Audience: Neal Brown, 1. Call to Order and Roll Call The meeting was called to order at 7: 00 pm by Wayne Gross. Approval of Minutes: December 16, 2020 Tristan Irvin moved to approve the December 16, 2020 meeting minutes. Claudia Ciobanu seconded the motion. The minutes were approved by a vote of the board members present with Wayne Gross, Ben Homes, Scott Winkles, Ellen Seminara, Darlene Dick and Natalie Newgard, voting yes, Sean Ernes was not present at the time of the vote. 3. Comments from the Audience Neal Brown— Remined PRAB that the City of Tigard has no veteran memorial. Proposed that Lasich Property be named "Veterans Memorial Park". Brown recommended that we designate the SE corner of the park to do a veteran's memorial. • Parks are named at City Council level. • One concern is that this park is not actually in the City of Tigard. 4. Prepare for February 16 Meeting with City Council PRAB discussed and confirmed the list of topics in preparation for joint council meeting: • PRAB will meet with Council on Feb 16. Four Items to discuss with Council: • Recreation: Adaptability during COVID, need for stability after several years of starting/stopping, continued financial support is critical. o Claudia will discuss this topic. • Identify the best organizational structure within the City which will allow parks and recreation services to thrive. o Wayne will discuss this topic. • As the park system continues to grow, there will need to be an on-going commitment to adequate staffing and resources to maintain the system. o Ellen will discuss this topic. • Future park acquisition, development and maintenance decisions need to consider equity among all service areas of the city as a key decision-making criteria. o Scott will discuss this topic and the topic of homelessness in Tigard. Speakers will discuss their topic at Feb 8 PRAB meeting. Parks and Recreation Manager Update Parks, Recreation and Green Infrastructure Manager, Rick Gruen gave an overview including the status of the budget process and hiring of the Recreation Coordinator and other open positions: • Recreation Coordinator position is closed. Staff will be conducting 10 phone interviews on Thursday and plan to narrow applicants down and do formal interviews after. • Rick displayed a Capital Improvement chart, focusing on park development and maintenance budget. o CIP Primarily funds new park projects. o MIP primarily funds capital deferred maintenance. o Based on a funding standpoint, we are focusing on an equity lens. Brian updated PRAB on the New City Manager, Steve Rymer. He is from Rochester, MN where he was previously the City Administrator. Rymer also served as the Parks & Rec Director for 10 years in Minnesota. His start date is Feb 1. 6. Recreation Update Acting Coordinator, Kaitlyn Leaf gave the following updates on Recreation: • Snowman Scavenger Hunt finished up 2 weeks ago. We had over 400 community members participate. Participants were thankful for a fun and safe activity to do over the winter break. • Two weeks left on the craft kits to local Senior Living Communities. I have had over 100 kits picked up and about 40 returned so far. We'll be doing one more push for this in the upcoming mid-month, so I expect an increase in participants after that. • Fanno Creek Fitness Walk is underway and will go until Feb 28. Starts at Dirksen Nature Park and follows along Fanno Creek Trail to Englewood Park. We have had positive feedback on this program through social media. • Coming Up: o Cook Park Virtual 5k ■ Race anytime between February 1-28 to be entered to win a gift card to Versus Board Games. Eight winners will be drawn at random. Must submit name, photo and time to qualify. ■ Free event for all ages and abilities o Valentine Craft Pick-Up ■ Between Feb 1-14, anyone can pick-up a Valentine themed craft kit from Fanno Creek House. Instructions included. • Recreation is currently conducting an online community survey for the Master Plan. The survey will close at the end of the month. The team is looking forward to seeing the feedback and results and then implementing it into our program. • Process has started for hiring a Bilingual On Call Rec Aide. If in-person programming plans to start in March, we would like to have bilingual rec aides hired by that time as well. Park Updates Parks Supervisor, Martin McKnight gave an update on projects and operations: o Future changes to Cook Park Playground in order to create an inclusive design for children of all abilities. o Boy Scouts and Tree Recycling— this year it was at Lasich property. o Homelessness is an ongoing issue o East Butte Park has been having some concerns o Parks team is focusing on handling this issue with grace and trying to be respectful to everyone. o Ball fields at Cook Park—in the process of finalizing details. Realistically fields will not be done until after the season is over. o Parks is working on a potential annual program to get older trails back into shape. o Staffing: The 3rd maintenance staff position was filled with a strong candidate that has extensive background/knowledge on trees. 8.
