ADMINISTRATOR'S REPORT
1. Resolution to approve the minutes of the last meeting.
2. Visitors.
Mr. Keith Phildius: 16565 S. W. 113th Avenue
Mr. Phildius has not reported on his progress to reach an
agreement with adjacent property owners on pro-rata shares for a
main extension along S. W. 113th Avenue, south of Durham Road.
He will be advised that the board intends to make a decision in his
case at this meeting.
The matter has been discussed in detail with Commissioner
Schwartz (Customer Relations). Alternatives and recommendations
are submitted below.
`" w First, we believe that a main should be installed at this time
and that no additional temporary connections be authorized via the
King City Mobile Villas. A main extension will eliminate all private
connections to the Mobile Villas, except for Tigard Water District's
2-inch master meter which will be removed when the main is extended
all the way to Durham Road.

With the premise that/main must be extended the following alter-
natives are presented:

a. There are only four (4) property owners along the route of
the proposed main extension eligible to connect and participate in
the cost:

b. Phildius is presently connected illegally to the King City
Mobile Villas with no other known source except the Tigard Water
District.
c. Steel has an authorized connection via the Hing City Mobile
Villas and has signed a contract agreeing to participate in the cost
of a main when and if installed.
d. Moffatt's have verbally agreed to participate in the cost
of a main, but will pay no more than of the total cost.
e. Benz' have expressed a desire not to participate at this
time.
f. Cost to extend the main 580 feet across Phildius' and Benz'
property only is estimated at $3,480.
g. Cost to extend the main 800 feet across the property of all
four owners is estimated at $5,400.
h. Cost per lineal foot on each side of the street based upon
eligible participants is estimated at about $6/foot. (5400/928)
Alternatives
(1) Phildius pay the cost to extend a main 580 feet across his
property and Benz' property at a cost of $3,480. Phildius would be
entitled to a future rebate from the Benz on a property front footage
basis or about $2,260.
(2) Three property owners, Phildius, Moffatt, and Steel, pay to
extend a main 800 feet at a cost of $5,400, costs to be distributed as
follows:
(a) Moffatt * $ 1,350 as agreed)
Steel 3/8 2,025 (Steel and Phildius
Phildius 3/8 2,025 to have equal shares)
$ 400
Future rebate to Steel an dies based upon equal
shares. Steel and Phildius to receive $675 each. No
rebate to Moffatt.

(3) All four property owners and/or Tigard Water District
pay to extend a main 800 feet at a cost of $5,400, costs to be
distributed as follows:
(a) If Benz is agreeable. 1 to each owner or $1,350.
No rebate.
(b) If Benz not agreeable. 1 to 3 property owners and
Tigard Water District pay Benz' share or $1,350.
Future rebate from Benz based upon front footage and
not equal shares. Total:eost to Benz will be $2,025,
of which $1,350 would go to Tigard Water District and
$675 to Phildius. No rebate to Moffatt or Steel.
Recommendation
Commissioner Schwartz and I concur that alternative 3(a) is the
fairest if Benz would agree to participate. If Benz will not participate,
alternative 3(b) is preferred.
It is recommended that the board approve either alternative 3(a)
or 3(b). A letter should be written to the Benz' advising them that
to participate now in the cost of the main will save them about $675,
($1,350 versus $2,025), if they decide to connect anytime within the
next 10 years.

5. Agreement with Cooper Mountain Water District.
The revised agreement is still in the preparation stage and
should be ready for the board's approval at the October 8th meeting
at the latest. Action mast be taken prior to November 17th.
The Chairman, Cooper Mountain Water District, advised today
that the required forms have been mailed to the Tigard Water District
and perhaps the agreement can be signed at an early date after Ken
Baines has had the opportunity to review the final documents.
6. Shop building addition.
The shop building addition is progressing satisfactorily. The
rough carpenter work has been completed and the shingles for the roof
are going on now. Pouring of the concrete floor will follow thereafter
ate, along with the garage doors. Within 2 weeks the insulation, electrical,
heating, and sheet-rocking should be completed.
We have heard nothing further from Stan Adkins Growth Enterprises.
7. No water shortage this summer.
This is the 3rd consecutive summer in which the district has had
ample water and no water restrictions were imposed on the customers.
Further, no Bull Bun water was required. This allows the district to
maintain some independence from the City of Portland and their higher
rates.
The City of Portland must consider again the "systems development
charge" which was postponed until February 1, 1975. At least this
charge, if approved, will have no immediate effect upon the district.
As for surviving another summer without Bull Run water I am hopeful,
but doubtful. Although this past summer was relatively hot, we did not
experience any days above 95°. If 100-degree days are encountered I
believe Bull Bun water will be needed. In that event I would not be
surprised to see Portland restrict water usage to its customers. I
believe they have reached their capacity to serve an "unlimited"
amount of water.

Hiranport, Inc., on Hunziker to complete a circulation loop between
