Call to Order and Roll Call The meeting was called to order at 7:01 p.m. by Wayne Gross. 2. Approval of Minutes: May 10, 2021 Claudia Ciobanu moved to approve the May 10, 2021, meeting minutes. Sean Ernes seconded the motion. The minutes were approved by a vote of the board members present with Wayne Gross, Ben Holmes, Claudia Ciobanu, Scott Winkels, Sean Ernes, Natalie Newgard voting yes. Ellen Seminara, Tristan Irvin, and Darlene Dick were not present at the time of the vote. 3. Comments from the Audience No comments from the audience. 4. Tree Board Presentation Community Development Assistant Planner, Lina Smith presented on City of Tigard's Tree Canopy Standards for New Developments and Tree Removal Procedures. • Introduced Nikki Tuason as new Community Development Assistant Planners who will be replacing Lina Smith. Tree Canopy Standards for New Developments • Canopy-based, not based on individual number of trees. New residential developments must have a minimum of 33% canopy coverage at tree maturity. The percentage varies depending on the development and zone. • Tree Canopy Standards are incentives based and can include canopy credit for tree preservation. Developer can opt to plant new tress instead of preserving existing. • During construction, developer must protect planted or preserved trees. Requirement does not pass down to property owner after the lot is sold by the developer. Tree Removal Procedures • Tree removal permits are required for street, median, sensitive lands, development-required, Urban Forestry Fund trees, and heritage trees. • Two types of permits: o Simple: (e.g. tree root damage to sidewalk) Reviewed and approved by city staff. Must meet simple tree removal criteria. o Complex: (e.g. trees block solar access) Reviewed by PRAB and requires a public hearing. After the review process, PRAB is authorized to use its discretion to decide. Complex permits are rare with only three (3) applications submitted since 2013. Questions Q: Who pays into tree replacement fund? A: If developer can't meet minimum canopy coverage, they can pay fee that goes into the Urban Forest Fund which funds trees at other sites in city. What was role of PRAB as tree grove removal was impactful to area? A: New developments do not go through Tree Removal Permit process but must submit Bonita was a new development and submitted an Urban Forestry Plan put together by an arborist and must meet minimum canopy requirements. Q:Who in Tigard is responsible for follow up in future to make sure the tree is still there? Is something in place to measure performance that they are growing to canopy cover? A: When policy was created the developer is responsible for tree protection but once the lot is sold tree protection requirements are not transferred. Q: If trees in a development are later deemed undesirable but not yet seen as a sidewalk issue, would consideration be given to using the simpler tree removal permit process? A: It would need a complex tree removal permit and brought before PRAB due to being above the simple permit scope. Q: Does the City have jurisdiction over large trees on private property? A: If the private property is not on sensitive lands, trees can be removed without a permit. 5. Cook Park Soccer Field Presentation Cook Park Soccer Fields Improvement Concept presented by Albion SC Portland (formerly Southside Soccer Club) Board President,Andy Held and Field Operations Manager, Trevor Owens. • Tigard is about 15 years behind in providing access to athletic fields for kids. • Albion will work with multiple investors to replace soccer field grass with artificial turf, high fencing with lockable gates, and stadium lighting. • Artificial turf offers year-round usage and the ability to host additional events such as tournaments and invitationals. It will primarily be used for soccer, but will include options for multiuse (e.g. lacrosse). • Land Use Survey would need to be completed in order to fit proposed one small and two large (regulation) soccer fields because of neighboring wetlands. Will need a wetland delineation and 50-foot grass buffer. Questions Q: Will the proposed fields make a significant difference? How else will the fields be used? Who will control security (i.e. gates) or is it more nighttime? How does community fit into proposal? A: There are enough fields for summer use; adding fields would triple the space for Albion during the winter and could allow other sports to run in the winter. Priority is given to Albion. Management of the fields can be discussed. Albion is willing to manage access in lieu of Parks & Rec management. It could potentially take away drop-in access and after-hours management would change. Q: Will city issue the RFP or will Albion own the project? How much city park development funding will be required if the city is the project owner? A: (Kick Gruen, Parks, Kec, &Green Infrastructure Manager)This is still in the preliminary phase. City funds are not currently allocated, and management of project is undecided. A: (Martin McKnight, Parks Supervisor) No. All prior agreements stayed intact. Q: Tigard currently does not have enough fields. Would multi-use leagues be better served by more fields or by better fields? A: More fields without better quality would still restrict Albion's access to year-round fields. Artificial fields would also expand the number of available hours during the day. Grass fields need more time and maintenance which causes longer closures and less access. Albion is willing to explore other areas of the city to add fields. Comments Scott Winkels: Potential cultural change of park is important and further discussions will be needed to receive PRAB support. Councilor Lueb:There are not enough fields in Tigard and removing access to the public is concerning. Does not want pay-to-play but understands protecting investment. Community access and equity to the park must be maintained. Wayne Gross: Parks & Recreation should meet with Albion to identify issues and come up with the framework of an agreement. Ben Holmes: From an equity and community perspective,is it better to explore adding fields into other parks instead of reinvesting into the same facility? 6. Parks and Recreation Manager Update Parks, Recreation and Green Infrastructure Manager, Rick Gruen gave the following updates: • Pickleball at Summerlake hard courts o After meeting with the pickleball community, a draft usage schedule as well as rules and regulations for drop-in, pickleball, and tennis have been created. o Plan is to post rules/regulations and usage schedules at Summerlake and on social media by the week of June 21. Third party apps are restricted from being used as a scheduler. • Parks and Rec was awarded a grant from Oregon State Marine Board for the FY21-22 dock replacement project at Cook Park. o Phase 1 will take approximately one year and includes design, engineering, and permitting. Once permits are approved, Parks & Rec will apply for an additional grant for fabrication and installation of ADA docks. o Grant is a 50/50 match: Parks & Rec funds are $72,000 and grant is $78,000. • COVID-19 Update o Cleared by leadership team to reactivate shelter reservations on Monday,June 14. o Restrictions are being eased up and going back to more normal capacity numbers. o Hoping to receive approval to ease special use permit COVID-19 requirements. • 2010 Bond Acquisition Funds o $3.8 million in reserve for triangle property acquisition. There is a contract with a realtor to evaluate potential properties. Goal is to narrow to short list and bring to PRAB. Parks & Rec would like to see if there are willing sellers on the short list and come up with a priority list. Working with engineering to put together a submittal demonstrating that projects meet equity and accessibility criteria set by Metro. • Parks Master Plan o Should have draft report from MIG by end of June or early July. o PRAB should devote most of July 12 meeting to prepare for Council workshop. 7. Recreation Update Recreation Coordinator, Kaitlyn Leaf gave the following updates: • Erik Miletich was introduced as the new Recreation Program Specialist. • Mini-Duathlon o First in-person event of 2021 and it went really well. Photos are on social media. Eighteen kids participated in the event and there was a lot of positive community feedback. • Kindness Rocks o Craft kit pick-up started on June 1 at Fanno Creek House. It has been a big hit with the community. Recreation resupplied kits many times. • Youth Movie in the Park o First movie, Wlonder Voman 1984,will be shown Friday,June 18. • Summer Camps o Finalizing summer camp plans. Hired a total of eight Rec Aides. Six will be working day camps. 8. Park Updates Parks Supervisors, Martin McKnight and Greg Stout gave the following updates: • Martin McKnight introduced Greg Stout as the newest Parks Supervisor. He is in charge of northwestern half of Tigard, Parks contracting, and community gardens. Martin McKnight is in charge of the southeastern half of Tigard as well as Parks hiring and purchasing. • Cook Park playground replacement. o A concrete slab with rebar was found during construction which requires a contractor to remove and has pushed playground installation out an additional week. • Water department is working on an ASR (Aquifer Storage and Recovery) at Elizabeth Price Park. It is scheduled to last three months with completion by mid-September. Comment Rick Gruen: Parks and Rec is now fully staffed. 9. Non—Agenda Items • Natalie Newgard proposed requesting City of Tigard issue a proclamation recognizing July as National Park& Recreation Month o Marissa Grass said Parks & Rec currently celebrates National Park & Recreation Month with Pop-Ups in the Park. A proclamation will need approval from the Mayor. A PRAB email of support is recommended. o Wayne Gross said it would be a good idea to have it tie-in yearly to other public events. PARK & RECREATION ADVISORY BOARD MINUTES -June 14, 2021 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-639-4171 1 www.tigard-or.gov I Pagego& • Wayne Gross reminded PRAB that end-of-term is on June 30, 2021. o Councilor Lueb said interested members will need to reapply and go through the interview process. • Scott Winkels congratulated Natalie Newgard on the proclamation issued on the State House floor announcing her pregnancy. • Marissa Grass gave survey updates. o Parks and Recreation survey is now closed and had 400 participants spread throughout the city. o Library Backyard survey is now closed and had 800 respondents. Over 600 prefer Option 1 to make the backyard of the library more natural with a loop trail. 10. Executive Session No executive session was held. 11.Adjourn Scott Winkels moved that the meeting adjourn. Ellen Seminara seconded the motion.
