1. Resolution to approve minutes of last meeting.

4. Resolution to make a budget transfer of $18,000 from Capital Outlay
to Personal Services.
The Auditor has advised that transfer of budget funds must be made
before the appropriation is overspent. The payroll for May 15th will
result in an overexpenditure in the Personal Services account. Therefore,
it is recommended that funds be transferred from the Capital Outlay account.
A'"` The Personal Services account was overexpended due, primarily, to the
fact that additional field personnel were hired to install pipe lines.
Because the district personnel performed these jobs in lieu of private
contractors, substantial savings were credited to the Capital Outlay
account. The amount of savings more than offset the increased salaries.
5. Other business.
6. New reservoir at #3, 135th and Fern Street.
At its meeting on April 26, 1972, the Washington County Planning
Commission recommended for approval the district application requesting
a "conditional use" permit for a million gallon water reservoir on Mr.
Burge's property, adjacent to the existing reservoir.
In reaching the above decision, the commission attached the following
conditions to its recommendations for approvals

a. All appropriate structural and site plans as required in
Section 3A of Ordinance #89 of Washington County, shall be reviewed
and approved by the Board of County Commissioners.
b. A detailed site plan indicating access, any proposed struc-
tures, landscaping, fencing, setbacks, height and signs, shall be
approved by the Director of Planning prior to the issuance of a build-
ing permit.
c. All provisions of Section 1903-30 of the Zoning Ordinance
shall be complied with.
d. Parking spaces shall be provided on the property to accomodate
all cars attending the use.
e. Any proposed access shall be developed to meet the standards
suggested by the Department of Public Works for such facilities.
The above action of the Planning Commission will be reviewed by
the Board of County Commissioners at its meeting on Tuesday, May 23,
"'o"" 1972 at 7:30 p.m. in Room 206, Washington County Courthouse.
One can immediately observe that the building conditions for pro-
posed reservoirs are becoming more and more stringent. It would be
advisable to expedite the purchase of our future sites and obtain
approval for reservoir construction at an early date.
If the Board of County Commissioners approves the recommendation
of the Planning Commission (which should be routine), the district will
purchase the 150' x 105' lot for $5500 in accordance with the option
agreement with Mr. Burge. An effective date of July 1st is suggested
as it will simplify the taxation adjustments.
I started negotiations for this parcel of land in September 1971.
Therefore, it took almost 8 months to finalize the purchase. The wheels
of progress turn rather slowly.
7. Reservoir site for two 5-million gallon reservoirs,.
A letter was forwarded to Mr. and Mrs. Art Ames requesting permission
to conduct a gradient survey on their property located about 1000 feet
west of the district's #2 reservoir on Gaarde Street. (See attached
correspondence and maps).

$. Progress on new Hi Tor reservoir.
The concrete reservoir is now complete and work has commenced on
the vault and piping. June 1st is the target date for final completion.
9. Work schedule change.
The following pages describe the work accomplished and proposed
jobs for succeeding months. You will notice that the 12" main instal—
lation toward Tigard High School has been changed from June to July.
The Pacific Highway crossings, planned now for June, are considered
vital in the plans to provide sufficient water from Bull Run this
summer. Officials at School District 23J have expressed no objection
to the delay as long as the water service is available by September.

10. Work accomplished by TWD personnel.
a. Installed copper services on 95th and Lewis Lane where 1220 feet
of $" C.I. and 410 feet of 6" C.I. plus 1 fire hydrant were installed.
b. Completed installation of 2510 feet of 12" C.I. along Hunziker
and Scoffins Streets, between Main and Knoll Drive. (New bond construction;
pipe replacement and extension; replaces 4" C.T.)
c. Installed fire hydrant at Scoffins and Hall Boulevard for Pollack
Investment Company.
d. Started installation of 30 hp pump station at Hunziker Road, near
72nd Avenue. (New bond construction)
e. Started installation of 2340 feet of 12" C.I. and 1010 feet of 6"
C.I. plus 2 fire hydrants along Bull Mountain Road, near 141st and 1)11.th
Avenues, in preparation for new reservoir and to expand pressurized system.
(New bond construction; pipe replacement and extension; replaces 6" O.D.
pipe)
f. Installed 16 meters. (3595-3 610)
11. Work to be accomplished by TWD personnel.
a. Complete installation of pump station. ("d" above)
b. Complete installation of pipe installation along Bull Mountain
Road. ("e" above)
c. Install 1060 feet of 6" C.I. plus 2 fire hydrants near 115th and
Gaarde for Quadrant Corporation for a development of 24 single family dwel-
lings.
June:
a. Make "tie-ins" for 12" D.I. pipe crossings on Pacific Highway at
five locations as follows: Greenburg, Johnson, Walnut, Park, and Watkins
Avenues. Crossings will be bored and encased by private contractor.

b. Cleanup and re-landscape the shoulders of streets where new pipe
lines have been installed.

a. Install 3500 feet of 12" C.I. plus 6 fire hydrants along Durham Road,
between 79th and 92nd Avenues, for School District 23J. (Pipe extension)
12. Work accomplished by private contractor.
a. Jim Bryant and his "congregation" installed 670 feet of 8" C.I.
plus 1 fire hydrant along 121st Avenue, north of Manzanita Street, for
Tigard Evangelical Church. (Pipe extension)
13. Work to be accomplished by private contractors.
May:
a. Install 600 feet of 12" D.I. and 600 feet of 6" D.I. (drain) pipe
from new reservoir at Hi Tor to Bull Mountain Road. (New bond construction;
Everette Wiggins was low bidder with a bid of $8,000)
b. Install 1000 feet of 12" C.I. pipe along Hall Boulevard, between
Burnham and Omara Streets, including a Fanno Creek crossing. (New bond
construction; Cornell Construction Company of Forest Grove was the low
bidder at $7,160)
June:
a. Drill and encase with 20" 0.D. steel casing under Pacific Highway
at five different locations. (New bond construction; Loy Clark was the low
bidder at $2,000 per crossing)
