12/14/1987 - Minutes � 'A*y*V NPO #3 Regular Meeting Monday, December 14, 1087 - 7:30 PM Tigard Civic Center 1 . Call to order at 7:40 PM. 2. Roll Call - Present were: Bledsoe, Mortensen, Porter' Hanson, and Bednarek. Vitz Ramsdell has resigned since he is moving to Lake Oswego. 3 . Minutes of September 28, 1087 were approved. 4. Concerning the expenditure of the City' s revenues in transportation improvement, NPO #3 recommends the following projects in order of priority: a. Provide first class paving for, SW Fonner Street and increase the radius of curvature of SW 115th avenue or realign Fonner in this area. b. Provide pedestrian paths on major and minor collects: SW 121st Avenue, Gamrde Street, Fonner Street' SW 115th Avenue, etc. C, Purchase necessary property and realign Walnut Street at the intersection of Tie6eman and Fonner. d . Repave Walnut between SW 135th and 128th. Otherwise it would be better to spend money elsewhere than on Walnut. 5. 0P0 #3 designates the following five persons to participate in the Transportation and Services meeting on Tuesday, January 10' 1088: Herman Porter, Chris Be6narek, Kent Hanson, Lou Ane Mortensen, and Steve Hooker, Alternates would be Mike Smith and Bob Bledsoe. 6. Concerning ZCA 87-24/CPA 87-08 and other annexations in this area to follow, NPU #3 recommends that the zoning applied should be R-4.5 rather than R-7. The County has R-6 which is its most dense low density zoning, Tigard` s R-7 is a medium density zone and its most dense low density zone is R-4.5. Furthermore the character of those neighborhoods favors low density - even R-2 and R-1 in some areas . Current development is at about three lots per acre. In their study session on December 14, City Council noted the largu potential value of this area. Introduction of medium density R-7 would be counter to preserving and developing high value neighborhoods . If a now R-0 is created, it should have the same restrictions that R-4.5 and R-3 .5 now have. 7. Meeting adjourned to attend Council Study Souuion, Bob Bledsoe nb/2344D
