We believe your input was very instrumental in allowing us to find a path forward with our project.We still need your help and input in navigating the criteria TVFR has so the solution we are proposing meets both TVFR's requirements and the City of Tigard's. As was suggested during the meeting we are proposing to connect the emergency vehicle access from Warner Ave to Hall Blvd. It is my understanding that in doing so we can get rid of the access between our building and the apartment building and then provide roof access from the outside. Please see attached drawing. I did not indicate a roof access area on the drawing because I am not sure of where to locate that and what the other requirements would be. Therefore, with the elimination of the emergency access road you would be in violation of the fire code as there would not be adequate access to the rear of the building. Neither of the options shown resolve this issue. When considering what constitutes a second access, a neighboring property cannot be considered without the benefit of a perpetual easement agreement stating that the access will not be terminated. In option #2 it appears you are showing access to Hall Blvd. If this was the case then that could be your second access? I'm sorry I don't have a solution to offer you other than to reduce the size of the building to accommodate fire access. The options you have presented do not meet the fire code. In summary; The way the plans are currently being presented, two accesses are required, access is required to the rear of the building and based on the length of the access a turnaround is required. You can submit an application for an alternative materials or methods request in lieu of meeting a code requirement for our review. I have attached a guide for that process for your convenience. In the city's staff report under conditions of approval they told us that along the northern property line we have to have a 20-ft buffer between the building and property line where we face an existing apartment building but we had designed a 10-ft buffer under their buffer option D-3 with the emergency access road along the other side of the property line (see the original layout in the Emergency Vehicle Access Options.pdf as I have attached a few drawings to help illustrate the condition and a few of options that I thought might be a way to resolve things). To get a 20-ft buffer we have to remove the emergency access road between the buildings and horse trade a lot line adjustment or some type of landscape easement with the existing apartment building owner.According to your service provider letter item 1 under the Fire Apparatus Access we need to have two separate means of fire apparatus access since our building is 3 stories and slightly over 30-ft in height. One possible way to look at it is that we get rid of our originally proposed emergency vehicle access road all together as we already have two if you count 1) being our 36-ft wide driveway to the south between our existing self storage and our proposed new one,2)the existing apartment to the north provides a driveway that leads up to our proposed building.The other options to consider are proposed in the attached pdf as option 1 and 2. Please note that our proposed self storage building has 3 fire hydrants within close proximity. I hope I have presented our situation clearly. We need to know what progress has been made by city to complete rest of our building permit drawings. i For the record, I still want to state that while we are doing this to expedite our land-use approval base on staff interpretation of our land use approval, I as an architect and planner for the project we had other option for landscaping within the city code and still meet city requirement. Due to time constraint and cost are force to go through this expensive process. We hope to have clear guideline for our building permit approval and timeline after our meeting on Thursday. Tigard, OR 97223 Contact Info: Saj Jivanjee (503)-970-02 36 Proposal: The proposed self-storage facility is located in the City of Tigard off SW Warner Ave. and SW Hall Blvd. The new building is a total of 68,139 sf,3 stories and fully sprinkled.There are two existing fire hydrants on property both within 50 feet of our proposed building and one fire hydrant located on the east side of Hall Blvd approximately 260 feet away.The new building is using an existing entrance off SW Warner as the only site entrance and will be shared with an existing self-storage facility.The site entry starts at 30 feet wide then opens up to 36 feet wide and goes right up to the edge of the new building along the southern elevation.The total length of the drive is approximately 125 feet long.All but two parking spaces are within the building.The other two are at the far end of the drive.This grants fire apparatus access to the southern elevation of the building.The southern and most of the western elevation are the only elevations that are approximately 32 feet in height at the eaves. The north and east elevations are below 30 feet in height at the eaves. It is our understanding that our project requires a secondary fire apparatus access road per 2014 OFC Section D104.1 The original project proposal had included an approved secondary fire apparatus access road and turnaround outside of our property that ran along the east and then angled up along the north.This made it so both access roads were within 150 feet of all portions of the exterior wall of the first story. Item 5 in the Conditions of Approval in the Staff Report to the Hearings Officer for the City of Tigard, Oregon dated May 26, 2017 states that we are required to have a 20 foot buffer instead of the 10 foot buffer originally proposed.Due to the requirements and configuration of our proposed building and the existing site conditions of both our property and the adjacent property there will not be enough room to physically accommodate a 20 foot buffer and a 20 foot fire apparatus access road. The distance between our proposed building and the existing apartment building on the adjacent property is 37 feet total. We will not be able to provide access within 150 feet of all portions of the building and we will not have a vehicle turn-a-round. We would like to propose the following alternate methods and materials: 1. Construct a 20 foot wide fire apparatus access road that has a continuous connection from SW Warner to SW Hall with a Knox Box and a gate at both ends. 2. Add a roof ladder access on the north exterior elevation of the building. Justification: The 20 foot wide secondary fire apparatus access road will be continuous between SW Warner and SW Hall which, if needed,will allow for safer and easier mobility of the emergency vehicles responding to an emergency call at our location. It will provide them a dedicated place to stage equipment and personnel and allow the vehicles and to be able to pull in and out in one direction without need to turn around. The roof access ladder will allow for fire fighters to have a secondary access to and from the roof opposite the main fire apparatus access road providing better safety.
