NPO #3 - Minutes
The meeting was called to order at 7:12 p.m.
Present: Porter, Bishop, Froude, Smith

Election for position of NPO 13 secretary
Nominated: Nancy Snaith
Elected in favor, unanimously
2. The Minutes of NPO #3, dated July 18, 1990 were approved as submitted.
3. Variance VAR 90-0021 - City of Tigard
NPO #3 strongly objects to front yard setback variances as applied to
neighborhood/residential zoning. Due to the zoning designation of C N
(Neighborhood commercial) and that there were no known objections from the
owner - a motion was made that the variance be granted. Motion carried
unanimously.
4. Fuel Tank Installation - ZOA 90-006 - City of Tigard
A revised memorandum, dated 7/31/90, from Jerry Offer, Associate Planner,
was received and reviewed. NPO #3 feels the definitions of flammable
liquids and combustible liquids - Class I, II, and III - were not defined
with enough depth. We would have liked to have had the actual detailed
uniform fire code. A motion was made that the zone ordinance amendment be
approved with the following conditions included in the ordinance: 1)
Detailed definition of Class I, II, and III flammable liquids and
combustible liquids, and 2) adequate screening be required in all zones.
Motion carried unanimously.
5. Other Business
1. Froude explained a revised plan submitted by Triad. The revised plan
shows design changes in, 1) the apartment conplex road system, and 2)
the intersection area of 109th and Naeve Road. Froude stated citizens
are meeting with developer and that this issue is scheduled for
Planning Commission on 9-4-90. NPO #3 will make comments on this
issue when more information becomes available.
2. A motion was made that the Joint NPO Meetirxt, scheduled for 8-22-90,
be devoted solely to presentations by the NPO's.
Motion carried unanimously
Other Business, Cont.
3. A motion was made that all minutes from NPO #3 meetings be forwarded
to City Council, Planning C m nission and any concerned planners that
require re ccmTent.
Motion carried unanimously. Note: NPO #3 suggests same procedure for
other NPO's.
4. A motion was made that the 4-12 roof pitch be required in all infills
on manufactured homes. This is in keeping with appearance on stick
built homes. This motion is to reiterate a previous NPO #3 motion
regarding the same. NPO #3 would like this re-submitted to City
Council and Planning Cm nission.
5. NPO #3 acknowledges receiving minutes from: NPO #1, 6-13-90, NPO #4,
6-13-90, and NPO #4, 7-18-90.
Next regularly scheduled NPO #3 meeting is September 5, 1990.
