Library Board Minutes
MEETING DATE/TIME: Wednesday, July 13, 2022 6:30 p.m.
MEETING LOCATION: Virtual Teams Meeting with phone bridge for public listening.
1. CALL TO ORDER:
Chair Mary Bogert called the meeting to order at 6:31 p.m.
2. ROLL CALL
Members Present: Mary Bogert, Shirley Edwards, Jim Ivler, Elena Knepprath, Kate Ristau
Member Excused: Christopher Allen, Candice Coleman
Alternate Present: Helen Allen (arrived at 6:32), Alan Smith
Council Liaison: City Council President Heidi Lueb
Teammates Present: Halsted Bernard, Director of Library Services
Amber Bell, Manager—Readers Services
Jaime Hutchison, Circulation Supervisor
3. APPROVE LIBRARY BOARD MINUTES
The June 8, 2022 Library Board meeting was cancelled due to a lack of a quorum.
Therefore, the Board reviewed the minutes from the May 11, 2022 Tigard Public Library
Board meeting at this meeting. No changes were suggested. Motion by Jim Ivler. Second
by Elena Knepprath to approve the May 11, 2022 minutes as written. Motion was
approved unanimously. The minutes will be posted on the City website.

4. AGENDA ADDITIONS, DELETIONS,AND FOLLOW-UP ITEMS
There were none.
5. ICE BREAKER
The question put to the board this month was "What's one thing that says peak summer
to you?" We learned that fruit, especially watermelon, gardening, concerts, lavender fields
and hanging clothes out on the clothesline are peak summer things.
6. MEET THE TEAM: AMBER BELL, MANAGER, READERS SERVICES
Amber Bell has been with the Tigard Library for 11 years. She has been in her most recent
position as Readers Services Manager since 2019. She loves participating and leading big

projects. She has enjoyed gathering input from the community for our current strategic
plan. One thing she has focused on recently is updating library policies.
7. LIBRARY PUBLIC POLICY UPDATE DISCUSSION
Collection Development Policy
Several revisions were made by management since this policy was last presented to the
Library Board on August 14, 2019. The Board reviewed and discussed the Collection
Development policy. Motion by Kate Ristau. Second by Jim Ivler to approve the Collection
Development policy as written. Motion was approved unanimously.
S. DIRECTORS REPORT
Director Bernard presented the Director's Report, which contained updates on library
services and programs. Director Bernard mentioned that there has not been a decision
yet on moving to hybrid meetings for city boards.
Of note this past month:
The library has partnered with the Tigard Tualatin School District to serve as a summer
meal site for kids under the age of 18.
Staff have done a lot of outreach in the past two months. Staff have been present at Pride,
Juneteenth, Tigard Festival of Balloons and the Over 90s club at Summerfield to sign
community members up for summer reading and share information about library
resources.
As of June, over 1,900 kids and teens and over 400 adults have signed up for summer
reading!
9. OTHER BUSINESS
Alan Smith asked if there was an update from City Council regarding synchronizing the
terms of service for the board. Director Bernard informed him that Council approved the
changes and Margaret Reh would have more information to share at the Board meeting
in August.
10. ADJOURNMENT
Chair Mary Bogert adjourned the meeting of the Tigard Library Board at 7:30 p.m. The next
meeting is scheduled for Wednesday, August 10, 2022 at 6:30 p.m. Our meetings will
continue to be virtual until city management transitions our boards and committees to
hybrid meetings.
