11/23/1982 - Minutes NPO #3 SPECIAL MEETING
NOVEMBER 23, 1982
TIGARD CITY HALL
7:30 P.M.
1. Meeting called to order at 7:09 P.M.
2. Roll Call: Present were Mortensen, Byre, Bledsoe, Ramsdell and Porter.
Excused: Horowitz and Monnier. Carole Watkins has resigned.
3. Other Business:
a. NPO #3 unanimously approved a letter to the Planning Commission,
suggesting a replacement for Implementation Strategy # 3
of the Energy portion of the plan. The letter is attached.
b. NPO #3 unanimously decided to recommend that the City ask for an
extension on the timeline for submitting the comprehensive plan to
LCDC, and for an extension of the public hearing process so that we may
have adequate time to review the proposed plan. Even though we have
been meeting two or three times per month, we have not had time to
finish reviewing all the material just recently presented to us. Also,
we have not yet seen several of the elements of the plan and the public
hearings are scheduled to start 14 days after this meeting.
c. Associate Planner Liz Newton said that staff is asking the Planning
Commission to assign agenda items to specific nights. This is NPO #3's
desire, also.
4. Transportation was not discussed because neither the plan nor map has been
given us yet.
5. The review of the Comprehensive Plan: Findings, Policies and Implementation
Strategies was almost entirely on the housing issues tonight. Revisions were
approved, which the secretary will write out, and present to the NPO at the
next meeting.
