Call to Order and Roll Call The meeting was called to order at 7:03 p.m. by Ellen Seminara. 2. Approval of Minutes:July 12, 2021 Claudia Ciobanu moved to approve the July 12,2021, meeting minutes. Sean Ernes seconded the motion. The minutes were approved by a vote of the board members present with Ben Holmes, Claudia Ciobanu, Ellen Seminara,Natalie Newgard, Scott Winkels, and Sean Ernes voting yes.Wayne Gross and Darlene Dick were not present at the time of the vote. 3. Comments from the Audience No comments from the audience. 4. Election of PRAB Officers 2021/22 • Scott Winkels nominated Wayne Gross for PRAB Chair. The motion was passed. • Scott Winkels nominated Ellen Seminara for PRAB Vice-Chair. The motion was passed. Parks and Recreation Manager Update Parks, Recreation, Green Infrastructure Manager, Rick Gruen gave the following updates: • PRAB recruitment is open through September 26, 2021. • COVID-19 updates o Vaccine requirement issued stating all city employees must be fully vaccinated by November 15 or have an approved exemption on file. Anyone currently unvaccinated must wear a city provided KN95 mask. o Parks and Rec special events are cancelled through January 2022. o Shelter reservations are still open. The regular rental season ends on September 26. o Recreation programs are able to run. o Soccer is allowed provided they follow current school district COVID policy and protocols. • Parks and Rec Master Plan o Comments from Community Development,Police, and other departments are being processed. o Review with MIG on September 15. PRAB members will receive a copy of the updated Master Plan before the October 11. October meeting will be devoted to Master Plan discussions. o City Council work session on October 19.Adoption date scheduled for December 7. • Website update provided by Marissa Grass, Public Works Community Engagement Coordinator. o New website will include a parks finder tool where community members can search for a park by feature, neighborhood, etc. o With the assistance of Parks and Rec teammates,website content gaps are being filled in. o Website will be live starting November 1. • Capital Improvements Projects o Dirksen Nature Park will go to bid the week of September 13; construction will begin in November. o Steve Street Park charter is in progress. Possible small neighborhood event in order to provide updates. o Lasich Master Plan project charter is in progress. Will convene a technical advisory committee and a citizen advisory committee. o Cook Park Tot Lot is complete. Inclusive playground project will begin this fall possibly with a design competition. Public input will be gathered. o Revising scope of work for the Cook Park Dock Replacement Project. It will become more accessible, looking into creating a second dock access point nearby. o Water reservoir project RFP anticipated to be out by December. Preferred site to be determined; construction to begin Spring 2022. o Working with school district and City of Tualatin to examine how to better utilize fields giving access to the public and underserved groups. May result in changes to current user groups' contracts. Comment Excited to see that Parks &Rec is working and developing a relationship with the school district. 6. Recreation Update Recreation Coordinator, Kaitlyn Leaf gave the following updates: • Summer programming was successful. Summary memo was shared with Council. o Eight weeks of camps had 15 participants at each camp.Partnered with Tualatin Riverkeepers and Tigard Public Library to provide additional activities. o Partnered with Tualatin Riverkeepers to host two Paddle Under the Stars events; received positive feedback.Will offer again in 2022. o Virtual 5K had 35 participants. Photos shared on social media. PRAB is encouraged to view. Recreation is offering a soccer program to 25 TMS students through mid-December. • Upcoming programming o Second Annual Pumpkin Scavenger Hunt starting October 1 at Cook Park. o Kids' Night Out will be in-person and at full capacity. Modifying to an outdoor event at Fanno Creek House to adjust for current COVID protocols. o Howl-O-Ween Dog Costume Contest is virtual this year. Mayor Snider, Rick Gruen, and 1 PRAB member will pick three favorite submitted photos for each category for public vote. Winners of each category will receive a gift card from Mud Bay. o In talks with Rose City Futsal regarding partnership to use their facility for additional Rec programming. Recreation Specialist,Erik Miletich gave the following update: • Parks Passport is ongoing and has had 30 participants. Department has received positive feedback from participants. Ends October 31. 7. Parks Update Parks Supervisor,Martin McKnight gave the following updates: • Utility Work II position has been filled. • Bonita Park will host a drive-through job fair hosted by Community Development. • Asphalt repair in Cook Park begins end of September. Problem areas will be addressed. • Parks team toured water features at City of Wilsonville. Their process is similar to what Tigard will have at Universal Park (groundbreaking May 2022). Operation similar to swimming pools. Parks Supervisor, Greg Stout gave the following updates: • Parks team and a Taylor Morrison representative visited Amelia Park and Sabrina Park to evaluate requirements needed in order for the city to take ownership:Amelia Park in June 2022 and Sabrina Park in 2023. • Lasich Property modular building will have a hazardous material review in preparation for disposal by contractor. • Summerlake Park hardcourt fencing will be replaced with black vinyl fencing • The large houseless camp at Woodard Park is being addressed in association with PD. Will be cleaned by River City Environmental. Questions and Comments Q: Cook Park Tot Lot is really nice.When will Cook Park playground be renovated? A: Convening community input this fall and will possibly have a design competition. It is a high priority for 2022. Q:Will PRAB have a member on the playground selection committee? A:Yes. Parks will make the final decision on the design and a PRAB member will be on the committee. Q:Are we projected the houseless camps will be a bigger factor forthcoming?Is there a plan to manage?How will it be budgeted? A: Part of the city's four goals is to address the houseless issue. In the meantime, Parks will be addressing the practical impact and solid waste concerns. The city is working with River City Environmental to address hazardous issues and will possibly use solid waste fees as it does not fall under one division. Similar issue as vandalism in the city's public restrooms.
