08/04/2021 - Minutes CITY OF TIGARD TIGARD TRANSPORTATION ADVISORY COMMITTEE Meeting Minutes August 4, 2021 Members Present: Carine Arendes, George Brandt,David Burke,Ruth Harshfield (Chair), Richard Keast (Vice Chair), Holly Koontz, and Lindsey Wise. Members Absent: Alan Eckert, Carl Fisher,Michael Hendrickson (alternate), and Serge Killingsworth. Staff Present: Economic Development Manager Lloyd Purdy, Sr. Transportation Planner Dave Roth,Associate Planner Hope Pollard, and Sr. Administrative Specialist Joe Patton. Others Present: TTAC Council Liaison John Goodhouse. 1. CALL TO ORDER Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. INTRODUCTIONS 3. CONSIDER MINUTES The July 7, 2021 meeting Minutes were unanimously approved. 4. PUBLIC COMMENT / TTAC MEMBER ITEMS George had two links to share. Dave thanked Holly for participating in the Tigard Safe Routes to School Bike Rodeo. 5. TIGARD MADE PROJECT BRIEFING Hope and Lloyd gave a presentation on the Tigard MADE project including Key Questions, Associated Strategic Plan Objectives, EOA Results:Land Constrained,EOA Results: Employment Forecast,Potential Development Code Updates,Just Four Zones,Blending/Mixing Land Uses, Addition of Residential, Incentives, Sustainability, and Equity. The changes will not change current uses, but rather future uses as businesses redevelop. Carine suggested tying similar incentives together such as reduced parking with a parking management plan. 6. TIGARD EV STRATEGY GRANT Dave previously shared information via email regarding the Transportation and Growth Management (TGM) grant submission. He gave a brief presentation on the Tigard EV strategy including Policy Context,Project Need,Why Now,and Project Approach. There is a lot of competition for grant funding. TIGARD TSP UPDATE PROJECT UPDATE The original Consultant contract date went through October 2021 but will be extended until mid- January 2022 due to City and consultant staff changes. A Council public hearing is scheduled for January 11, 2022, a Planning Commission hearing on December 6, 2021, and before those there are various noticing requirements to be met. Dave will share the info provided to the TAC and CAC mid-September with TTAC for quick feedback and then a discussion in October. S. 2021 TTAC CALENDAR Members agreed instead of a calendar a discussion of topics to be covered for the rest of the year would suffice.Topics for the rest of the year can include Transportation modeling and citywide work regarding all boards, committees, and commissions potentially in September,Downtown Reimagined, and a briefing on the transportation equity opportunity map. In lieu of a December meeting a joint meeting with Council. 9. TTAC MEMBER ITEMS / UPDATES S A. Lonnie resigned as he moved to Beaverton but plans to reapply if he moves back to Tigard. 10.
