Meeting Minutes
May 4, 2022
Members Present: David Burke, Maxine Chaney,Ruth Harshfield (Chair), Michael Hendrickson, Richard
Keast (Vice Chair), Serge Killingsworth, Holly Koontz, Shawne Martinez, and Lindsey Wise..
Members Absent: Alan Eckert, and Carl Fisher.
Staff Present: Assistant City Manager Emily Tritsch, Senior Project Engineer Courtney Furman, Principal
Engineer Andy Newbury, Sr.Transportation Planner Dave Roth, and Sr. Administrative Specialist Joe
Patton.
Others Present: N/A.
1. CALL TO ORDER
Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams
with a call-in number provided for the public.
2. CONSIDER MINUTES
The April 6, 2022, meeting Minutes were unanimously approved.
3. PUBLIC COMMENT—N/A
4. MAIN STREET GREEN STREET II UPDATE
Andy gave a brief update noting that utility work will likely go through mid-August as projects of this
nature often come across unknown utility lines that are damaged through the construction and require
repair. Sidewalk and electrical work will start in July. Paving is expected September with striping and
landscaping in early November.The hope is to finish the project early,potentially within eight months.
5. MOVE4MAY! WALK AND ROLL DAY RECAP
Dave gave an update and thanked volunteers. There was record turnout for the Walk and Roll to School
day.
6. GREENBURG ROAD & MSTIP FUNDING REQUEST
Dave noted that the proposal for MSTIP funding was submitted yesterday. He gave a brief overview of
the consultant's existing conditions and recommendations for the project included with the Agenda. Past
MSTIP funded Tigard projects include Walnut St. (116th to Tiedeman), OR 99W& Gaarde St /
McDonald St Intersection, and ongoing projects are SW 121 st Ave (Tippit to Whistler's Loop) and Bonita
and Sequoia Pkwy Intersection.The area near the cemetery poses the biggest challenge. This is the only
project being submitted for MSTIP funding this year.
7. HALL BOULEVARD JT & CORRIDOR PLAN
A walking tour from JoAnn Fabrics up to Locust took place with media and elected leaders to show some
of the needed improvements along Hall Blvd. Dave briefly discussed the process and noted the Visioning
Project for Hall Blvd.will kick off this summer.

8. BRIEF UPDATES
Dave noted the speakers were selected and the Tigard Chamber of Commerce would host. He discussed
potential projects to visit in lieu of the June meeting.A carpool will be arranged for those that do not want
to bike. Tigard applied for Metro funding for the project development phase for the Fanno Creek trail
from Bonita to Durham and for developer design of a new proposed bridge on Wall St. over the railroad
tracks over to Kruse Way in Lake Oswego.
9. NON-AGENDA ITEMS
A. Michael asked about the planned crosswalk with the North Dakota bridge replacement,where the
Fanno Creek trail crosses. It is an ODOT project, and they would not add it to the project. He also
asked about plans for Electric Bike education. Dave will work on a new web page and using social
media for education to both drivers and bicyclists.
B. Serge noted there are still garbage cans at the Fanno Creek trail crossing at North Dakota which is
continually placed in the bike lane. He also asked about the lack of bike parking at the Heritage
Park Plaza and no trail connection to Main St. Dave will check on the placement of the garbage
cans. He noted that due to the rail line there is no easy solution for a trail connection to Main St.
There may, however,be some leftover loops for bike parking from a previous project. If not,he
will see if some money can be found to purchase some.
C. Ruth noted the volunteer picnic hosted by Tigard went well.
D. Richard asked whether the development fees for the project on Murdock, between 100`' St. and
the park,would be used to improve Murdock. Dave will find out and email members.

RE: ODOT Safe Routes to School Competitive Infrastructure Grant Program
Dear ODOT Safe Routes to School Competitive Grant Program Administrators and Advisory
Committee,
The Tigard Transportation Advisory Committee (TTAC) is charged with advising city staff and
elected officials on a broad range of transportation issues within our community. We are tasked to
ensure that our transportation system, facilities, and investments serve all members of our
community regardless of age, ability, or mode of travel.
We are pleased to endorse the City of Tigard's 2022 Safe Routes to School (SRTS) grant application
to make needed infrastructure improvements on the streets around Templeton Elementary and
Twality Middle Schools. The city is taking a coordinated approach by requesting ODOT SRTS
funding to build upon a programmed capital improvement project on Murdock Street. Combined,
the proposed SRTS improvements will create safe, separated facilities for young students to walk
and bike on, fill sidewalk gaps,improve existing pedestrian crossings with RRFBs and safety signage,
and install enhanced lighting at several sites surrounding the schools.
TTAC has been an engaged and enthusiastic partner in Tigard's SRTS program from its inception
and has been active in providing volunteer support at educational and encouragement events.
Having toured the proposed 2022 SRTS project sites during our June 2022 meeting,we are
confident that walking and bicycling rates will increase and driving trips will decrease if these safety
improvements are completed.
With your support of this proposal,you are helping our community achieve a long-standing
commitment to improve walkability, but more importantly,you are helping us address an immediate
need for safe places for our kids to walk and bike.
