10/25/2021 - Minutes Public Safety Advisory Board Meeting #21 October 25, 2021 — 5:00 pm-7:00 pm Meeting Minutes 5:00-5:05 Welcome, Centering Exercise, Roll Call Meeting called to order 5 p.m. Chair John Trinh thanked the Board for allowing him to lead the group through these units. He also thanked Vice Chair Valerie Sasaki for serving with him. Centering Exercise and Breathing Exercise. Facilitator Marshall called on to do roll call. Absent: - Liz Newton - Patty Lofgren - Jeff Mott 5:05-5:20 Public Comment No public comment. Future comments should be sent to eduardor@tigard-or.gov or submitted via web at www.tigard-or.gov/psab 5:20-5:35 Chief's Update with Chief McAlpine Chief said, "Go Seahawks." Chief thanked the Board for sharing an article that claims that Tigard is the "second highest" in hate crimes in Oregon. The article does not give the full context. Our numbers are higher because Tigard Police reports accurately, and people report more frequently. Board Member Brown: Do we know the outcome of the instances where criminal charges were moved forward? Chief: No information at this time. Will need to revisit and report back. Board Member Low: Thank you for providing the memo and explaining that the numbers were inflated to meet population threshold requirements. Outside of Senate Bill 577, do we have mechanisms for reporting? Chief: County and local databases. We listen and report without deciding on our part because some instances are difficult to decipher. Commander McDonald: Our department is active in applying changes to the law. Board Member Jarmer: Chief referenced bias toolkit in memo. Bias victim referral card and officer handout. Does TPD use them? Chief: Yes. Board Member Sasaki: The memo is available on the Chief's Transparency Page and the PSAB page. Chief: The memo was also sent to media outlets. Board Member Stuhldryer: How do we get our community trained on consequences of hate crimes? I've had instances by family that could be reported as hate crimes. Chief: This Board has the power to educate the community. The Board Members are ambassadors to the community. Board Member Low: Burden of proof is not on the victim. Our local department takes reports seriously. Board Members Brown, Low and Stuhldryer agreed to work with Management Analyst Eduardo Ramos and the Chief to put on an engagement event (virtual). 5:35-6:25 Continue Conversation about Use of Force Recommendations A copy of the recommendation is posted at www.tigard-or.gov/psab Board Member Brown: What budget does the funding for this recommendation come from? Chief: In an ideal world if we can do it interactive that's better. Does the group weigh virtual or in-person? Board Member Sasaki: We don't want to be robbing Peter to pay Paul.These recommendations are aspirational. City team and Council will come together to explore how to implement the recommendations. Every training opportunity requires time and focus away from other duties. PSAB recommends more frequent data evaluation. BREAKOUT ROOM SESSION Group 1: Data needs to be aggregated. Data can be used to highlight success of department as well as areas for improvement or of concern. Looking for more frequent aggregation of data. The data needs to be presented in an understandable manner. Group 2: Goal is to increase transparency. Data should not be used to sensationalize or put out of context. Group 3: Rolling average, 12 month would be helpful for reporting. Quarterly reporting. Avoid misleading the public. Anything that happens in Tigard is accounted for by the TPD. The population flux does not affect this trend. Board Member Sasaki: My original concern was disproportionality. Facilitator Marshall: Black population in Tigard is 1% PSAB recommends adding four hours of practical hands-on training per year in defensive tactics.This would raise the required training hours to 12. To help officers respond better to high-pressure situations. BREAKOUT ROOMS Group 3: Budget components with each recommendation. We would like to see something comparable with other agencies. No such thing as over-trained. Extra training is good if we can afford it. Group 1: Four hours of training is four hours not working regular job. Group 2: Officer Nunn corrected the recommendation. Muscle memory that would prevent fear reaction. The need for our own facility to carry out the training was added to the recommendation. Four hours does not allow enough time for muscle memory. PSAB should advocate for a new Police facility, if it sees the need. 6:25-6:40 PSAB Members Outreach Check-In CUT FOR TIME 6:40-6:55 Opportunity to Discuss Current Events and How They Affect Tigard CUT FOR TIME 6:55-7:00 Wrap Up and Next Steps Election of Chair and Vice Chair Chair Nominees: Shaun Stuhldryer Vice Chair Nominees: Danny Rauda Board Member Shaun Stuhldryer elected Chair. Board Member Danny Rauda elected Vice Chair. Thank you to Chair John Trinh and Vice Chair Valerie Sasaki for their service in the second unit. Their leadership moved a lot of great work forward.
