President Feeney called the meeting to order at 7:00 p.m.

COMMUNICATIONS – President Feeney mentioned that he and Commissioner Watson had
attended a neighborhood meeting with the Washington Square Regional Center Committee the
previous week. Commissioner Watson had attended this meeting representing the Planning
Commission, while he attended on the consultant side. There were neighbors, business
members, the consultant team and city representatives present. The committee should get back
together early next year.
CONSIDER MINUTES
President Feeney asked if there were any additio ns, deletions, or corrections to the July 6
minutes; there being none, President Feeney declared the minutes approved as submitted.

DESCRIPTION OF PROPOSAL: The applicant is requesting a comprehensive plan map

STAFF REPORT – No staff report currently.
UPDATE – REQUEST FOR CONTINUANCE
Associate Planner Agnes Lindor introduced herself and said staff is asking the Planning Commission
to continue this public hearing to September 14. She noted that staff is working with the applicant to
resolve some issues related to the Transportation Planning Rule Analysis.
President Feeney asked if a commissioner would like to make a motion to continue to September 14.
MOTION
Commissioner Roberts: “I move that we continue to September 14th.” Commissioner K7
Tiruvallur seconded the motion.
VOTE
All in favor, none opposed.
MOTION to continue to September 14, 2020 passes unanimously.
There was just one person from the public who called in to testify:
Catherine Davidson of 7577 SE Touchwood St., Tigard 97223 was told the hearing was
continued to a time certain (September 14, 2020). Ms. Davidson told the call screener that she
would call in again on September 14th.
PUBLIC HEARING CLOSED
BRIEFING
Senior Planner Schuyler Warren went over a PowerPoint presentation giving a briefing of River
Terrace 2.0 entitled “A Neighborhood for Everyone” (Exhibit A). He noted that the graphics
on the presentation are very rough as this is a very early briefing. He went through the history
of the project, how it fits into Council goal No. 3 and how it fits Tigard’s housing initiatives. He
spoke about the project goals, the project timeline and the process. Some of the current
activities include property access for environmental work and letters going out to all property

owners in reserves. The team will begin work within the next week. Schuyler noted that there is
also a call for Community Advisory Committee Members. This is open to all – both residents
and non-residents. To apply to be on the committee, people can fill out an application on the
web at Engage.Tigard-OR.gov/RT2.
Schuyler took some time to answer some questions from the commissioners.
OTHER BUSINESS –
Assistant Community Development Director Tom McGuire , along with Schuyler Warren
answered additional questions about River Terrace 2.0.
Tom went over the Planning Commission Calendar noting the various topics of meetings
coming up. The next meeting will be the continued Aman Comp Plan Amendment public
hearing that will take place on September 14. He also noted that on October 5 th there will be a
public hearing regarding the Pac Trust Zone Change. Also at that meeting Tigard’s newest
Associate Planner, Hope Pollard, will give a briefing on the Tigard Employme nt Lands project.

President Feeney adjourned the meeting at 8:15 p.m.

Accomplish all planning and outreach activities necessary
to expand the City’s urban growth boundary to include the
South River Terrace Area. Complete Title 11 compliance,
apply to Metro for UGB expansion, and annex South River
Terrace.
Prepare a concept plan for West River Terrace.
