Call to Order and Roll Call The meeting was called to order at 7:03 p.m. by Wayne Gross. 2. Approval of Minutes: June 14, 2021 Claudia Ciobanu moved to approve the June 14, 2021, meeting minutes. Ben Holmes seconded the motion. Scott Winkels, Sean Ernes, and Darlene Dick were not present at the time of the vote. 3. Comments from the Audience No comments from the audience. 4. Election of PRAB Officers 2021/22 Election has been deferred until the next PRAB meeting on September 9, 2021, to allow for the July 20, 2021, Tigard City Council vote on the Resolution to Extend Terms of Expiring PRAB Members to December 30, 2021. Current voting members: Wayne Gross, Sean Ernes, Ellen Seminara, and Scott Winkels Expired terms (6/30/21): Claudia Ciobanu and Ben Holmes Alternates Natalie New and and Darlene Dick Member resignation: Tristan Irvin 5. Tigard Parks and Recreation Master Plan Presentation Rick Gruen stated that after comments have been received from PRAB and Parks & Rec, members will be given a revised draft. Current presentation should be considered a rough draft and no action is currently needed aside from initial feedback. Lauren Schmitt, Principal in Charge for the Master Plan and Alex Dupey from MIG gave the following presentation: • Introduction o The public review draft will be finished within 1 -2 weeks and will be sent to PRAB. o Despite the change in public engagement methods due to the pandemic, MIG had a robust community outreach approach. ■ 365 people responded to the map-based survey with most of the respondents living within city limits. ■ Other forms of outreach included interviews, in-person outreach (pre-pandemic), a project website, and multi-language focus groups. o Asked respondents to prioritize options as if they only had a certain amount of money. ■ Adding new park land, building new parks, connecting/extending trails, park maintenance, natural area maintenance, adding activities and classes, adding afterschool programming, and reducing the price to pay for low-income families were top community priorities. o Organized by five elements: introduction, parks and recreation needs, parks and recreation Master Plan framework, park and facility recommendations, and an action plan. o Appendices provide additional information to move projects forward. • Key details include the following: o Each chapter is succinct. In-depth information can be found in the appendices. PARK& RECREATION ADVISORY BOARD MINUTES —July 12, 2021 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-639-4171 1 www.tigard-or.gov I Page2of6 o Chapter 2: Parks and Recreation Needs ■ Focuses on a description of Tigard's Parks and Recreation background. ■ Highlights,with maps and exhibits, City of Tigard recreation trends, community needs, and funding and staffing needs. ■ Includes the goals,with policy direction, of the Parks and Recreation Master Plan. o Chapter 3: Parks and Recreation Master Plan Framework ■ Aligns with the vision of the Citywide Strategic Plan which describes the desired future. ■ Seven goals on how Parks & Rec will move towards the vision: accessibility, collaboration, participation, access, engagement, stewardship, and expansion. ■ Goals address a different aspect of Parks & Rec services and how each service can build towards the vision and has a set of policy directions. o Chapter 4: Park and Facility Recommendations ■ Physical park system concept and recommendations and includes five strategies to achieve the concept: serve gap areas, maximize value, complete projects, connect trails, and acquire and develop new parks. ■ Five focus areas: downtown Tigard, Tigard Triangle,Washington Square, River Terrace, and Tigard's natural areas. ■ Improvements section involves two key appendices: updated guidelines and project costs. ■ Estimate improvements costs are estimated at $22.4 M for existing parks, facilities, and trails and $32.5 M for new parks, facilities, and trails. o Chapter 5: Action Plan ■ Four key sections: prioritizing capital projects, enlivening the parks system, maintaining and managing current parks, and building organizational capacity. 6. Parks and Recreation Master Plan Discussion Q: Is there a breakdown of the respondent demographics? A: In general, 88% white, 12% non-white, a mix of ages, and a mix of residency tenure. Q: Was there any surprising, or unexpected, information? A: The alignment of the Master Plan with the Strategic Plan. It will make implementation easier. Q: Is there a map that shows how the gap changes if we develop property that the City currently owns? A: Yes. There are additional maps that show how it changes when more parks are added, or existing parks further developed. These will be included in the Master Plan. Q: Do the findings lean toward developing properties the City owns or acquiring new land? A: Tigard Triangle might require new land acquisition. Looking at opportunities where you already own space will be something to look at. Q: Will there be a comparison between where Tigard is compared to Tigard should be? There is also a comparison with local peers. Q: Is there an ability to expand Recreation by utilizing indoor and outdoor school facilities? Is there a place for opportunities to partner with organizations in report? A: Chapter 3 talks about partnerships. Utilizing school facilities can be addressed in the policy directives and in enlivening Recreation's use of park systems. Success of Recreation program will be emphasized. Comment The Master Plan will be sent to PRAB members by email with hard copies available upon request. 7. Parks and Recreation Manager Update Parks, Recreation, Green Infrastructure Manager, Rick Gruen gave the following updates: • First in-person PRAB meeting will be in September. • All in-park COVID guidelines have been lifted and the department is currently approving larger events for July,August, and into the fall. • Reservation applicants still must acknowledge the City's COVID waiver in order to reserve fields and facilities. The City reserves the right to cancel or modify reservations based on pandemic requirements. • Staff spent most of the week reviewing the Master Plan rough draft and getting comments to MIG. 8. Recreation Update Recreation Coordinator, Kaitlyn Leaf gave the following updates: • July is National Park and Recreation Month, and Rec is celebrating by hosting Pop Up in the Park events at six parks. Events include board and field games, crafts, and sports. o Rec is partnering with the Tigard Library who will bring their summer reading program to each event. o Rec is also partnering with Tigard-Tualatin School District (TTSD) to provide grab and go lunches as part of TTSD's summer meal program. • Day camps are off to a great start. • The first Youth Movie in the Park was a success with 20 attendees. The next Youth Movie in the Park is July 17. • Rec is partnering with Tualatin Riverkeepers for a new program this year: Paddling Under the Stars. o Will take place at Cook Park on July 23, at 8:00 p.m. with a small group. o Another event,with a larger group, is planned for August. • Another round of activity boxes are upcoming. They include crafts that are fun, easy, and affordable. • PE in the Park starts back Tuesday mornings in August. All sessions are full despite limited promotion. Hope to continue into school year. • Exciting news: Rec met with Twality and Fowler Middle School principals. Rec will partner with the school to run sports and cooking classes twice a week after school starting this fall. This is a great opportunity to connect with middle schoolers Recreation Specialist, Erik Miletich gave the following update: • Rec is offering a new,virtual event called Tigard Parks & Rec Park Passport. Event runs August 1 — October 31 with the hope it will become an annual event that can run early summer through the fall. • Will activate all 18 parks. Participants will visit each park to find a clue that will solve the puzzle in the passport. • Once the puzzle is completed, participants can either drop off their passport or scan and send it in. Each passport will win a prize and be automatically be entered into a raffle for a higher ticket item. Prizes are from local businesses. • Design & Communications did a great job implementing Rec's vision for the passport. Rick Gruen added: • Marissa Grass was able to get the National Park and Recreation Month proclamation to City Council. Council will vote on it at the next City Council meeting. Question Q: What is the current thinking about returning to printing program guides on a seasonal basis? A: Printing will resume with the 2022 Summer guide. Recreation will continue to print all guides (fall, winter/spring, and summer) but will only mail the summer guides. 9. Parks Update Parks Supervisor, Martin McKnight gave the following updates: • Shelter reservations are up through September. • Little League is currently holding tournaments at Cook Park. New fields are receiving positive feedback. • Seasonal hiring has been a challenge. Parks is almost fully staffed. • Cook Park playground is almost complete with 95% of the equipment installed. Safety surfacing will be installed the week of July 19. Playground should be full open by the end of the week of July 19. • Chlorine shortage has meant irrigation changes to Cook Park. Shortages combined with the recent 115° heat means the parks are not looking as nice as they would in a normal year. 10. Non-Agenda Items • There were no objections to cancelling the August 9 meeting as per years past. • Rick Gruen would like to discuss an update to the fee and rate structure of park shelter rentals and special event permits. • Marissa Grass informed board members that the City of Tigard is getting a new website and Tigard Parks & Rec is receiving a lot of attention on the project. The site will include features like a park finder where community members can search for specific amenities or location (e.g., basketball court). There will also be a data update with additional map information as well as translations. • Rick Gruen will collect comments from PRAB, compile, and forward them to MIG for inclusion in the Master Plan. They are looking for general edits, comments, issues that raise flags, and any helpful suggestions. o Marissa Grass added that feedback is especially important in the policy section.
