derek Lawson. 1. CALL TO ORDER Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. CONSIDER MINUTES The August 3, 2022, meeting Minutes were unanimously approved. 3. PUBLIC COMMENT – N/A 4. CFEC & OFF-STREET PARKING REQ’S Schuyler gave a brief presentation on Climate Friendly and Equitable Communities including Background, Why the Rules are needed, Climate Impacts, Equity Impacts, Two Areas of Rulemaking (regional plans and land use transportation rules) and what they will include, changes to Parking Rules which will take place in phases, and available Pathways (Repeal all parking minimums is the preferred). The city must adopt one of the pathways by the state mandated deadline of June 30, 2023, or the city will default to elimination of parking minimums citywide. In response to a question about whether or not parking will still be constructed, he noted that developers must make sure the project will pencil out. Not providing any parking may prevent them from renting space or selling projects. Eliminating parking minimums just removes government intervention from the process and leaves it up to the market. Members liked the idea as it can potentially reduce development costs and will help to promote public and other forms of transportation, as well as potentially reducing emissions. There may be state mandated rule changes to address ADA and other issues. Dave noted the Tigard Triangle parking minimums were previously eliminated and DKS Consulting will help develop a Curbside Management Plan for the area. 5. SAFE ROUTES TO SCHOOL BACK TO SCHOOL Dave noted the SRTS program received a grant extending the program through June 30, 2023. Another grant provided twenty-seven strider balance bikes. An ODOT grant provided new lawn signs. Three different Walk and Roll school events will take place this year and the program has a goal of providing pedestrian safety education to seven or more schools and bike safety education to three or more schools. Hendrik is also working with TTSD on their climate resolution goals. He will let members know of any upcoming volunteer opportunities. TIGARD TRANSPORTATION ADVISORY COMMITTEE September 7, 2022 Page 2 of 2 6. 2023 TTAC RECRUITMENT Three applications have been received and there will be two voting positions open at the end of the year. Currently there are no Alternate members. 7. STATE/FEDERAL TRANSPORTATION GRANTS Dave noted there are several grant applications that will be submitted to support the Complete Streets Policy, which will likely receive a five-year update, and the 2040 Transportation System Plan. One Federal grant would support the creation of a new Vision Zero Safety Action Plan, a prerequisite to pursue future capital funding. The city also applied for three ODOT Oregon Community Paths grants to upgrade Fanno Creek Trail crossings at Tigard St., North Dakota St., and Hall Blvd. as well as refinement studies for the SW 95th Ave. and Hwy 217 pedestrian/bike bridge crossing and for the SW 95th Ave. rail undercrossing. 8. UPDATES/INFO Express bus lines in Tigard are currently the 12, 56, and 76 lines. The city created a Murdock Street Project page on its website where additional project information can be found. An in-person House is taking place September 8. The Tigard webpage 20 is Plenty shows the design of the new lawn signs which are available in the City Hall lobby for free. Courtney hopes to have an update to the page showing planned speed reductions next week. The Electric Mobility Strategy and Curbside Management Plan work should start early fall when the ODOT procurement process wraps up. Tigard applied for a PGE E-Bike Library grant for the Senior Center and Greenburg Oaks to provide three bikes for use at each location. 9. NON-AGENDA ITEMS A. Michael asked about the lack of striping in the O’Mara St. area after the slurry seal project. Courtney noted Tigard is having difficulty with the contractor, but it is required in their contract. Ruth noted the speed bumps on 128th also need marking. B. Sean asked about a bike rack at Rotary Plaza and Dave will check on it. C. . Serge asked about the condition of the Fanno Creek Trail through the Dirksen Park area. Dave will check with the project manager for completion and detour signage. D. Michael asked about the rail line disruption to traffic. Tigard receives many complaints, but there are no short-term fixes, and any potential long-term fixes are cost prohibitive. Dave will talk to ODOT Rail to see if they have any suggestions. 10.
