Members Absent: Chris Cach (Alternate),Adrian Hinckley, and Kris Mitchell (Alternate). Staff Present: Redevelopment Project Manager Sean Farrelly, Sr. Transportation Planner Dave Roth, Economic Development Coordinator Dylan Dekay-Bemis, and Sr. Administrative Specialist Joe Patton. Others Present: TCAC Council Liaison John Goodhouse. 1. CALL TO ORDER Chair Ruggiero called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. CONSIDER MINUTES The July 14, 2021 TCAC Minutes were unanimously approved. 3. CALL FOR NON-AGENDA ITEMS Elise had one item. 4. PUBLIC COMMENT—N/A 5. FOLLOW UP FROM PREVIOUS MEETINGS —N/A 6. TRANSPORTATION SYSTEM PLAN UPDATE Dave gave a brief presentation including Review of the 2010 TSP, Goals and Evaluation Criteria, Engagement,Project timelines, Funding update, and Next steps and Timeline. He noted that the 2010 TSP included fifty percent roadway projects totaling ninety percent of the total costs. One of the significant goals of this update was to make a stronger pedestrian and bicycle plan for the city. Growth in River Terrace,Tigard Triangle, and Washington Square Regional Center are included in the plan. 7. TRIANGLE OPPORTUNITY FUND FEEDBACK Sean noted the proposals are in draft form and welcomed feedback. Dylan gave a brief presentation including the Program Overview, Purpose &Goals,Eligible Businesses, Eligible Work, Ineligible Work, Other Requirements, Selection Criteria, and Process. Commissioners suggested focusing on businesses that activate the area for incentives. Sean will bring suggested modifications to the downtown incentive grants program to the next meeting. The Triangle will remain more flexible to assist disadvantaged entrepreneurs and communities. Other suggestions included adding the Chamber of Commerce to the Est of business advising partner organizations, consider previous training and or experience an entrepreneur may have in lieu of requiring a partnership, and to consider alternatives to the term "wealth creation" such as "economic security." DOWNTOWN PARKING STUDY The consultant will conduct a parking study for on and off-street parking utilization between 10 am and 8 pm on September 11 and 16. They will also look at as well as turnover in the public on-street and off- street parking spaces.The information will be shared in a report and reviewed for potential changes to the downtown parking regulations. 9. PROJECT UPDATES Sean gave a brief update on the projects which was included with the Agenda. 10. URBAN RENEWAL IN CONTEXT Sean briefly discussed the document included in the agenda. Instead of Urban Renewal District the term Tax Increment Financing District will be used going forward for the city other than where otherwise required for legal documents. 11. SUBCOMMITTEE UPDATES A. Justin noted that CPAH is expanding its role in Washington County. 12. NON-AGENDA ITEMS A. Elise noted recruitments are open for the TCAC as well as other Tigard committees. 13. ADJOURN BUSINESS MEETING The meeting adjourned at 8:30 pm. Affordable Housing -Listen to affected stakeholders,learn the needs,identify the opportunities and constraints exist within each district,and refer to existing studies and assessments where appropriate. Ongoing .Promote ongoing efforts toward multi-modal connectivity across and between Subcommittee exploring how to accomplish in light of postponement of both urban renewal districts. Grants provide a 50%funding match (up to a maximum of$25,000) to help fund the cost of ; interior or exterior renovations for businesses moving into vacant ground floor commercial spaces in the Tigard Triangle. !R Who is eligible for grant funding? �+ To be eligible for funding, businesses must be in the restaurant, " retail, and personal or professional services industries. Among other factors, entrepreneurs who show a commitment to growing their business by completing advising services with a partner organization will be prioritized for funding. Page 2 Eligibility and Requirements for the Triangle Business Opportunity Fund Program Eligible • Businesses leasing commercial property within the Tigard Triangle TIF participants District. • Commercial unit must be vacant and on the ground floor. • Small businesses (19 employees or less). • Business must be in the restaurant, retail, personal services, or professional service industries. Ineligible • National franchises, government offices and agencies, and residential participants properties. • Businesses not in industries specified above. Eligible Work • Energy efficiency upgrades • Trade fixtures/machinery; large and affixed equipment • Demolition and shell reconstruction • Plumbing, mechanical, and electrical improvements • Safety improvements including seismic upgrades, fire-suppression systems, hazardous materials abatement, and ADA compliance • Interior finishes including flooring, painting, and built-in casework • Rehabilitation to building facades visible from the street: Storefronts; cornices; gutters and downspouts; exterior lighting, canopies and awnings painting and masonry cleaning; interior window display lighting; painting; signage (eligible only as part of a larger project); permit and design fees. • Improvements to the landscape between the building and the public right-of-way: Paving; planters; landscape elements; trees; shrubs; lighting; benches; permit and design fees. • Systems Development Charges (SDC's) related to the improvements • Other improvements may be considered at discretion of the Town Center Development Agency (TCDA) Ineligible • Maintenance improvements; Removable fixtures, appliances, any non- Work permanent upgrades or adaptations; stand-alone signage (if not part of a larger project); structural foundations; billboards; security systems; non-permanent fixtures; interior window coverings; vinyl awnings; personal property and equipment; security bars; razor/ barbed wire fencing; landscape maintenance. Other • No more than one grant may be awarded per three years per Requirements recipient. • Projects receiving a grant must be completed within one year from the time of award. • Projects must receive all necessary city permits and be in compliance with all applicable zoning and building codes. • If possible, applications should include at least two bids from licensed contractors for the proposed work. • Grants are paid out on a reimbursement basis to fund up to 50% of total eligible costs up to the maximum award amount of$25,000, once the grantee has completed the work and documented that the contractors completing the work were paid.
