Community members are encouraged to submit comments by emailing Management Analyst,Alex Richardson at: alex.richardson@tgard-or.gov 5:20-5:40 Chief's Update with Commander McDonald,Jimmy Brown,and Patty Lofgren: Chat with the Chief and Community Academy Commander McDonald invited Board Member Patty Lofgren and Board Member Jeff Mott to describe the Chat with the Chief event they presented at with Chief McAlpine. Board Member Lofgren talked about the process which included prepared questions from Public Information Officer Kelsey Anderson that the Members answered and then questions from the public. Board Member Jimmy Brown echoed that it went well, and it was nice to get info out about PSAB to the community, including sharing info about the Professional Standards Sergeant and Community Navigator positions. Board Member Lofgren mentioned Tigard PD getting a high score on standards at a national FBI- sponsored conference and had asked Chief McAlpine to share on that. Board Member Lofgren also added that she enjoyed being able to relay the level of expertise that comes from the presenters at PSAB meetings. Commander McDonald thanked them for being present and helping share what PSAB, and the PD, do with the community at the Chat event. He then plugged the PD's Community Academy and mentioned that the PSAB Facilitators would send out a flyer about it for PSAB members to share with their networks. City Councilor Liz Newton also voiced her support for both PSAB and community members attending the Community Academy and said that she had a great experience and that it was time well spent, especially getting to listen to the questions and concerns of others in the academy. Board Member Stuldryer asked Commander McDonald if the academy includes a ride-along, and Commander McDonald responded yes. 5:40-6:00 Professional Standards Sergeant and Community-centered City-wide Role Recommendation Facilitator Marshall introduced the recommendations for the Professional Standards Seargent and the Community-centered Citywide Role. She first asked if anyone had questions about the Professional Standards Sergeant role.There were none, so she moved onto the second recommendation. She noted that the Community-centered Citywide Role recommendation evaluates creating a position, reallocating existing city resources or empowering a volunteer board to utilize a community centered lens to assist community members in navigating government systems of Tigard and fostering trust through meaningful conversation. By meeting people where they are, this role would be a connection point between community members and the city.This role would help ensure that communities of color are afforded equity,justice,transparency, and accountability. Councilor Newton said that she didn't think it was necessary to include the line about city resources, as it would ultimately be the Budget Committee and City Council that will determine and approve funding for the position. She also suggested separating out a statement about empowering a volunteer board to help individuals navigate government. Board Member Valerie Sasaki seconded removing the language about funding the position. She also said that she "agnostic" about whether to leave the volunteer board suggestion in, as she believes the objective of the position is more important than the mechanism to accomplish the objective. Board Member Jimmy Brown suggested that the community volunteer board is standalone:the position is rather specific that it is a go-to place for an individual or groups to connect with the city around concerns that they have relating to, not only public safety issues, but really issues across the city. He said that the volunteer board would be something further down the road to look into. Board Member John Trinh suggested changing the Community-Centered Role recommendation language a bit; Facilitator Marshall made some edits on the working document. City Manager's Office Senior Management Analyst Nicole Hendrix then spoke. She mentioned that there is already a Committee for Community Engagement in the city,they just went through a large recruitment, and are interested in working on more equity-led projects. They have representation from all the neighborhoods in Tigard and have diverse representation, and attend Farmer's Market public events. She suggested they could do some the work of the recommended volunteer board the PSAB recommends. Board Member Sasaki mentioned that the Community-Centered board should not be subsumed by a pre-existing board that has a different set of dictates. She then continued on to suggest changes in the open recommendation document Facilitator Marshall was editing. City Councilor Liz Newton agreed with Board Member Sasaki that the Committee for Community Engagement is not currently set up to do the kind of work that the proposed volunteer board would do. She also mentioned that the proposed position is a lot further along than the volunteer board at this point in the discussions. Facilitator Marshall eliminated the word "evaluate" and made another small change. City Attorney Shelby Rihala then said she would vote no on the recommendation because it is the job of all employees to do this work and should be part of their workplans and shouldn't be specific to one person. The city should accomplish the goals with existing staff resources. Board Member Sasaki said that on the Professional Standards Sergeant suggested striking the language about the salary. Board Member Justin Low then wanted to express support for the Community- Centered Role position as putting the responsibility on all staff could create a diffusion of responsibility and of taking proactive steps. He said the volunteer board would also be important to create trust and transparency for community members. Facilitator Marshall brought people back to the Professional Standards Sergeant role recommendation and asked if all agreed to remove the salary information—and all agreed so she struck that language. She then asked if people were ready to vote on the two recommendations together. Board Member Brown agreed to removing the dollar amounts in the PSS recommendation. He also supporting having the Board vote on the two recommendations separately and not together with only one vote. He then voiced support for the Community-Centered Role, as it is important that the city "walks the walk" as well as talking the talk with regard to dedicating one staff person to be that person to help community members navigate. He also suggested that the volunteer board be kept separate from the existing Committee for Community Engagement. Commander McDonald mentioned concern for how large the scope of work would be for this potential community-centered role and questioned if it was reasonable or fair to ask one person to do the work that everyone in the city is already tasked with doing in their everyday work. Board Chair Shaun Stuhldryer said he would vote yes on the PSS position recommendation but not on the Community-Centered Role because he feels that will require its own department to do it right and doesn't feel like that is priority for the community. He also mentioned that the Committee for Community Engagement and forthcoming Diversity Coordinator could do some of this work. Board Member Jeff Mott mentioned that although he wouldn't get a vote he wanted to weigh in. He noted that the position should not be disqualified because it seemed like "too much work"for one person as it could easily go the other way. He said: Creating this position is just a good faith gesture to do what we've been tasked to do in this PSAB about equity,justice, transparency, and most importantly accountability. He said that he felt as though this suggestion was being shot down by the city as another similar earlier one was. Councilor Newton voiced support for this role because helping the community navigate the government is not the primary role of anyone in the city and that when she worked in the City manager's Office, she got a lot of questions from people who didn't know where to start,who this position could have helped. She termed the position Community Navigator. Facilitator Marshall identified that the PSAB had found a gap in city service—a need for a community navigation role—but they didn't agree on how to fill that gap. Commander McDonald said his questions should not be taken as resistance to the position creation. He then thanked Councilor Newton for her explanation of her vision of the position and said although he also though Tigard wasn't necessarily big enough to warrant this position, he could now see the virtue of having the dedicated position. Board Member Low underscored what stood out to him in previous discussions about this position, that there is a power dynamic differential between the city government staff in positions of leadership, and regular community members. He didn't want the advocacy for this position to be seen as in defiance of the city departments or good work they do. He also thought that in his community, being a young person of color,there was a need to be seen, heard and protected and he thought yes, this position could help remedy that, could help individuals especially of color to get their needs met(eg. renewing their license but municipal version of something like that) moreso than specific current city staff necessarily could. Chair Stuhldryer responded that he appreciated Justin's comments. Board Member Brown said that the size of Tigard is not that relevant and mentioned that it is growing and getting browner. He mentioned a specific story where having a position like this would have been hyelpful in his past and thanked the PSAB for getting into a discussion that directly related to race and equity, and then he underscored that this position is needed by people of color. Board Member Sasaki agreed that although she knows how to navigate government systems, there are many situations where BIPOC cannot due to many factors and this position would be a critical component of meeting people where they are. Chair Stuhldryer said he still could not support this position and suggested changing the City Hall to have a more welcoming entry with bilingual staff. Board Member Patty Lofgren said she initially did not see the merit of this position but now has changed course after hearing from some young people (outside of the PSAB) and then listening to the others talk at this meeting. Board Member Trinh agreed that this was an area the city really needs to focus on in terms of commitment to DEI and communities of color. Board Member Brown noted that it comes from a place of privilege to say we don't need this and why not give power back to BIPOC and other people who are marginalized. Facilitator asked if there was a motion to vote on the recommendations. Board Member Low made a motion to vote on both jointly. Board Member Trinh and Chair Stuhldryer both voiced that they would like to vote on both separately. Facilitator Marshall then asked to conduct a roll call vote on whether to vote on them separately or together. Board Members Brown, Lofgren, Sasaki and Low all voted to keep the two together, and the rest of the Board voted to keep them separate. Facilitator Marshall noted that it failed, so the two recommendations would be voted upon separately. Board Member Trinh made a motion to vote on the Community Navigator position recommendation, Board Member Sasaki seconded it. Facilitator Menkarud shared a slide deck. Commander McDonald explained that SROs get assigned to one school for four years and those positions are competitive. One has to first be an officer for a minimum of three years to be able to apply.The selection process involves school members—faculty, students, or administrators.The Commander gets a say in who gets hired but ultimately the Chief makes the final decision. The SROs attend multiple special trainings. A year and a half ago, there was also a major review done with the Tigard-Tualatin School District of how the SRO program worked. One of the learnings was that there needed to be better integration of the SROs into the school staff. Offocer Nunn remarked that he regularly attends trainings with teachers and also attenda Equity Team meetings at tigard High School (where he works). Commander McDonald noted that the SROs get to attend the Annual Oregon School Resource Officer Association Training Conference every year with some school administrators which is another opportunity to collaborate and get to know each other. Officer Nunn described I Love You Guys,the standard response protocol.This is a specific protocol that occurs after a major incident like a school shooting. It has been successful in getting school officials and police on the same page on how they respond to a critical incident at a school. All of Washington County currently uses this and they were talking about going statewide. Commander McDonald described a little of what SROs do, including mentoring and being there for the students.They also investigate incidents, as well as work with Department of Human Services. SROs handle all of the child abuse cases that come in that are with school-aged children. Anything from kindergarten through age 18, SROs are do those investigations that come in through Child Services.They may work on them in conjunction with a detective, depending on the severity of the case. They also attend school events, serve as a cadet advisor.The cadet program served youth age 16-20. Some end up pursuing law enforcement as a career but many end up pursuing other careers.The youth go to a kind of police academy targeted for young people. Commander McDonald also mentioned compliance checks for seeing if stores are illegally selling to youth without an ID;this is done in partnership with the OLCC.Tigard has a very high compliance rate—about 97%. Board Member Mott asked a question: Is there any tracking being done to show how this work is positive and not disparately negative for communities of color?Commander McDonald said that they do track the number of contacts made to SROs.Also, Officer Nunn attends the equity team meetings at the school.They have benchmarks they strive to hit. Commander McDonald and Facilitator Marshall suggested that any other outstanding questions be sent to the Facilitator in the interest of time.The Facilitator then briefly went over what else would be covered in the next 2 weeks' worth of meetings and asked for people to send her suggestions for topics for two meeting with clear agendas in May. The group then moved onto Board Chair and Co-Chair nominations. The following is the exact text from the transcript. Shaun Stuhldryer: I would like to nominate Patty. I don't think it would be fair to you guys or the community if I have to either miss those meetings or I'm busy studying for that. As much as I would love to, I will have to decline. I am actually moving from Tigard, unfortunately, and will be in the Aloha, Beaverton area by the end of March.And so I'll still be here through the third week of March, but after that, I will no longer be here. And so I will have to kindly resign my position as a community member from this board but have enjoyed my time here. And again, really appreciate the nomination. City Attorney Shelby Rihala said that even is meetings can be held in-person according to state law there must be a hybrid component. Board Member Low wanted to send thoughts and prayers to the citizens of Ukraine including those in the US with Ukranian heritage. Facilitator Marshall asked if there was a motion to adjourn.
