Call to Order and Roll Call The meeting was called to order at 7:00 PM, by Chair Wayne Gross. Roll Call Members Present: Wayne Gross (Chair), Scott Winkels, Darlene Dick, Natalie Newgard, Sean Ernes, Joleine Sigler Members Excused: Ellen Seminara (Vice Chair) Alternates Present: James Essenberg, Leah Matthew Council Liaison Excused: Heidi Lueb (City Council President) Staff Present: Rick, Gruen (Parks, Recreation, and Green Infrastructure Manager), Martin McKnight (Parks Supervisor), Greg Stout (Parks Supervisor), Kaitlyn Leaf (Recreation Coordinator), Melissa Heine (Recorder/Recreation Administrative Specialist II), Marissa Grass (Public Works Community Engagement Coordinator), Carla Staedter (Public Works Project Manager) Others Present: Carlene Thompson 2. Approval of Minutes: April 11, 2022 The minutes from April 11, 2022, were reviewed. Darlene Dick made a correction to the meeting minutes, amending item 1 OD from Summerlake Park to Englewood Park, east of Springwood Drive. Darlene Dick moved to approve the minutes. Sean Ernes seconded the motion. The motion carried, pending minutes update, with all present board members voting yes. 3. Comments from the Audience No comments from the audience. 4. Parks and Recreation Manager Update Parks, Recreation, and Green Infrastructure Manager, Rick Gruen updated PRAB on the following: A. River Terrace. The Crossing neighborhood park development is underway. South River Terrace neighborhood park is being developed. The developer is working on the final revision to River Terrace Town Center Community Park. Al parks will be built by the developer. Updated plans will be presented to PRAB at a future meeting. Land must be zoned Urban Reserves in order to annex and develop the property beyond river access. State Representative must sponsor a bill for approval by the State Legislature. This process will take an additional 1-2 years. Alternately, City of Tigard can go through the land swap process with Metro or Washington County in order to bring the property into the next urban growth boundary expansion. Phase 1 of the project, creating river access, can start in the meantime. Project timeline for Phase 2 is 5-7 years. C. Tigard/Tualatin/TTSD Field Use IGA (inter-governmental agreement). Tigard City Council approved the Memo of Understanding between Tigard, Tualatin, and Tigard-Tualatin School District. Work on two future IGAs to begin soon. First IGA will center around policy, processes, and coming up with an equitable rate schedule. Second IGA will address capital funding to allow funds to be used between agencies. D. Parks and Recreation Implementation Plan. Q3 supplemental budget approved. Develop evaluation criteria for future projects and recreation programs. Consultant group will explore options for funding, including PARF and possibly other funding plans. 5. Recreation Update Recreation Coordinator, Kaitlyn Leaf updated PRAB on the following: A. Staffing and volunteers. Erik Miletich is no longer with City of Tigard. Recruitment for a new project specialist will begin soon with the goal of having someone onboard by mid-July. Additional recruiting for rec aides has begun. All current programs for spring and summer are moving forward as planned. Volunteers are needed for the larger events this summer. If PRAB members would like to volunteer, please contact Kaitlyn/ B. Afterschool programming. Afterschool soccer is finishing. The program was successful this school year. Plans are to continue programming next school year. C. Kickball League. First game was postponed due to inclement weather.An additional date has been added in June for a make-up game. D. Upcoming programs and events. Art in the Park and Tween Game Night, scheduled for the week of May 16, are at capacity. Mini-Duathlon has double the number of participants compared to last year. Youth Night Out is scheduled for June and will comprise of games at Cook Park and swimming at the Tigard Pool. E. Tigard-Tualatin Aquatic District has become a new partner. In addition to adding swimming to Youth Night Out, a day of swimming has been added to the full day camps for this summer. F. Fanno Creek House rentals. Rentals have been opened on a limited basis for this summer. All rentals are outdoor only and limited to five rentals for 2022. Two rentals have been scheduled for May. G. Egg Hunt went well. The event had good weather and was attended by Mayor Snider, Councilors Lueb and Goodhouse, and City Manager Rymer. The vendors in attendance were popular with participants. 6. Park Updates Parks Supervisor, Martin McKnight updated PRAB on the following: A. Staffing. Parks needs 3-4 more seasonal employees. B. Field conditions. Due to the wet weather, soccer fields 1 — 3 were closed for a few days. Baseball fields were open due to having artificial turf. C. Fanno Creek House. Prepping the grounds for upcoming reservations. Parks Supervisor, Greg Stout updated PRAB on the following: A. Summerlake hardcourts. Fencing has been installed and additional work is in progress. This will only affect one court. B. Tualatin Riverkeepers. Members volunteered at Dirksen to add a few yards of wood chips to the trail leading from Dirksen Education Center. The project should be finished by June. C. Staffing. Full-time position hiring is in progress. 6. Cook Park Project Tour Parks, Recreation, and Green Infrastructure Manager, Rick Gruen presented a PowerPoint presentation updating PRAB on the progress in the Cook Park Accessible Dock Project and the Cook Park Inclusive Playground. 10. Non-Agenda Items Joleine Sigler had inquiries from King City residents asking why they had to pay non-resident programming fees, but they belong to the Tigard-Tualatin School District. To receive the resident rate, community members must reside within the city of Tigard boundary. Resident of other cities can still participate in programming but will have to pay the non-resident rate. Marissa Grass explained that City of Tigard residents pay into the Park and Recreation Fund (PARF) on their utility bill as well as pay portion of property taxes that goes toward Parks and Recreation. Darlene Dick had the following non-agenda times. A. Englewood Park a. Trail sign has been defaced and is now unreadable; please replace. b. Would like leash law signs posted at all entrances. 11. Executive Session No executive session was held. 12.Adjourn Natalie Newgard moved to adjourn the meeting. Darlene Dick seconded the motion. The motion carried and the meeting adjourned at 8:00 PM.
