CALL TO ORDER: Chair Mary Bogert called the meeting to order at 6:30 p.m. 2. Reh, Confidential Executive Assistant 3. APPROVE LIBRARY BOARD MINUTES The minutes from the July 15, 2021 Tigard Public Library Board meeting were reviewed. No changes were suggested. MEET THE TEAM:JEANNE PELOQUIN-COMMUNICATIONS AND OUTREACH COORDINATOR Library Director Bernard explained she wanted to reintroduce this agenda item where we have a different library teammate joining us at each meeting. The Library Board will be able to meet more of the library teammates and hear directly from them about who they are and what they do. Our guest at this meeting was Jeanne Peloquin, our Communications and Outreach Coordinator. She appreciates the work culture of the library and has seen first-hand how the library is engaged with the community. Jeanne worked on the planning group with Library Board Member Kate Ristau, Readers Services Manager Amber Bell and Library Assistant Cally Meldrum to create our new Library Strategic Plan. After receiving hundreds of pages of feedback from community members, the planning group created a new vision: A community hub for knowledge and enrichment where everyone feels welcome. Jeanne is excited to communicate all the good things happening at the library with the community and helping the community to engage in all the library has to offer. 5. AGENDA ADDITIONS AND DELETIONS No adjustments were suggested. 6. LIBRARY OPERATIONS An update on statistics, programs, activities, personnel, and decisions made since the July meeting were presented. We are still planning to enter Service Level 5 on Tuesday, September 7, in which we will return to our full 66 service hours a week.We will slowly reintroduce in-building, in-person programs as safety allows. With the recent rise in the Delta variant of COVID-19, the City of Tigard reintroduced the mask requirement inside city buildings. Hybrid meetings for all boards and committees have been pushed out to January 2022. We will continue meeting via Teams virtual meetings for a while longer. Director Bernard shared the general details about City projects including: 1.) Anti-Racism Action Plan https://www.tigard-or.gov/racial-equity/ 2.) City Facilities Consolidation https://www.ticiard-or.aov/facilities/index.php 3.) Council Goal 1: Tigard Homelessness Response-Encampment Project 4.) Library Backyard: https://www.engage.ticiard-or.ciov/back, 5.) Library front landscaping project 6.) Opportunity Cafe: Our vendor, Israel, now has the keys to the space! There will be a soft launch in September, followed by a grand opening in early October. The cafe space will be 'lucha libre' themed. 7. LIBRARY PUBLIC POLICY UPDATE DISCUSSION A. Library Use The Board reviewed and discussed the Library Use policy. This policy was last reviewed on January 9, 2019. Motion by Candice Coleman. Second by Chris Allen to approve and readopt the Library Use policy. Motion was approved unanimously. American Library Association (ALA) Freedom to View Statement The ALA Freedom to View Statement was last reviewed by the Library Board on August 14, 2019. Motion by Jim Ivler. Second by Kate Ristau to endorse and reaffirm the ALA Freedom to View statement. Motion was approved unanimously. 9. OTHER BUSINESS At our July meeting a possible opportunity to volunteer at the upcoming Taste of Tigard was presented. But as it turns out, the Taste of Tigard is happening, but not accepting volunteers due to the rise of the Delta variant. 10.ADJOURNMENT Chair Mary Bogert adjourned the meeting of the Tigard Library Board at 7:19 p.m.The next virtual meeting is scheduled for Wednesday, September 8, 2021 at 6:30 p.m. Chair Mary Bogert will be absent.
