5:00-5:10 Welcome, Centering Exercise, Roll Call
Facilitator Marshall asked if everyone is in a safe space to carry out the meeting. Oregon is experiencing
an unprecedented heat wave.Vice Chair Valerie Sasaki is leading the meeting as Chair John Trinh is on
the road.Trinh is still present via telephone.
Call to order at 5:01 p.m.

5:25-5:40 Tigard Police Chief Kathy McAlpine's Update Including Legislative Summary
Chief asked if the group would like to postpone the legislative update since things have changed.
Sasaki:The Body Worn Camera Policy conversation may take more time. We should consider the time to
combine Rep. Grayber's visit with a lengthier Chief update.
Rep. Grayber is back in her firefighting role. We can't confirm a July date for her to attend PSAB.
Marshall: If you are in favor of waiting for the legislative update,give a thumbs up.
VOTE: Unanimous.
Chief commented on Tigard's first PRIDE Parade. Coordinated in collaboration with Tigard-Tualatin
School District and Tigard DEI team.
5:40-6:40 Body Worn Camera Policy Recommendations
Sasaki: Keep in mind the parameters of the Body Worn Camera Policy.
Lofgren:The phrase that kept coming up was "squishy language."Some things were not clear for us as
non-Police members. How can we be more specific?
We talked about bipolar issues and other things.As an educator, if we were going to record children in
the classroom,we needed permission or were required to blur out faces. What are requirements around
certain issues?That's what needs to be addressed.
Mott: PSAB is about accountability,transparency,and equity. We are centering racial justice and
improving the lived experience of people in Tigard. Our conversations with Commander McDonald were
around equity. We wanted to ensure that the policy is the most neutral to protect Police and
community.
Mott researched national associations such as ACLU and Criminal Defense Lawyers.
Mott categorized his recommendations/notes in green,yellow or red. Green is sufficiently addressed,
yellow needs some alterations,and red are areas that were not addressed.

Mott walked through his recommendations which included measures to hold police accountable. Body
Camera evidence could be very important.
Low: Only able to attend a single meeting with Commander McDonald. I would like to yield time to
Valerie.
Marshall: Let's stick to five minutes.
Sasaki: I think members should be allowed to present as needed. Mott should finish the presentation. It
would likely save time at the end since he has a good summary.
Marshall: How does everyone else feel about Mott finishing his presentation:
PSAB SUPPORTED MOTT FINISHING HIS PRESENTATION.
Marshall: Go ahead Mott.
Mott started sharing screen again.An original video should be kept.This was missing in the policy.
Low: Mott had similar thoughts as I did.As someone who worked for defense,there should be a timely
manner of evidence delivery.They should also be delivered in accessible data files like MP4. Sections on
retention of video should ensuring that recordings are retained no less than 12 mo.
Sasaki: I asked Eduardo to circulate the document with our recommendations and edits. We need to
recognize that the policy is intended to create neutral record.That would be easy to include in the
opening section of the policy.
This is a major leap forward. Do we want to recommend a community panelist to be involved in the
body worn camera evaluation?
Sasaki:This has been a positive process (to review the Body Worn Camera Policy).
Brown: Does the clock start ticking when a case notice is filed?
Judge:Torte claims law requires lawyers to be noticed in case of a lawsuit.
Abdi: No additional comments.
Commander McDonald: No new comments.
Nunn: Recommendations have been made.
Judge:The most important piece from a Court perspective is the neutral and video evidence is the most
critical, often, in cases.
Calderon: I'll leave it to the group who took additional time to review the policy.
Trinh: No additional comments.
Landers:What happens when things happen now? Out of the preservation time. I'd like this addressed
in the policy.
Rauda: No additional recommendations.
Jarmer: Can Commander McDonald give additional details on stopping the video during detention
center? I did see details on this and would like clarification.
Marshall: Sasaki offered some questions. I'd like to bring her back.
Sasaki:The cameras are creating a lot of content. We will have a lot more demand for the footage.To
help records staff,there should be a standing committee to review public requests. Should there be a
set timeline?The community group would review what is appropriate/neutral.
Mott: The community group would allow for continuation of Public Safety Advisory Board.
Retention should go further than six months even though it is more than what is required by state law.
Landers: When will the community group be convened?
Marshall:This is a new idea. No timeline or guidance on it.
Tigard Police Department has lots of training in retaining video.
The Board will like additional time in the next meetings to continue the conversation.
Chief:You can expect me to look at where I have control and where I need to collaborate with other
stakeholders. Body Worn Camera requires a lot of resources.The cameras are easy to hand out. The
storage is difficult.
Nunn:A lot of the recommendations that you made tonight will need to be bargained.
What does bargain mean?What are the cost estimates for a program with this scope?
We'd like to demonstrate a united front on transparency.
Mott: When can we expect some feedback? I suggest that we have a standing item to go through the
process instead of waiting for everything.

The talking points should be a standing item to stimulate conversation.
Ramos to re-circulate the Farmer's Market link.
National Night Out will continue as planned.
Brown's neighborhood will host a National Night Out. He will coordinate a PSAB table where members
are invited to participate.
6:40-6:55 Opportunity to Discuss Current Events and How They Impact the Tigard Community
Lofgren: Relay for Life at Sears parking lot will be another opportunity for PSAB to attend and share
information.
Ramos is taking notes. We will get back to the PSAB.
Sasaki thanked Tigard agencies for opening as cooling centers. Many neighbors do not have AC.
Trinh:There was a traffic enforcement policy change in Portland. What do we do in Tigard?
Chief: I have received communications asking that we do not follow suit.The laws are still on the books
but are low priority.
Nunn:Traffic issues are at the top of the list. By telling the public that we are doing away with traffic
enforcement related matters,we are ignoring the major issue in Tigard.
