OTHER BUSINESS ADJOURNMENT ADMINISTRATOR'S REPORT 1. Resolution to approve minutes of last meeting. 2. Visitors. 3. Resolution to sell remaining portion of Lot 7, Hi Tor, to Mr. Robert Sejta for $61000, effective upon completion of construction of new reservoir and appropriate landscaping. Mr. Sejta is interested in purchasing a lot in Hi Tor. He has an option to buy a lot near the district's new reservoir site for $5,000. However, he would prefer to purchase the remaining portion (20,000 square feet) of Lot 7 which we have subdivided. (See attached diagram; the lot was originally 25,775 square feet). From the beginning, our plan was to sell this lot as it was not required to retain this amount of land for the two proposed 1—million gallon reservoirs. The County Commissioners approved our request for a vari— ance in front and rear yard setback requirements of 30 feet and 25 feet to 20 feet and 18 feet, respectively. This was accomplished so that the most southerly 20,000 square feet could be retained for a future home site. iow (20,000 square feet is the minimum size lot to build a house in Hi Tor). The district paid $9,500 for Lot 7 and $10,500 for Lot 6 or a total of $20,000 which was the appraised price. Mr. La Ford, the appraisor, has appraised the remaining 20,000 square feet of Lot 7 at $6,500. Normally, if selling the property via a realtor, the commission would be 10% or $650. Mr. Sejta has offered $6,000. This appears to be a fair price. Recommendation: Approve. 4. Resolution to place $10 earnest money with Mr. John M. Burge to purchase a 105' x 150' lot located above reservoir #3 at 135th and Fern Street, on a conditional basis, for $5,000. Mr. J. A. Paterson Sr. has prepared an appraisal of the property on 135th and Fern Street where the new reservoir is to be located. The official document has not been received, but it is understood that the parcel is appraised between $3500 and $4000. —1— "` ADMINISTRATOR'S REPORT (Continued) Mr. John Burge, owner, definitely does not desire to sell the property and he has indicated that if he must sell, the price would be $12,000. Con— demnation proceedings would cost about $2000; additionally, there is the possibility that the district may lose the case. It would be appropriate to make an official offer to Mr. Burge. A letter should be forwarded to the seller, with the appraisal attached, and an offer of $5000. It should be clearly indicated that the offered price would be $4000 if litigation is required. Recommendation: Approve. 5. Resolution to pay Capitol Highway Water District $1500.24 as the estimated cost for water not accounted for this past summer because of an inoperative meter at Baylor Reservoirs; exact amount to be determined next year. Capitol Highway Water District has estimated the amount of water consumed by the TWD last summer when the small meter on the 6" compound meter failed to function because of dirt in the mechanism. The 12" FM meter consists of 3 *,,.r, separate meters; namely, a 12" meter to measure fast flows and a 6" compound meter with an additional small meter to measure slow flow. Mr. Norman, Superintendent, has estimated flow at 77 cubic feet per minute. Hersey—Sparling charts indicate that with this flow 7% of the total consumption should have gone through the small meter. 7% of 5,640,000 cubic feet is 394,800 cubic feet. ((? 380/100 cubic feet = $1500.24) At best, the estimated water consumption is an educated guess. The amount appears high, but since the meter is new there is no historical data to base an estimate upon. Next year, after the meter has been utilized all summer, the exact percentage of water that passes via the small meter will be computed. This percentage will be applied to the water consumed this past summer and a more accurate figure established to compute actual cost. An adjustment will then be made in the amount paid now. This arrangement will be documented in a letter so that there is no mis— understanding next year. Recommendation: Approve. —2— ADMINISTRATOR'S REPORT (Continued) 6. Resolution to increase cost of installation of 5/8" x 3/4" meter to $150 and 1" meter to $225, effective January 1, 1972. An extensive study of meter installation costs was conducted. We have suspected that installation costs exceeded revenue. Meter prices have remained stable, but cost of brass and copper fittings has increased. Significantly, private contractors are refusing to install the copper services for developers for $55 each. They claim that they lose money on such installations. Resolution to approve annexations. 8. Resolution to pay vouchers. 9. Other business. -3— ADMINISTRATOR'S REPORT (Continued) 10. General Election for Commissioner. The General Election to elect one Commissioner for Position #1 shall be held on Monday, December 6, 1971 between 2:00 p.m. and $:00 p.m. At this date, only one candidate has filed for election, that being Verne Wheelwright, the incumbent. A notice of the annual election will be published in the Tigard Times on November 17th and 24th. 11. Construction progress on Hi Tor Reservoir. The concrete slab has been poured. The workmen will now use the slab as a working surface; thus, weather should not be a limiting factor in con- struction of the walls. 12. Have money, will build. $500,000 has been received by the district from the recent bond issue. $450,000 was immediately (within hours on October 20th) placed in 30-day time deposits at 5% interest. Each day it earns $63 so it was very important not to delay. $50,000 was retained in a checking account so that Everette Wiggins and Elden Carter could be paid partial payments on their work on the new Hi Tor reservoir. Some 12" C.I. pipe was also purchased for the new main to be installed along Hall Boulevard, between Burnham and Omara. John Wied will have recommendations on reinvesting some of the $450,000 so that more interest can be realized. O.R.S. now authorize special districts to place up to $20,000 in savings and loan associations. A large portion can be placed in longer time deposits where higher interest rates can be attained. 13. Increase in tax rate. We had anticipated a 20 % increase in assessed valuation, but only 15% was realized. This caused the tax rate to go up by 20. No one has complained about the increased amount. 14. Installed 1040 feet of 8" C.I. and 300 feet of 6" C.I. plus 2 fire hydrants along 50-foot right-of-way (Wills Lane), south of Fischer Road and west of Pacific Highway for Mr. Wills Sr. , Mr. Wills Jr., Mr. Churchill, and Portland General Electric Company. b. Installed 300 feet of 6" C.I. plus 1 fire hydrant off Garrett Street for Howard Adkin's development of 5 duplexes. c. Installed 400 feet of 12" C.I. pipe plus 2 fire hydrants, north of Hunziker Road for Partex Corporation. d. Installed 550 feet of 12" C.I. pipe on S. W.
