07/21/1982 - Minutes NPO #3 MINUTES REGULAR MEETING JULY 21, 1982 1. The meeting was called to order shortly after 7:30 P.M. 2. Roll Call: Present were Mortensen, Bledsoe, Fyre, Porter, Watkins, Horowitz, and Ramsdell; Absent were Monnier and Clark. 3. Minutes of June 16, 1982 were approved with the following addition: "A Motion was passed requesting the secretary to write a letter to the Washington County Board of Commissioners, Washington County Planning Dept. , and CPO 4, objecting to their planned connection of SW 135th to SW Gaarde as a major arterial roadway." The letter, dated July 7, 1982 is attached. Another item, not addressed at this time, was that at June 16, the NPO passed a motion requesting the secretary to write a letter to Tigard City Council, which is also attached. (See item #4a). 4a. By unanimous vote, the NPO 3 recommends that the zoning designation for Bechtold properties be deferred until the revised Comprehensive Plan is completed and adopted, or else that the zoning be approved as R10 and R20 as provided in the adopted NPO 3 plan. 4b. By unanimous vote, NPO 3 recommends that the proposed change of the comprehensive plan to General Commercial be denied for the property of Dick Mulligan at 9960 SW Walnut. Formerly NPO 3 had encouraged a change to Neighborhood Commercial (C4), which would act as a buffering type commercial between the apartments and general commercial. Changes in the zoning code rendered this option unsuitable for retail use, so the Planning Commission switched to General Commercial, which includes many uses that are more intense. 5. (Taken up before #4) Liz Newton, Associate Planner, gave a report on progress with respect to LCDC goals 1,11,12,14,10, etc. A new comprehensive plan map for NPO 3 was presented, along with an accompanying new zoning map. The zoning map used new zone designations, and the planning map has new classes of density. Both were substantially different from the existing maps. Both are attached. The reasons for singling out the Bechtold property for "Medium" density, was given as availability of transportation. A special meeting was approved unanimously for July 28, Wednesday, to discuss these new plans. A draft of the Citizen Involvement Comprehensive Plan Report was distributed to the NPO members. 6. By majority vote, NPO 3 makes the following recommendations regarding the proposed modification of the sign code: In 16.04.060 exclusions should be also made for social and religious signs up to 32 square feet in area. In 16.04.060 to 16.04.095 all established zones should be listed specifically. "Temporary" should be defined in all instances. 7. Copies of the memo to Washington County has been distributed to those present while minutes of the previous meeting were corrected. (See Item #3) . NPO #3 Minutes Regular Meeting July 21, 1982 Page 2 8. LouAnne Mortensen an Bob Bledsoe gave brief reports of City Council and Planning Commission meetings that they had attended. 9. Volunteers to attend City Council meetings and Planning Commission meetings were requested. Vitz Ramsdell volunteered to attend the City Council meeting on the 4th Mondays of the month. Alan Horowitz volunteered as backup for the regular meeting of the Planning Commission. 10a. Liz Newton reported that Midas Muffler was intending to locate on Pacific Highway in the commercially designated area. 10b. LouAnne received a letter from Francis J. Tepedino, Chairman of the Planning Commission, which is attached.
