04/11/2022 - Minutes City of Tigard Ti 'a`r Park & Recreation Advisory Board Minutes THE PURPOSE OF THE PARK AND RECREATION ADVISORY BOARD IS TO ADVISE AND ADVOCATE FOR PARK AND RECREATION OPPORTUNITIES FOR A GROWING TIGARD. Call to Order and Roll Call The meeting was called to order at 7:00 PM, by Chair Wayne Gross. Roll Call Members Present: Wayne Gross (Chair), Ellen Seminara (Vice Chair), Scott Winkels, Darlene Dick, Natalie Newgard, Joleine Sigler Member Excused: Sean Ernes Alternates Present: Leah Matthew,James Essenberg Council Liaison Excused: Heidi Lueb (City Council President) Staff Present: Rick, Gruen (Parks, Recreation, and Green Infrastructure Manager), Martin McKnight (Parks Supervisor), Greg Stout (Parks Supervisor), Kaitlyn Leaf (Recreation Coordinator), Erik Miletich (Recreation Program Specialist), Melissa Heine (Recorder/Recreation Administrative Specialist II), Marissa Grass (Public Works Community Engagement Coordinator), Carla Staedter (Public Works Project Manager) Others Present: Ben Johnson (Associate, Greenworks PC) 2. Approval of Minutes: January 10, 2022 The minutes from January 10, 2022, were reviewed. Ellen Seminara moved to approve. Darlene Dick seconded the motion.The motion carried with all present board members voting yes. 3. Comments from the Audience No comments from the audience. 4. PRAB 2022 Goals Discussion Chair Wayne Gross lead the PRAB 2022 goals discussion.The 2020 goals were reviewed and goals for 2022 were selected. Chair Wayne Gross will update PRAB goals document for 2022 and submit to PRAB for final approval. 5. Cook Park Inclusive Playground Public Engagement Marissa Grass, Public Works Community Engagement Coordinator and Ben Johnson, Associate from Greenworks PC presented the five submitted designs and survey being used to solicit feedback on the Cook Park Inclusive Playground Design Competition. Current survey results were discussed; over 300 community members have completed the survey so far. The survey will close the week of February 21. Joleine Sigler is the PRAB representative on the selection committee and Carla Staedter is the project manager. The project timeline has the first selection committee meeting on March 7,and the second meeting on March 21.Construction is anticipated to begin fall 2022. Parks and Recreation Manager Update Parks, Recreation, and Green Infrastructure Manager, Rick Gruen updated PRAB on the following: a. The Tigard Parks&Recreation System Plan was adopted at the last City Council meeting.There is a meeting on February 16, to discuss goals and outcomes. b. Slope stability and integrity study is underway for the Lasich Property Project. Carla Staedter is the project manager. c. River Terrace Town Center Community Park is in the discussion phase. Potentially a category 3 park (nature area, trail connection). There will be community outreach initiatives. d. Sunrise and Reservoir 18 is on track to consider agreement to allow Reservoir 18 to be located on the Sunrise property. e. Councilor Shaw will visit Tigard parks with Parks & Rec team on February 18. Public Works Project Manager Carla Staedter gave an update on the Steve Street project.The Park will have community gardens, a lawn, trail access, and play and picnic areas. Funding will be secured March-April 2022 with construction planned for April- September 2023.There will be community outreach on potential designs and amenities. The budget is in the $1 million range. 7. Recreation Update Recreation Coordinator, Kaitlyn Leaf updated PRAB on the following: a. Wiggle n Giggle Class begins as part of a new partnership with Rose City Futsal b. Spring Break camp is scheduled for the end of March. There are only a few openings remaining. c. Egg Hunt is returning with COVID modifications on April 16. Registration is limited There will be vendor booths with free giveaways. d. Over 350 grab and go Valentine Kits were given out to Tigard community members and non-profit organization. Recreation has received positive feedback. Virtual programming will be an ongoing option. e. Due to COVID and timeline issues there will not be a summer activity guide this year, but there will be a summer insert into Tigard Life. Additional inserts will be dropped off at the library and other locations. Recreation Specialist, Erik Miletich updated PRAB on the afterschool program at Twality Middle School. There are currently 22 participants in the arts and crafts program for an hour afterschool through early March.The spring afterschool program will be soccer. PRAB followed up on virtual programming. Recreation is currently exploring ways to potentially stream programs and events to community members in order to reach those who may not be able to attend in person. There was discussion on current COVID protocols. 8. Parks Update Parks Supervisor, Martin McKnight updated PRAB on the following: a. Seasonal worker job opportunities will be online soon. Positions to start mid-March. b. Cook Park main gates are typically closed for the winter. It was decided to open them, with the assistance of Tigard Police Department, so community members can easily access the Tot Lot. Parks Supervisor, Greg Stout updated PRAB on the following: a. The River Terrace parks, Sabrina and Emilia, are now maintained by Tigard Parks & Rec. b. Updates to the hardcourts at Summerlake Park are scheduled to begin in early spring. c. Registration for community gardens has completed the 2020 waitlist. Registration from the 2021 waitlist is underway. There are approximately 20 people on the waitlist. Public Works Project Manager Carla Staedter updated PRAB on the completion of the Fanno Creek trail.The project is federally funded, and construction is scheduled to begin in the fall of 2023.
