06/27/2022 - Minutes Public Safety Advisory Board Meeting June 27, 2022 — 5:00pm-7:00pm Meeting Minutes 5:00-5:05 Welcome, Centering Exercise, Roll Call - Call to Order 5 p.m. - Co-Chair Jeff Mott led opening of meeting by reading the purpose and mission of PSAB. - He then read the Centering & Breathing exercise. - Facilitator Tammy Menkerud conducted roll call. Co-Chair Jeff Mott noted the rules of public comment. Community members are encouraged to submit comments by emailing Management Analyst, Alex Richardson at: alex.richardson@tgard-or.gov 5:20-5:40 Chief's Update Chief McAlpine gave a thank you and an invitation to PSAB members to continue speaking with the PD., although PSAB is disbanding. Commander McDonald underscored the value of this feedback. Officers appreciating the work the PSAB has been doing–not just in the meetings, but also out on the streets, where the "rubber meets the road." 5:40-5:45 Opportunity to Discuss Current Events and How They Affect Tigard Councilor Newton attended Juneteenth event. Great opportunity to pause & recognize that community- -important. Happy to be there. Management Analyst Alex Richardson updated all on the status of the Final Report. Co-Facilitator Jenna Franklin shared out: she worked in King County Sherriff's Office. Started a few months before the social unrest began.Worked with community engagement team. Presented on convening boards and committees. Wonderful to see such a wonderful, robust and transparent conversation here in Tigard compared with other experiences she has had.We have built constructive relationships—what is role and function of law enforcement?Very unique to have law enforcement leading the way bringing communities in. So impressed with the city and PD. Exactly what we were striving for across the country. Instead of many communities asking for it and not getting it. Legislative efforts to have this model in every PD in state of Washington. Facilitator Tammy Menkerud: PSAB should be proud of yourselves and what you have accomplished. 5:45-6:55 PSAB in Review: Recommendation Status,PSAB by the Numbers and Closing Thoughts Co-facilitator Franklin opened a slideshow and Facilitator Menkerud led the group through it. Facilitator Menkerud asked group what their most meaningful unit or topic was. City Councilor Liz Newton - mental health response team section, Lasershot training. Board Member Valerie Sasaki–PD hiring processes, diversity of candidates,gave me a lot of confidence that the Tigard PD was living its values. Co-Chair Jeff Mott–body-worn camera policy. First time getting into details. Collaboration–stage was set for how we continued to move forward. Board Member Sasaki–echo what Liz said about MHRT–a lot of learnings and potential to have traction long after this group is done. Trinh–agree;work that Board has done with mental health. The Mental Health Response Team with Sherwood and Tualatin with their clinician-- hopefully that work will continue and grow because it is needed for the community. Commander McDonald then went through the recommendations: Body camera recommendation–completed one year ago. Quality of video is high. Cross-cultural communication–will be implemented. Hands-on force-on-force training–will be implemented. Will get there this year for sure. Evaluation of emergency communications–working on. Attempting to do bilingually. Working with outside agencies. Professional standards sergeant–implemented, Friday it becomes official–fully funded for this next fiscal year. Community navigator–On the City Manager's radar for next year budget. Evaluation by end of this calendar needs to be completed. Community service as alternative to fines -Court will decide upon with City Manager approval.Judge O'Brien commented that the backlog the Court had in cases is almost resolved, so the capacity will be there this year. Mental Health I"Response Team–Countywide discussion with law enforcement leaders. Co-Chair Mott asked, is there a way to keep the community updated on progress?Annual Report from Police Department? Chief McAlpine–yes, we keep up the keep up the transparency page City website. Board Member John Trinh–community academy–another accomplishment that we brought that back! Mayor Jason Snider entered the call. Mayor–wanted to personally thank the group on time commitment. Been very valuable for the community. Board Member Jimmy Brown–the three most impactful conversations (see PowerPoint)–those three issues were central to the establishment of PSAB. This conversation was so prominent in our discussions. With mental health, having the appropriate response to community members who are in crisis–so important. Born-worn cameras–national issue brought down to local level. Cross-cultural Communication piece–issues of equity, communities of color feeling safe inside this community. Officers well aware of how people speak and move—not necessarily threats but part of their cultural context--important to keep in mind. Incredible amount of time spent on those three issues. Really framed work of PSAB. Board Member Sasaki–dealing with local translation of national issues.Worth noting that City Council and Mayor–took a step forward and deal with this. Really important to acknowledge that these are not easy issues to talk about. People don't like talking about—wanted to take a moment that we did it and for the most part conversations have been extremely valuable and civil. Councilor Newton– will really miss this group.The grace they had. Everyone bringing their best. An incredible model for how to have difficult community conversations. Mayor came up with this, grateful for being liaison. Thanks to Police Dept. for being open to what the community had to say. Really a life- changing experience. Now impacts all my Council decisions—how do we stand up for folks? Chief Kathy McAlpine–when this was first proposed, I was not excited. When it was a go—only way to do it is being open &transparent.We serve all of the community. Need to hear everything–the good, the bad and the ugly. Growing opportunity for myself as well. Mayor Snider—thank you for being willing to go on the journey. You were willing to give it a try— appreciate your open-mindedness. Board Member Brown–this comes on the heels of George Floyd and on the calls for defunding the police. In two years,there was literally no mention of defunding the police. This body spoke openly& eloquently about the needs of THIS community–not another city. Got to in real time see how the community could handle a real situation (officer-involved shooting) and framed the issues for us and plugged for mental health infused into PD. It is so important to recognize. They heard what people had to say(Mayor) and that's what makes community engagement work when it comes to elected officials. Thank you all so much for the time you all have taken. Judge Michael O'Brien–from the very first meeting—obvious that this was a verytalented group of people! Thanks everyone for their work. Chief–the previous members added value even though they are not here. They will be remembered. Board Member John Trinh–thank you. It has been an honor to be a part of this group. Humbled to both listen and be heard. In terms of injustice, racism, what happened to George Floyd.City's willingness to get feedback–being open to our recommendations is huge! Management Analyst Alex Richardson–part of what drew me to working here was the PSAB, and I am very grateful to have been able to support for even a short time. Co-Facilitator Jenna Franklin–really impressed with approval ratings in the survey results, after working heavily with boards of this nature for years. This is a model that other places are doing all over the country and most places do not do it as successfully as you all did. Co-Chair Mott–What was the most surprising and eye-opening? For me, was hearing so much detail from the Police Dept. Glad to expand my knowledge and perspectives. Board Member Sasaki–how polite everyone was! Different paradigm on the East Coast. Expecting it to be much more adversarial,confrontational. Board Member Trinh–groups like this can sometimes it feels like a rubber stamp.As a POC I found it surprising, the openness of the City to be willing to listen. Chief McAlpine–the fact that the tone and tenor was different but was still able to get across personal lived experience–the personal stories–you would have to be a rock and not be personally impacted by these. You opened up, that's not an easy thing to do. City Attorney Shelby Rihala–agree with many of the comments. Especially on this subject. Can be a lot of talking and not a lot of listening. There should be more of that then there is, we'd be a lot of farther off. Need to continue sharing these personal experiences. Understanding each other as people is neeed to make policy change. C-Chair Mott: What would you recommend as a process change? Board Member Sasaki–not having this is the middle of a global pandemic. In-person would have been better. Mayor Snider–the way this was originally proposed was different. Name would be different and decision-making authority would be different. The original intent was to do whatever is recommended. Curious to know how people perceived it—I compromised on the form this would take. Chief–the slight tweaks and changes helped us to go in and help deal with the unknown. Sometimes though when something didn't pass—vote didn't matter, she fundamentally agreed with it. Not so strict –having the latitude to do it or not do it. Commander James McDonald–fact that we always want to work with the community.That the PD reflects what the community wants. Tried to place himself in the position of the officers on the street. They are doing the best job possible. Framed that way—what is going to accomplish those dictates from the community best. Have to equip the officers best way possible so they can do their job. 100 employees in PD and 55,000 people who live here. Have to be accountable to all. Co-Chair Mott–release of body camera footage. Didn't quite get to an agreement. But would not have even gotten to discussion if this was more of a decision rights council. More of a recommendation to City Council and we'll see what we can do when it makes sense—that is why it is so important to keep communicating back to public the progress. Mayor–was at first concerned when proposing this concept. The how and past criticisms from marginalized and BIPOC–how are they represented?40 people applied, video applications—very robust application process.Very deliberate process. Same criticism–another group that doesn't have any authority. Trying to push and change dynamic. Less positional shenanigans—maybe it actually worked better this way. City Attorney Rihala–Chief is modest. A lot of this due to them (Commander McDonald and Chief McAlpine)–so open to feedback. Chief brought things forward to empower&educate them. Not required by Council. Got a better outcome be of Chief and Commander McDonald. Quality in large part due to PD leadership. Councilor Newton–specific example. Ombudsman–a lot of effective conversations around the position. Get a better example because of the open conversations. Councilor Liz Newton—make report available to PSAB members?Management Analyst Richardson -Yes! July 21 is when the report will go through routing and Alex will send out then. Chief—Barney and Worth,thank you. 6:55-7:00 Wrap-up Co-Chair Mott asked if there was a motion to end the meeting. Board Member Sasaki made the motion. Board Member Brown seconded it. With no opposition or further questions,the meeting was adjourned.
