Members Absent: Maxine Chaney, Carl Fisher, and Michael Hendrickson. Staff Present: Senior Project Engineer Courtney Furman, Sr. Transportation Planner Dave Roth, SRTS Program Coordinator Hendrik Broekelschen, and Sr.Administrative Specialist Joe Patton. Others Present: TTAC Council Liaison John Goodhouse and Washington County Sr. Planner Dyami Valentine. 1. CALL TO ORDER Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. CONSIDER MINUTES The , 2022 meeting Minutes were unanimously approved. 3. PUBLIC COMMENT—N/A 4. WASHINGTON COUNTY TRANSIT PLAN Dyami gave a brief presentation including the background,partnerships,purpose,process, and general information. The project is in the beginning phase of hiring a contractor. Members offered feedback on issues the project should consider including overcrowded lines,underutilized lines, lines without weekend service, and areas without service. Alternative service delivery options such as on-demand transit and Bus Rapid Transit (BRT) will be explored. 5. NEW PEDESTRIAN HYBRID SIGNAL Courtney noted that the new pedestrian HAWK signal on Durham at the Tigard High School will be activated soon. Issues with supplies and coordination of surrounding signals have caused delays. It is a new type of pedestrian crossing signal for Tigard. Dave shared a short video from the City of Tigard Durham Crossing Traffic Safety Alert page. Outreach includes mailers to surrounding neighbors, signage, and a video playing on video monitors throughout the high school. 6. CROSSWALK PRIORITIZATION Courtney gave a brief presentation on a new citywide pedestrian crossing prioritization process. Pedestrian crossing prioritization criteria include equity, safety, and pedestrian demand. Members offered feedback including standardizing distances from different types of crosswalks and a method of communicating to the public the rationale for prioritization. FEDERAL FLEXIBLE FUNDING (IIJA) Dave briefly described the Infrastructure Investment and jobs Act (I1JA) funding, timeline,public input and engagement overview, spending priorities,proposed investment areas, scenarios, and scenario analysis. He noted that Tigard has expressed interest and support for the ODOT-proposed Scenario 2 which could fund Hall Blvd. improvements and a change in jurisdiction from ODOT to Tigard. Dave emailed details for submitting feedback to the ODOT Commission responsible for funding decisions. Ruth will submit a letter of support from TTAC. 8. "MOVE4MAY" '22 PROGRAMMING Hendrik gave a brief presentation with updates since the last meeting. Hendrik will provide an update at the next meeting. 9. RFFA/METRO TRAILS/SRTS INFRASTRUCTURE GRANT Dave noted Tigard submitted two requests for grant funding. One is for project development and conceptual design of the Fanno Creek trail from Bonita to Durham. The other is for the Tigard to Lake Oswego trail connecting to an existing pedestrian bridge over I-5. The SRTS grant application is for safety improvements around Templeton Elementary and Twality Middle Schools. 10. NON-AGENDA ITEMS A. Richard asked about the Murdock St. notice he received for survey work. Dave noted it is a separate project from the SRTS grant application,but it is related and a CIP project. Dave will invite the project manager to a future meeting. B. Alan asked about the ODOT Hwy 217 project update. Dave will invite staff from ODOT to attend a TTAC meeting to discuss the Hwy. 217 Aux Lane Project, Hwy. 99W repaving projects, and Hall Blvd ADA work. C. Serge about the Fanno Creek trail crossing across N. Dakota. There are markings on the pavement. Dave indicated this location is planned for safety and facility improvements, some of which will be completed to the east as part of the North Dakota bridge replacement. Future trail crossing improvements will be completed as a separate project. D. Dave has asked for a Tigard Police representative to attend the next meeting. 11.
