08/08/2022 - Minutes City of Tigard Ti '10 Park & Recreation Advisory Board Minutes THE PURPOSE OF THE PARK AND RECREATION ADVISORY BOARD IS TO ADVISE AND ADVOCATE FOR PARK AND RECREATION OPPORTUNITIES FOR A GROWING TIGARD. Call to Order and Roll Call The meeting was called to order at 7:03 PM, by Chair Wayne Gross. Roll Call Members Present: Wayne Gross (Chair), Ellen Seminara (Vice Chair), Darlene Dick (via phone), Natalie Newgard, Sean Ernes Members Excused: Joleine Sigler, Scott Winkels Alternates Excused: James Essenberg, Leah Matthew Council Liaison Present: Heidi Lueb (City Council President) Staff Present: Rick, Gruen (Parks, Recreation, and Green Infrastructure Manager), Greg Stout (Parks Supervisor), Melissa Heine (Recorder/Recreation Administrative Specialist), Carla Staedter (Public Works Project Manager), Lucy Jones (Senior Utility Worker) Others Present: Chris Garsteck 2. Approval of Minutes: June 13, 2022 The minutes from June 13, 2022, were reviewed. Natalie Newgard moved to approve the minutes as amended. Sean Ernes seconded the motion. The motion carried with all present board members voting yes. 3. Comments from the Audience Chris Garsteck thanked Kaitlyn Leaf, Recreation Coordinator, and Melissa Heine, Recreation Administrative Specialist, for working to bring the annual Howl O'Ween Canine Costume Contest back to Potso this year. The judges for this year's contest are Mayor Jason Snider, Rick Gruen, and Melissa Heine. 4. Non-Agenda Items Rick Gruen, Parks, Recreation, and Green Infrastructure Manager shared that a letter of support has been drafted that requests the City of Tigard partner with Tualatin Riverkeepers (TRK) and Tualatin Soil and Water Conservation District to do restoration work at Lasich. PARK & RECREATION ADVISORY BOARD MINUTES — AUGUST 08, 2022 APPROVED City of Tigard 13125 SW Hall Blvd., Tigard, OR 97223 1 503-639-4171 1 www.tigard-or.gov I Page 7 oft • The city is applying for a small grant, to be combined with grants from TRK and Tualatin Soil and Water • The total will be around $25,000 and will go toward removing invasive species plants at Lasich • All present PRAB members voted in support of the letter. Rick Gruen introduced Lucy Jones, Senior Utility Work. Lucy is in charge of taking care of Sabrina, Amelia, Roshak, Sunrise, Cache, Lasich, and Bull Mountain. Q: Which parks are built out but not yet turned over to the city? A: Sabrina, Amelia, and Orchard are in the city's possession. Roshak is still under warranty for another year. Crossing Park is under construction and South River Terrace is upcoming. Carla Staedter, Public Works Project Manager, shared that Parks made an effort to design the parks to make them quicker to take care of. Q: Was the developer open to Tigard needs/suggestions? A: Polygon was very open to Tigard's needs and suggestions. 5. Executive Session No executive session was held. 6. River Terrace Parks Tour Parks and Recreation Team lead a "Drive, Walk, and Talk" tour of new and upcoming River Terrace Parks Projects including River Terrace Town Center Community Park, Roshak Neighborhood Park, S. River Terrace Neighborhood Park, Orchard Park, and The Crossings Neighborhood Park. 10. Adjourn Meeting adjourned after River Terrace Projects Tour at 8:45 PM.
