05/01/1991 - Minutes NPO #3 - MINUTES May 1, 1991 Meeting called to order. Present: Porter, Bishop, Froude, Lila Excused: Hansen, Mortensen, Smith Absent: Root Approved Minutes from April meeting. Began with other business because developer Dale DeHarpport and his son were present to speak about a development proposal. The annexation proposal was presented to NPO #3 in March meeting. This will be heard at Boundary Commission on Thursday, May 2, 1991. Mr. DeHarpport plans to submit plans development to City, Friday, May 3, 1991. Proposal on 4.53 acres located approximately 114th and Walnut - 19 lot single family zoned 4.5. Lots range in size from 1 ,000 to 10,000 square feet. There was a question about drainage - answer: a catch basin and drainage in the creek for part of the site; drain north to Walnut Street and into drainage ditch to north. A question about sewer - answer: sewer available through an easement on a lot to the north. Question about road improvements - Traffic impact statement from Washington County states site distance adequate. They will dedicate 13"additional right-of-way, a total of 33' from center line, sidewalk along frontage on Walnut Street, improve drainage ditch along their frontage and culvert under road of subdivision. We will relook at this in June meeting. Tree ordinance - Martha Bishop had requested reading of Tigard tree ordinance which has been updated January 17, 1991. Martha questioned what constituted a permit - verbal, written, discretionary by Planning Department. She requested we ask for a policy that the tree removal permit be written. A question was asked - Does a developer have to have a survey of trees on the property before development begins? Does a licensed or certified arborist do this survey? Who follows through with the development to see that only the allowed trees are cut? Martha stated Beaverton tree ordinance is a model one and Tualatin is refining their tree ordinance using Beaverton as a model. Tualatin also has a program called Heritage Tree certificate, to encourage saving of trees on private land within the City. This item will be discussed again in the June meeting. Zone Change Annexation - Foran - ZCA 910012 and Price (tax lot WCTM 2S1 9A Lot 1900 2.95 acres adjacent to Foran) We discussed this and will review comments in June meeting. Subdivision Preliminary Plat/Subdivision SUB 90-0005/SLR 90-0002/LLA 90-0004NAR 90-0009/PDR 90-0005 Summit at Bull Mountain, Seyer Intl. owner; Thomas Burton, applicant. We are requesting this be heard at the Planning Commission on June 11, 1991 not the tentative date of June 3, 1991. We did not have a quorum at the NPO #3 meeting and we need to hear this at our June 5, 1991 meeting. We who were at the meeting are: OPPOSED to the request from owner to eliminate the requirement to construct street through to Bull Mountain Road. Requested some written assurance there would be no change in density (to increase in any way) in either Phase 2A.1 or 2A.2 or 2B if this is divided per request. The transportation update will go before the Council June 11, 1991. Nancy Smith requested and received the latest information and communication between the City of Tigard and City of Beaverton. The item was scheduled for Council meeting April 23, 1991, but was set off. Martha Bishop gave a report about the Gaarde house historic designation. It was approved by the committee. The minutes of our NPO meeting were not give to the committee, so we request that our minutes be given to any and all committees when an item of interest to that committee is addressed.
