If all goes well, the first shovel of dirt should be turned on August 2nd. Hopefully, excavation will be finished within 60 days, and reservoir construction started on October 4th. A cost estimate for the excavation would be in excess of $100,000, using a figure of $1.67 per cubic yard of dirt. 5. Resolution to transfer the district's water rights to 2,500 acre-feet of Scoggin Dam impoundment to the Hillsboro - Forest Grove Joint Water Commission. In response to my letter to the City of Beaverton and Wolf Creek Highway Water District, Mr. Elden Mills, Manager, City of Hillsboro, expressed the opinion that the Hillsboro - Forest Grove Joint Water Commission would be very much interested in acquiring the district's rights to 2,500 acre-feet of water at Scoggin Dam. (See enclosed letters) . With the limited quantity of M&I water available from this source I cannot foresee, under any circumstances, where Tigard Water District would benefit by retaining this water right and the inherent liabilities thereof. As a practical matter, it would be a foolish venture to become part owner of a treatment plant, at great expense, knowing that there is insufficient water to meet the long range needs of the district. In accordance with Mr. Mill's letter, if and when a main is constructed from the dam site (treatment plant) to other water districts and cities, they, too, can enjoy this source of water. Obviously, this would be on a surplus water sale arrangement. The following paragraphs from the last auditor's report (June 30, 1975) are quoted: -2- sari , . Commitments and Contingencies : In 1971 the District signed a contract with the United States Department of the Interior, Bureau of Reclamation, under which the District is obligated to provide 17 . 06'3 of the costs of construction (specifically alienated to municipal and industrial uses ) of t-ho Tualatin Federal Reclamation Project (Scoggins Dam and Reservoir) , plus 3 . 5?; interest during cnnstruction For the ricfht_ to divos7t up to 2 , 500 acre feet of project water annually available. The Purenu of Reclamation has currently estimated this construction charge obligation at $050 , 960 , plus interest during construction. The construction charge obligation is payable by the District in 4oir fifty successive equal annual installments commencing December 31 , 1906 if no water is diverted by the District during the ten calendar years prior to calendar year 1906 . It a portion of the water to he provided 1111(101" the contract is diverted during the afnrementioned ten calendar year period, the annual construction charge installment shall hecTin on December 31 of that year. In such instances the amount of the annual construction charge installment shall be in the ratio that the acre feet of water diverted hears to the total acre feet (2, 500) provided under the contract and will continuo for 50 years for such block of water. Effective December 31, 1906 , the construction charge installment shall he increased to include all of the remaining water not covered by the installments which were begun upon • earlier diversions. In addition, beginning January 1, 1976, the District is obligated to pay its share of the Deoggins Dam and. Reservoir annual operating and maintenance costs . The District' s share of annual operating and maintenance costs for calendar year 1976 is ',:2 , 255. ADMINISTRATOR'S REPORT (Continued) Actual costs to the district for 1976 amounted to $2,255, all of which will be reimbursed by the commission according to Mr. Mills. I have been concerned about this liability for some time and the fact that the district must pay for 2,500 acre-feet of water per year commencing in nine (9) years whether the water is consumed or not. This liability continues for 40 years thereafter. The amount is estimated to be $32,600 annually. I believe the district has done its share in supporting the Scoggin Dam project and was willing to stand up and be counted when purchasers of M&I water were sorely needed to en- hance the possibility of dam construction. Further studies have revealed that Tigard Water District cannot utilize this water and, therefore, should withdraw from this commitment as soon as possible. The conditions for the transfer of these water rights as described by Mr. Mills appear fair and reasonable. mow 6. Resolution to authorize Mr. R.C. Newcomb, Consulting Geologist, to conduct a ground water study and deep well development plan for the triangular area formed by Tigard, Wilsonville, and Newberg. Enclosed are letters from Mr. R. C. Newcomb, Consulting Geologist, and ST&R regarding availability of well water in the Tigard area. Mr. Newcomb's letter of June 15th discourages a well site at Baylor Reservoir, S. W. 66th and Baylor Street. I believe it best to heed his warning and not pursue this course of action. Site #1, located near S. W. Greenburg and Cascade Avenue, remains a possibility, but the cost may be too high for the risk involved. The Oregon State Health Division requires that all land within 100 feet of a well shall be legally controlled by the water system owner. Therefore, a parcel of land 200' x 200' or about one acre must be purchased. With land in this industrial area valued at $40,000 per acre, the district could very well -4- ADMINISTRATOR'S REPORT (Continued) expend $100,000 on the project without any assurance of a good producing well. We must again go back to the drawing board and review our objectives. Of particular importance is our long-range goals. If we assume that the district's future for sufficient water lies to the south, our efforts should be guided in that direction. Also, one must not forget that our contract with the City of Port- land expires on June 30, 1978, two years from now. We must take the necessary steps to improve our position. Site #1 is located to the north and a well site at that loca- tion would not contribute to the achievement of our ultimate goal for the long-term. Initial reports on potential well sites to the south are not encouraging and should be examined in depth before proceeding in that direction. It is recommended that Mr. Newcomb be retained to make this investigative study which is estimated to cost $1600. The concept of drilling wells at regular intervals to the south and connecting them with a 36-inch main appears to have merit. Thus, the district could "walk" its way to the Willamette River without immediate large expenditures of funds. Box 745 rights at Scoggin Beaverton, Oregon 97005 Dam Grant lumr'n: For several years the water purveyors in eastern Washington County have been investigating and studying, both singly and jointly, all possible sources of water to meet the ever- increasing needs of our patrons. Most engineers have concluded that, in the years ahead, water for Washington County must be imported from outside the county. If we desire to develop our own system, without reliance upon Bull Run water, it is believed that there are only two viable sources of water, those being the Coast Range and the Willamette River. An analysis of the quantities of water available at Scoggin Dam and all other existing and planned dams versus the projected needs of Hillsboro, Forest Grove, other western Washington County cities , and possibly Beaverton and Wolf Creek Highway Water District, there would be insufficient municipal and industrial water remaining to accomodate the long-range requirements of the Tigard Water District. Accord- ingly, it has been generally concluded that the future needs of the Tigard Water District can best be met by developing the Willamette River. In view of the above, the Tigard Water District would like to offer either of you its water rights of 2 , 500 acre- feet from Scoggin Dam. The contractural arrangements for the assignment of these rights could be similar to Beaverton' s transfer of its rights to Unified Sewerage Agency in 1973 . Commercial Street Tigard, Oregon 97223 Dear Mr. Santee: In regard to your June 10 request for an opinion on your District's proposal to drill a water well at SW 66th and Baylor Street, near your reservoir in SE1,;,Sec0J6,T.1S., R.1E. , the following applies. This site will he a difficult one, The suggested sites 2 and 3 on my 1972 report were not easy places in -whish to obtain water wells and the 66th and Baylor site would add 100 to 200 feet: more elevation and more of the sur- ficial "mt. Sylvania" Java, 15(1 feet of Troutdale clay and silt, and 000 feel: of Columbia River Lvelalt.,, Thus., a well would need to have 12--inch casing sealed into basalt: at a depth of 500 to 550 feet and the basalt explored open--wall below that: depth, The top 200 feet: of the basalt has been found to have a generally low yield of water in that area; so, the main goal probably would be testing the basalt strata in the depth zone of 700 to 1200 feet„ 401r The. proposed site at 66th and Baylor would have no advantage in pumping lift and would be a relatively expensive drilling task (drilling costs have gone up substantially since 1972) . Also, it would involve a more expensive drilling operation than a site near the Area 1 designated in my 1972 report:. Possibly an advantage of the 66th and Baylor site is that it would permit mixing of the yell water with imported water in the nearby reservoir. In addition, the lower part of the basalt zone, between 800 and 1200 feet depth at the 66th and Baylor site, is more likely to yield water of inferior quality than the basalt does in places where it is less deeply covered, Hy- drologically, my Area 1 still would be considered a much better site than Area 2 and that area better. than Area 3, which in turn i.s still better generally than the 66th and Baylor. site. The 66th and Baylor sit:e could be used if it is decided to go with a more expens:'.ve drilling job with an uncertain yield and water quality. All of the material we have uncovered at this time indicates that the chances are slim for obtaining the quantities of water you would require for total supply with the quality that local residents have come to expect. We understand you have asked Mr. R. C. Newcomb for advice; his own knowledge plus any • new data he may develop could conflict with this report of ours. If that is the case, we would defer to his expertise. The U.S. Geological Survey has two published reports on groundwater in this area. For the area north of the River, the report is WSP-1697 (1) , published in 1965. For the area south of the River, the report is WSP 1833 (2) , published in 1967. WSP 1697 deals mainly with the Tualatin Valley and does not contain details on wells in the Wilsonville area other than a map indicating relative potentials for finding groundwater in that area. A check with Mr. James Robison of the U.S.G.S. staff verified these conclusions. It is his opinion your chances of obtaining anything over 500 gallons per minute (0.72 million gallons per day) are very slight; and that in the event you were to obtain such a well, you would soon be in trouble for depleting the aquifer. In a brief discussion with Mr. William Bartholomew of the State Engineer's office, Mr. Bartholomew indicated that the groundwater table in the Wilson- ville area is now falling and that he does not consider the Wilsonville area a promising area for high yield wells. We briefly discussed the possibilities of wells combined with a groundwater recharge program similar to that attempted in south Salem, and he thought this might be feasible if the iron content of the groundwater were not objectionable. Eng neers/PlannerF Mr. Bob Santee June 15, 1976 Page Two In order to check out the gravel deposits along the shore of the Willamette River at Wilsonville, I talked with Mr. Stan Ausmus and Mr. Herb Schlicker of the Oregon Department of Geology and Mineral Industries. Mr. Schlicker was quite familiar with the area. He doubted whether the deposits in this area were as deep at the River level and also doubted their suitability inasmuch as they contained angular basaltic rocks of greatly varying size which would cause difficult drilling and low yields. On the south side of the River, the reports on existing wells indicate both poor quality and quantity. The U.S.G.S. data on the wells in this area is included in the photocopies attached to this letter. The water quality data for well 27R1 is especially discouraging. Note in particular the iron content of this water. [n summary, we have not uncovered any favorable reports on groundwater in the Wilsonville area in the quantities you will he needing to meet the future needs of the Tigard Water District.
