5. 24" D.I. main from Portland.
You have been kept current on the latest developments on the 24"
main to Greenburg and Tiedeman Street.
I visited with Mr. Brewer of Winmar, Inc. , in Los Angeles on March
20th. He informed me that if Washington Square Shopping Center could
become a direct user of Bull Run water he would be agreeable to partici—
pating with 40% of the total cost of the pipe installation. He feels
that the extra expense can be amortized over a period of 10 years.
I have been informed that Mr. Brewer has requested permission from
the Progress Water District to be served directly from Portland. Progress
should make a decision at their next meeting, Monday, April 10th.
Later date: After the above was written I had the opportunity to
talk with Mr. Carl V. Jonasson, Chairman of the Board of Commissioners,
Progress Water District. He stated that Progress was very much interested
in becoming a direct user of Bull Run water and in participating in the
cost of the main. Some funds are on hand and they hope to acquire more
for the project. They definitely desire that construction start this
summer.
This is contrary to my understanding that they did not have suffi—
cient funds to make a significant contribution to the project. I now
believe that Progress should and can be included in the initial funding
plan. I do not believe my letter of March 31st to Progress and Metzger

advising them of our intent to negotiate independently with Winmar
precludes a satisfactory cost-sharing arrangement with Progress. Elden
Carter has been advising both Progress and Metzger that TWD was eager
to get started on the project and if they dallied too long Tigard would
go it alone with Winmar. Therefore, my letter to those Board; was not
a surprise.
6. Feasibility Study for Washington County.
On April 6th I attended a breakfast meeting sponsored by the
Association of Washington County Chambers of Commerce. Representatives
from other water districts and cities with water systems located in
Washington County also attended.
The Association is requesting that the water districts and cities
contribute a total of $20,000 for a study to determine the feasibility
and financial arrangements to implement plans for the county to go into
the wholesale water business. The response was generally favorable with
a few exceptions.
It was suggested that each water district/city contribute 500 per
meter connection toward the study. With 3600 connections, our cost
would be $1800. If you desire that the district participate, funds
should be included in the FY1972-73 budget.
7. Pump station at Hunziker and 72nd Avenue.
Permits have finally been received from all governmental agencies
for the installation of the 30hp pump station. Cornell Manufacturing
Company will deliver the unit within 2 weeks. John Miller and his great
crew will do all of the plumbing to connect the station to the existing
12" C.I. main.
Hugh Brown talked with Fred Repp (Cornell Mfg Co. ) about the need
for a cla-valve to protect the system from excessively high pressures.
A pressure switch may not protect the system from water surges in the line.
At Baylor reservoirs there is a 12" 208 cla-valve which is not being
utilized. With a slight modification this cla-valve can be used at the
pump station. In view of this, it was agreed to install this cla-valve
to protect the system.

S. New reservoir at #3.
Elden Carter and Associates have advised that a savings of about
$10,000 could be realized if the proposed reservoir were constructed
nearer (within 12 feet) to the existing tank. This would preclude
several hundred cubic feet of excavation and dirt removal, shoring for
safety, and the requirement for a working easement from the property
owner on the south. We had not planned to build this close to the
existing tank because of the hiatus between the two parcels of land
which is shown below.

Ken Baines indicated a few months ago that a potential legal
problem may be avoided if nothing were constructed on the hiatus.
However, it may be financially worthwhile to take a calculated risk
that no future claim will be made for the land. TWD can gain title
by adverse possession after 10 years. Ken Baines ensured that Mr.
Burge, the property owner who sold the lot to TWD, released all claim
to this small strip of land.
Ken Baines will be prepared to discuss the possible legal con—
sequences.
The Washington County Board of Adjustment will consider our
request for "conditional use" on April 26th. The Board of County
Commissioners will hear our case on May 23rd. I anticipate no problems.
Elden Carter has been requested to have a bid opening at our
regular board meeting on May 9th. Work can commence on May 24th.

9. New compressor.
The bids for the new compressor with jack hammer were opened
at the last meeting. Bids were as follows:
Portland Machinery Co. $4755
I—R Equipment Co. 5187
Cal—Ore Machinery Co. 5250
Since budgeted funds for this item were spent on a new backhoe,
the compressor could not be purchased until the next fiscal year.
The manager at Portland Machinery Company was advised that he was
the low bidder, but that purchase would have to wait until after July
1st. He agreed to deliver the compressor on April 26th and receive
payment on July 1st.

10. Progress on Hi Tor reservoir
The concrete walls for the new reservoir are now finished and
the top should be poured this week. Construction of the vault and
pipe installation should commence within 10 days. By May 1st the
12" D.I. pipe line and 6" D.I. drain line to Bull Mountain Road
should be started. Bids for the pipe line were as follows:

Everett Wiggins was awarded the contract.
11. Pipe installation on Hall Boulevard.
Bids were requested from contractors to install the 12" C.I.
main along Hall Boulevard between Omara and Burnham, including a
Fanno Creek crossing. Bids were received as follows:

Cornell was awarded the contract with a completion date of
May 31st. Cornell Construction Company is based in Forest Grove and
is presently installing the 16" main between Lake Oswego and Tualatin.
12. Requirement for Metzger Water District to install new meter,.
Elden Carter advised that Circle A-W Products was flushing the 12"
main located on 72nd Avenue. This is a new connection to the "fire"
line. (Metzger line with TWD water, unmetered). Also, the insurance
rating bureau called to inform us that the fire hydrants were being
tested to determine flows for Circle A-W.

Other companies have called regarding connections to this main.
In most cases, 8" and 10" laterals from the 12" main will be required
to the sites. It means that those companies must pay to extend two
mains; namely: one for fire protection and one for domestic water.
If Metzger installs the 10" or 10"x12" FM Hersey Sparling meter
as requested by TWD on January 13, 1972 the requirement that the 12"
main be used solely for fire protection should be waived. With an
appropriate meter installation, Metzger can use the main for anything
they desire. It is noted that TWD installed a 10"x12" FM meter in the
12" main from Capitol Highway Water District. The City of Tualatin is
presently installing a 10" FM meter in their new 16" main from Lake
Oswego. It is just common practice for the purchaser of water to make
this installation and bear the cost thereof.
It is recommended that a registered letter prepared by Ken Baines
be forwarded to Metzger Water District officially advising them that
our contract of January 11, 1967 in which TWD agreed to provide unmetered
water for fire protection on S. W. 72nd Avenue will be terminated on
wP June 30, 1973. After an appropriate meter is installed the existing
reciprocal purchasing agreement of July 17, 1963 should be adequate to
sell water to each other.
13. Preliminary Budget Meeting.
The 1st meeting of the budget committee will be held at 8:00 p.m.
immediately following the regular board meeting.

14. Work accomplished by TWD personnel.
a. Installed copper services on new 12" main located on Walnut
Avenue, between Tiedeman and 121st Avenue.
b. Completed installation of 1220 feet of 8" C.I. plus 1 fire
hydrant along 95th Avenue, south of Greenburg Road; and 410 feet of
6" C.I. pipe on Lewis Lane. (Pipe replacement program; replaced 2"
galvanized and 3" 0.D. )
c. Started installation of 2510 feet of 12" C.I. plus 1 fire
hydrant along Hunziker and Scoffins Streets, between Main and Knoll
Drive. (New bond construction; pipe replacement; replaces 4" C.I. )
(Fire hydrant installed by Pollack Investment Company).
d. Installed fire hydrant on Lincoln, near 91st Avenue,for Mr.
Michael Lockwood, contractor, who is constructing apartment houses on
Lincoln Avenue.

surized system. (New bond construction; pipe replacement and extension;
replaces 6" O.D. pipe).

June:
a. Install 3500 feet of 12" C.I. pipe plus 6 fire hydrants along
Durham Road, between 79th and 92nd Avenues, for School District 23J.
(Pipe extension).
16. Work to be accomplished by private contractors.
April:
a. Deliver one complete 30hp pump station to 72nd and Hunziker
Road. (Cornell Manufacturing Company).

pipe from new reservoir at Hi Tor to Bull Mountain Road. (New bond
construction; Everett Wiggins was low bidder with a bid of $$,000).

a. Drill and encase with 20" 0.D. steel casing under Pacific
Highway at five different locations. (New bond construction; Loy
Clark was the low bidder at $2,000 per crossing).
b. Install 900 feet of 12" C.I. pipe along Hall Boulevard, between
Burnham and Omara Streets, including a Fanno Creek crossing. (New bond
construction; Cornell Construction Company of Forest Grove was the low
bidder at $7,160)
c. Install 670 feet of 8" C.I. plus 1 fire hydrant along 121st
Avenue, north of Manzanita Street, for Tigard Evangelical Church.
Jim Bryant has contracted with the church to perform the work. TWD
will perform engineering and inspections.
