Notice Special Election RESOLUTION WHEREAS, Tigard Water District is a municipal corporation organized and existing by virtue of the laws of the State of Ore- gon for the purpose of supplying the inhabitants within its bound- aries with water for domestic purposes; and WHEREAS, the boundaries and areas served by the Tigard Water District are wholly within Washington County, Oregon; and WHEREAS, it is necessary to improve the facilities of the District in order that the District can adequately supply its in- habitants with water for domestic purposes in the following par- ticulars: 1. Construct two storage reservoirs and telemetering system; 2. Install major transmission lines and pump stations for distribution; 3. Increase pumping capacity and transmission main to Bull Mountain; 4. Acquire land for future reservoir sites; and 5. Develop alternate source of water; and WHEREAS, it is necessary to obtain money on the credit of Tigard Water District to pay the cost of said additions and im- provements, and the sum of $980,000.00 is now needed therefor; and WHEREAS, the present unpaid bonded indebtedness of Tigard Water District as of July 1, 1971, is $782,000.00; and WHEREAS, the population of the Tigard Water District is in excess of 300 persons; and WHEREAS, Mr. Donald Mason, Director of Revenue and Taxation for Washington County, Oregon, has determined that the assessed valuation of the Tigard Water District on the 1970-71 tax roll is $96,683,670.00; that the ratio of assessed value to true cash value for 1970 is 100 per cent; and that the true cash value of all property by law assessable for state and county purposes within the Tigard Water District upon the 1970-71 assessment (the last completed assessment) is $96,683,670.00; and WHEREAS, it is necessary to obtain from the electors of the Tigard Water District at a special election authority for the Board of Commissioners of the Tigard Water District to issue, offer for sale, and sell $980,000.00 in general obligation bonds; and WHEREAS, August 24, 1971, is more than ten days subsequent to the date of this regular meeting of the Board of Commissioners Page 1 - RESOLUTION of the Tigard Water District (August 10, 1971) and is a proper date for the holding of such a special election; and WHEREAS, the office of the Tigard Water District at 8841 S. W. Commercial, Tigard, Oregon, which is within the boundaries of the Tigard Water District, is a proper polling place for bal- loting thereon, and proper notices of the special election should be posted in three conspicuous places within the boundaries of the District more than ten days prior to the date of said election; and WHEREAS, Virginia R. Staehnke, Hazel Adams, and Lena Nunnenkamp are three qualified persons to act as the Board of Election; NOW, THEREFORE, it is moved, seconded, and unanimously: RESOLVED: That a special election of the electors of the Tigard Water District be held August 24, 1971, to obtain authority from the electors of the Tigard Water District for its Board of Commissioners to issue, offer for sale, and sell $980,000.00 general obligation bonds of the Tigard Water District for the purpose of: 1. Constructing two storage reservoirs and tele- metering system; 2. Installing major transmission lines and pump stations for distribution; 3. Increasing pumping capacity and transmission main to Bull Mountain; 4. Acquiring land for future reservoir sites; and 5. Developing alternate source of water. FURTHER RESOLVED: That the office of the Tigard Water District at 8841 S. W. Commercial Street, Tigard, Oregon, which is within the corporate limits of the Tigard Water District, is designated as the polling place for said election; and FURTHER RESOLVED: That Virginia R. Staehnke, Hazel Adams, and Lena Nunnenkamp are each appointed as the judges for said election, and they shall constitute the Board of Election; and FURTHER RESOLVED: That the Secretary of the Board of Commissioners is directed to give notice of said special election by posting notices in three conspicuous places within the boundaries of the Tigard Water District on August 11, 1971, which shall set forth the purpose of said special election, the date the same is to be held, the polling place, the hours the polling place shall be open, and the names of the Judges of Election who shall constitute the Board of Election; and FURTHER RESOLVED: That the form of notice to be posted shall be as follows: Page 2 - RESOLUTION "NOTICE OF SPECIAL BOND ELECTION By resolution of the Board of Commissioners of the Tigard Water District made at the regular meeting of such Board of Commissioners, held at the office of the Tigard Water District, 8841 S. W. Commercial, Tigard, Oregon, on Tuesday, August 10, 1971, a special election was directed for the purpose of obtaining the authoriza- tion of the electors of the District for it to issue and sell $980,000.00 in general obligation bonds, the pro- ceeds of which shall be used to: 1. Construct two storage reservoirs and telemeter- ing system; 2. Install major transmission lines and pump sta- tions for distribution; 3. Increase pumping capacity and transmission main to Bull Mountain; 4. Acquire land for future reservoir sites; and 5. Develop alternate source of water. The date of the special election will be August 24, 1971. The polling place will be at the office of the Tigard Water District, 8841 S. W. Commercial, Tigard, Oregon. The polling place will be open on August 24, 1971, between the hours of 8:00 a.m. and 8:00 p.m. Pacific Standard Time, as established by Section 187.110, Oregon Revised Statutes. The Judges of Election will be Virginia R. Staehnke, Hazel Adams, and Lena Nunnenkamp. BOARD OF COMMISSIONERS, TIGARD WATER DISTRICT John M. Wied Secretary" FURTHER RESOLVED: That the Secretary of the Board of Commissioners is directed to prepare sample and official ballots upon which shall be printed the purpose for which said special election is called; and FURTHER RESOLVED: That the Board of Commissioners of the Tigard Water District shall meet at a special meet- ing at 8:00 p.m. August 24, 1971, to count and canvass the vote cast at said special election and to thereafter certify the results.
