Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday, October 13, 2021 6:30 p.m.
MEETING LOCATION: Virtual Teams Meeting with phone bridge for public listening.
1. CALL TO ORDER:
Chair Mary Bogert called the meeting to order at 6:32 p.m.
2. ROLL CALL

3. APPROVE LIBRARY BOARD MINUTES
The minutes from the September 8, 2021 Tigard Public Library Board meeting were
reviewed. No changes were suggested. Motion by Shirley Edwards. Second by Kate
Ristau to approve the September 8, 2021 minutes as written.

4. AGENDA ADDITIONS AND DELETIONS
No adjustments were suggested.
5. ICE BREAKER
Library Director Bernard noted we have several Board Members who have never met
each other in person due to their terms started after we began meeting virtually on

June 17, 2020. The lack of ability to get to know each other through conversation
before and after meetings has left a void. An ice breaker exercise was introduced to
aid members in getting to know each other better. Tonight's exercise was to share
something unique that no one would know about you. Some very interesting things
came to light.
6. MEET THE TEAM: TERESA DEXTER-LIBRARY ASSISTANT-CIRCULATION
Our guest at this meeting was library teammate Teresa Dexter. Teresa has been working
at the library for 14 years. She was an aide the first four years before being promoted to
the Library Assistant position she currently holds. She feels a key component of the
position is hospitality. Library teammates at the Check-Out Desk are the face of the
library. It is important to make everyone who walks into the facility feel welcome and
appreciated. She shared a story about how good communication and expanding the
way we think about things makes for a more inclusive and equitable environment for all
who enter the building.
7. LIBRARY PUBLIC POLICY UPDATE DISCUSSION
Acceptable Use Policy for Library Technology
The Board reviewed and discussed the Acceptable Use Policy for Library Technology.
This policy was last reviewed on August 14, 2019. Alan Smith inquired as to how much
time staff spends on enforcing policies. A brief discussion ensued. Motion by Candice
Coleman. Second by Shirley Edwards to approve and readopt the Acceptable Use Policy
for Library Technology. Motion was approved unanimously.
H. AMERICAN LIBRARY ASSOCIATION (ALA) POLICY REVIEW
(ALA) Library Bill of Rights
The ALA Library Bill of Rights was last reviewed by the Tigard Public Library Board on
September 11, 2019. Motion by Shirley Edwards. Second by Kate Ristau to endorse
and reaffirm the ALA Library Bill of Rights. Motion was approved unanimously.
9. DIRECTORS REPORT
Director Bernard presented the Director's Report, which contained updates on library
services organized according to the strategic priorities of the 2021-2026 Library
Strategic Plan. Of note:
• On the service level roadmap, we are currently in Service Level 4.5 as we have been
since September 7, 2021. We do not have a projected date for Service Level 5.
• EI Cuadrilatero restaurant soft-launched in the Opportunity Cafe space in the
Library lobby on Tuesday, October 5.

10. OTHER BUSINESS
No other items of business were discussed.
11. ADJOURNMENT
Chair Mary Bogert adjourned the meeting of the Tigard Library Board at 7:31 p.m. The
next virtual meeting is scheduled for Wednesday, November 10, 2021 at 6:30 p.m.
