Chair Patty Lofgren noted the rules of public comment. Community members are encouraged to submit future comments by emailing Management Analyst, Alex Richardson at: alex.richardson@tigard-or.gov 5:20-5:40 Chief McAlpine's Update: Community Academy Recap and Department Recertification Chief gave Police Department Public Information Officer Kelsey Anderson a blank slate to restart the Community Academy. Kelsey gave overview—wrapped up at end of May. 8-weeks, 20 ppl, all live in Tigard. 2 hours each time they met,what we do and why, tour of PD, hiring practices, training, patrol, K- 9, motor officers, body worn camera,traffic unit, MHRT, CSO Brandon Peterson, round robin, got to talk with a bunch of people, criminal investigations, commercial crimes, forensics (including evidence), firearms, defensive tactics, classroom training, crisis intervention, virtual reality training, internal affairs, discipline matrix. Laser shot demonstration, live scenario, suspicious circumstances. Community Academy jeopardy.A lot of really good feedback! A big range of people, all the way up through age 77. Parents and retirees, good mix of people who live and work here. She made a video summary and it is available online. Chief said that PSAB encouraged the Community Academy to reinstate. Intentional about diversity in representation so hopefully they see themselves in group. Board Member Valerie Sasaki: great to see connections develop in the community. Plan for another? Chief: it's about a bandwidth. 600+ people open house. But maybe in fall, doing cost analysis. Doing another sooner rather than later.The waiting list is already about 17. Councilor Liz Newton: great job Kelsey, so happy we could do it. So eye-opening, community is so appreciative. Looks like people got a lot out of it. Thank you. Board Member John Trinh: did anyone have any suggestions or comments for improvement? Kelsey Anderson: needed more time was only suggestion to be able to ask questions and dig a little deeper. Chief: Police Department just went through a recertification. Accredited in 2018 for the first time in a decade with Oregon Accreditation Alliance. All agencies must be accredited by 2025.They just made their first recertification.Awarded in April conference that Commander McDonald attended. Director presented to Council couple weeks ago. 105 standards for best practice. Always looking at incorporating recent legislation, hold ourselves to the highest standards. Identifying proofs of compliance, looking to do more to stay up to date on standards. Councilor Newton: report attached to Council presentation--could you share?Chief: I'll follow up on including report. 5:40-6:40 Police and Community Relationship: Next Steps and Discussion Chief McAlpine delivered a presentation: How do we keep momentum of PSAB going after it disbands (after last meeting on June27)? Chief Advisory Board, Council? I wanted to solicit feedback on panel. History–these have been around for many years.These tend to be small and intimate, didn't want to take over someone else's Board (like the Committee for Community Engagement). Intent to create another one. Solicit input from the community. Purpose of the Board-advice or input. Makeup from 10-12 members; represent diverse cross-section of public: neighborhoods, age,gender, business, etc. Encourage diverse opinions. Function–build trust, discuss issues, improvements. Meet periodically up to once per month. Wide variety here in the state (went over examples). Questions for Discussion: -Number and makeup of panel? -Function/goals of panel? -Frequency of meetings: <breakout room discussions> Board Member Emilio Calderon Report-out: 10-12 people–perhaps an odd number because ties are challenging. Making sure there are background requirements. Department can find blind spots–not seeing same people over and over. Similar application process to PSAB. Workplan–not a concrete bullet point list. But structure to meetings so there's some goals and productivity. Frequency–once a month. Chief should have the ability to hold emergency meetings in response to events that are going on or something that happened. Board Member Jimmy Brown Report-out: There needs to be a clarity of the group, diversity, robust agenda, range of topics. Discussing how Community Engagement group is focusing on houselessness community. Role that Police plays in issues. Complexity across the board including regulations (State, local). Age diversity needs to be included. Young people,young families, geographic representation, ethnic diversity. No particular size–12 sounds like a good size. 15 or more too big. Frequency of meetings–monthly to quarterly but being adaptive– allows for incidents to be addressed by the Chief to advisory group. Opportunity for not only the department to be involved in community engagement, not just the Chief. More robust, expansive. Commander's group, Labor, other staff, what kinds of issues are they looking at?Two-way communication, not just Chief to group but other way around and to the rest of the department. With the demise of our charge as the PSAB, rather than recreating the wheel, take a look at seeking engagement of folks who are currently on the PSAB to see if they would want to be on. Could lose a lot of historical context. Don't want to lose that talent—needs to be utilized. Chief McAlpine: really appreciate the feedback. In alignment with what she had in mind. A couple tweaks like the community engagement piece. Send any other feedback to her or Alex. Board Member Jeff Mott: specific groups need to be represented. Group should interact with new professional standards sergeant position and Mental Health Response Team—be hub within the department. 6:40-6:55 Opportunity to Discuss Current Events and How They Affect Tigard Management Analyst and PSAB staff liaison Alex Richardson shared about Pride, Juneteenth, the final PSAB report and presentation upcoming at the August 9 City Council meeting, and the July 11 gathering. Chief McAlpine shared about a recent racial bias incident and a silent walk to a rally point in Tigard. Victim wanted anonymity. Community took action by organizing walk. Ongoing investigation. 6:55-7:00 Wrap-up and Next Steps Facilitator Menkerud mentioned that next meeting is our last meeting. Closing and reflection. Loose conversation. Chair Lofgren asked if there was a motion to end the meeting. Board Member Sasaki made the motion. Chief McAlpine seconded it. With no opposition or further questions,the meeting was adjourned.
