Resident Roger Potthoff submitted public comment about an address adjacent his home, an abandoned property: 11700 SW Ann St. Neighbor to west of his home. Mr. Potthoff read prepared statement and asked that PSAB members take a close look at the photos of the abandoned home. Kim thanked Roger Potthoff. Community members are encouraged to submit comments by emailing Management Analyst,Alex Richardson at: alex.richardson@tgard-or.gov 5:25-5:35 Chief's Update by Chief McAlpine: Budget Update Commander McDonald gave an update in Chief McAlpine's absence.The city FY22-23 budget is in process.Tonight is third and final budget hearing.Two PSAB recommendations included: Community Navigator position and four hours of additional hands-on force-on-force training. Sgt. Prater, Professional Standards Sgt. is working on implementation of adding into training calendar. So far Budget Committee has not had any questions. Councilor Liz Newton—recommendations of PSAB have been well-received. City Council will also discuss increasing resources to clear homeless camps and provide access to supports when needed—when unsafe. Goal is to create support network so they can avoid falling back into situation again. Board Member Shaun Stuldryer: heard a lot of concern about that. Has Tigard considered something like the tiny houses development in Multnomah Village (Portland)?Councilor Newton: we are working with Wash. Cty. to talk about similar ideas, and the Community Services Officer is going to tour Multnomah Village. Council is looking into developing a "palette community'with funding package. Board Member John Trinh: Metro bond that passed several years ago allocated more resources for building more affordable housing. Housing Dep.t of Wash. Cty in charge of getting that money out. Chair Lofgren: Facilitator Marshall will facilitate the Mental Health Discussion. Facilitator Marshall: will start with Co-Chair Jeff Mott's Mental Health First Response presentation, Board Member John Trinh as the licensed mental healthcare professional will give his comments, will open to the Board for clarifying questions, have breakout groups,then reconvene and possibly vote. 5:30-6:45 Recommendation Discussion Board Co-Chair Mott brought up and presented Mental Health V Response Team Recommendation slides. [see slide deck in Meeting Packet] Board Member Trinh: In terms of behavioral health, we are seeing an increase in need. Great to see what state is doing in mental health—seen a lot of money going towards behavioral health, over 1 billion in two years, including in housing and workforce.Talked about Cahoots model in meeting#11; County looked at geographic location; Eugene–726 square miles, Washington County is much larger in geo. area. How do we collaborate with different places in community: Unity Center(Portland) Hawthorn Clinic (Hillsboro), detox (Portland), new detox coming online in several years in Wash. Cty. Diverting some non-emergency calls to first responders is a great idea; how do we get the funding for this is the question and how do we collaborate with all the other partners. Co-Chair Mott: another reason Wash. Cty didn't go this route: risk to unarmed personnel. Cahoots is only sent to no-risk situations though. Officer Nunn: Question about population number(110,000). Co-Chair Mott:Tigard-Sherwood-Tualatin pooled together reaches that population number. Recommendation would be getting the other cities together. Board Member Jimmy Brown: Commended Jeff for putting together a very thorough presentation. Do you see this being a contracted service like with a nonprofit provider, or would it become part of the three cities organizational structure?Co-Chair Mott: it could be either. Board Member Shaun Stuhldryer: Sherwood,Tigard and Tualatin together are 24 miles, comparable to Eugene. Commander McDonald: clinicians for the Mental Health Response Team are provided by Lifeworks NW. Clinician who works in South Cities is assigned to this region. Also, conversation needs to be around the prevention piece. Prevention is a lot cheaper than the reactive part when someone has already made it to crisis. Some of the money coming from the state will focus on prevention. Board Member Sasaki: I would like to propose an add-on. I would suggest pairing with Sherwood, King City and Tualatin. Need to identify a mechanism of funding. Mental health response is hugely under-resourced. Coordination is needed and could result in tremendous cost savings. Prevention is only part of the puzzle. Police should focus on the things that they do best.Address racial equity: is there a response that is not optimizing Police response. The next step is broader examination of mental health response. The recommendation should be to create a coordinated multi-jurisdictional team. Board Member Stuhldryer: have to look at prevention. 20%of American adults experienced mental health issue in 2019. 15%of youth. Not sustainable. Need to be addressed at state and national level. This group can ask Council to lobby. Facilitator Marshall summarized discussions and sent to breakout rooms for 30 minutes. She asked the two groups to select someone to report back, and return at 6:15. Councilor Newton left at 5:45. Return-6:15pm Board Member Trinh for first group: we know this is a broken system,this is a societal problem. We should not look at this as a moralistic problem.The Police Chief looked at both Cahoots model and the current Mental Health Response Team model—why didn't Chief go with that?Would be good to hear from her. Look at both prevention and response side.There's going to be some challenges,that being said,there needs to be something. Valerie made a good point to bring the cities together and explore funding, create a charter, work with Washington County—first step is bringing the cities together and having a discussion. Board Member Danny Rauda for second group: I think John's last point is a good segue. Came to a consensus that there needs to be a hierarchy of support but we need to get more people involved in the discussion, like the County,Tualatin Valley Fire & Rescue is the body that consists of medical experts, leverage their expertise. Importance of bilingual and cultural competency in this team, given the lack of that in the state especially for Spanish speakers. Recommendation should serve as a jumping-off point for further discussions.Amended recommendation:work with other local jurisdictions to explore the possibility. Board Member Sasaki:TVF&R is present in these communities already. If someone calls with a medical issue they would be uniquely suited. Only thing missing in the First Response Team would be the counseling aspect. the group that meets to talk about this would talk about funding, State-level,grants. Chair Lofgren—no cutting to Police,this is an add-on. Facilitator Marshall: expanding mental health response in the region— sounds like there is consensus. Board Member Trinh: I like this, bringing in people who have lived experience to be part of the discussion and not just the government staff. Board Member Brown: I suggest rewording "Work with other jurisdictions to establish..." and recommend that we not say we are establishing, but determine the efficacy of establishing a committee. We need reps from mental health orgs,TVF&R, local public health authority, public or private partners, community stakeholders.This is a jump-off point. May morph into something else. We have a conversation that begins to describe what our local communities need. Board Member Stuhldryer: I agree with Jimmy's comments. We currently have a system in place with MHRT. Could add a recommendation to increase funding while this other option gets explored. Commander McDonald: Knowing that in the current state biennium there is considerable money put toward this, should there be something put in about advocacy at the State level?There needs to be some sort of advocacy for this community at the State level for continued funding of behavioral or mental health by City Council. Board Member Stuhldryer agreed. Board Member Sasaki, Board Member Stuhldryer, and Facilitator Marshall then spent some time deliberating over language. Co-Chair Mott: main difference between this proposal and MHRT:the proposed team would only respond to no risk situations, MHRT can respond to higher risk situations. Board Member Sasaki:When we talk to Council about this, it would be nice to have this to accompany recommendation. If they do decide to establish a committee—use this slide deck a jumping off point for discussions. Facilitator Marshall agreed to include the slide deck. Board Member Stuhldryer noted the risk of sending out unarmed people. Facilitator Marshall added a line about service provider safety. Commander: critical component to a position like this would be to delineate what types of call they would reply to. Eugene PD has a really well-defined guideline of what they'll be dispatched to. We would have something very similar to that. Board Member Sasaki moved to adopt the amended recommendation. Chair Member Brown seconded. Board Member Stuhldryer suggested taking out that this new proposed team could respond to suicidal threats. Board Member Sasaki said there would be further discussion of risk factors in the future and implementation would include establishing standards of care. Commander McDonald:this is something that the chiefs and sheriffs regularly talk about.The Chief will actually feel really comfortable continuing on this conversation.This is not new. Congratulations. 6:45-6:55 Opportunity to Discuss Current Events and How They Affect Tigard Chair Lofgren asked for current events to discuss. Facilitator Marshall mention said there are a couple of options for the next meeting. One—discuss officer appearance.Two—ask City Council to advocate for State-level resources. Three—more discussion around the Community Navigator discussion. Board Member Rauda mentioned the car accident that happened recently.The students who died were members of St. Anthony's Parish.There will be two Grief& Loss workshops at the Parish on May 17tH for adults, and May 201h for youth. Board Member Sasaki prefers the Community Navigator discussion over officer appearance. Board Member Trinh reminded members that the Farmer's Market is open, 9:30-fpm, and members can sign up to volunteer at the city table. Board Member Stuhldryer noted that was not interested in discussing officer appearance. Facilitator Marshall noted that Board would then discuss the Community Navigator position at the next meeting—flesh out details and identify gaps that exist and how to address. Next two meetings: Chief's discussion on next steps, then last one will be closing out the Board. Facilitator Marshall will be sending out survey on City experience. Board Member Mott asked for a list of what Board has voted on; Facilitator Marshall will send. 6:55-7:00 Wrap-up and Next Steps Chair Lofgren asked if there was a motion to adjourn. Board Member Sasaki made the motion. Board Member Brown seconded it. With no opposition or further questions, the meeting was adjourned.
