Let members know they are being recorded. This is a public meeting. Chair Jimmy Brown welcomed audience members and Board members.Then, called on Facilitator Marshall to do the roll call. Facilitator Marshall announced that alternate member John Gerhard has resigned due to an ongoing conflict of interest. City team members will work to fill the vacancy. Chair Brown proceeded to public comment. 5:10-5:25 Public Comment No public comment submitted.The public is invited to submit written comment or request to speak by emailing eduardor@tigard-or.gov. 5:25-5:40 Tigard Police Chief Kathy McAlpine's Update and Q&A The District Attorney's Office of Washington County will be working with the Oregon Attorney General's Office to review the investigation of the Officer Involved Shooting that occurred January 6 in Tigard.The Chief does not have additional details as it is an ongoing investigation. Chief Kathy McAlpine also shared about the Tigard GOLD program which is a leadership academy organized by the City of Tigard. Chair Brown asked if referring cases to the Attorney General will be the new norm. The law was challenging to review.Therefore,the District Attorney turned to the Attorney General for a review. Do you have capacity to explain the House bill that changed the law? Chief McAlpine: I don't want to misspeak and speak for the District Attorney.The District Attorney will have to decide that. Board Member Shelby Rihala: House Bill 4301— Use of Force related bill can be sent out to the Board for reading and review. Chair Brown:This is a concern both with the law and this incident to his understanding. Chief McAlpine: Agreed with Chair Brown. Board Member Valerie Sasaki: It is not fair to ask the Chief what the District Attorney is thinking at this point.The House bill covers situations where police officers feel in danger. My impression from the news coverage is that this may have been the situation.The case was referred to the Attorney General for a second review because the law changed. It is a comfortable idea to have the Attorney General involved to ensure process/application of the law. Board Member Lee Landers: Do you know anything about the body that was found on 72nd? Did they declare it a homicide? Investigation? Chief McAlpine: I am not familiar with what you are talking about. Board Member Nick Nunn: He may be talking about Friday's incident. Board Member Shaun Stuhldryer:The referral to the Attorney General was due diligence. Board Member Abdi Mohamoud: Is the officer on paid leave? Chief McAlpine:The officer was already looking for other employment. He left for that job. Currently, we are waiting on the outcome of the investigation. Board Member Mohamoud: Does the new job/department get to choose what happens to the officer? Chief McAlpine: It was my discretion to bring the officer back.Then, the officer gave notice that he was leaving for another job.The most frequent question I get is, "why did you bring him back?" If I would have known there were concerns, I would have brought him back on more of an administrative role. Chair Brown: Staff should put together resources of current public safety-related decisions to help inform the PSAB work. Chair Brown called on Facilitator Marshall for the next agenda item. 5:40-6:10 Current Successes and Future Opportunities for Tigard Police Officer Hiring Facilitator Kim introduced the agenda item and called on Board Member Sasaki. Board Member Sasaki: Concerned about the linear process so far.We have not had an opportunity to hear opposing opinions to what Tigard Police and staff are presenting. We have not heard alternative best practices. Board Member Justin Low: I agree with Valerie. When I am observing committees in the Legislature, I get to hear two sides of the issue. I am curios if we can bring other organizations or agencies that can offer another perspective. Facilitator Marshall:This Board was convened to offer the alternative perspectives and make recommendations to Tigard Police. Chair Brown:To clarify, it is up to us to find the contrasting perspectives, correct? Facilitator Marshall:There are multiple opportunities to bring community voices into the process. Board Member Patty Lofgren: I appreciate both perspectives. Board Member Low: We are being asked to do two things as community members. One is to represent the various groups we are a part of and include them in the process through continued engagement. Second, is bringing the outside organizations to help give perspective. I still feel like something is missing.There is more to be had before making recommendations.Although I know we are not a legislative body,the two sides would be helpful. Facilitator Marshall:To clarify,you don't see opportunities to improve hiring? Board Member Stuhldryer: Correct. If we want to address systemic issues, we have to go deeper than a single incident. Board Member Landers: I think we are going to learn more once we can convene in person. I have been on many ride alongs.The Police do a great job. People overreact to single incidents. Being explained the policies and procedures is important. Facilitator Marshall: Lee,you think the Board needs more education on TPD? Board Member Landers: Yes. Chief McAlpine:The Council wanted this Board to help review current practices. Board Member Liz Newton:The Council had two questions in mind: Do the police officers reflect our community? Is the community comfortable with public safety services? I am interested to know how to approach improving our practices and hiring. We want diverse candidates. How do we attract them to Tigard? Board Member Sasaki: Is our role to validate the current processes?That part is possible by this Board, but we do not have the right tools to issue recommendations. Facilitator Marshall Board Member Jeff Mott:The opposition to alternative perspectives is not meeting the need to make informed decisions. Board Member Mohamoud: We are not striving for great. We want perfect.The alternative perspectives give help to form recommendations. Board Member Stuhldryer:The High School is a diverse community where to recruit candidates for jobs at the Police Department. Chair Brown: Ask TPD, do you feel you are being successful?An answer to that question would be helpful to make recommendations.To define current success,the information presented thus far would indicate so. However, have you asked yourself if things are working? Board Member Sasaki: I agree with Chair Brown. Board Member Rauda: We don't know what we don't know.We need additional support to connect with the community.The pandemic has made it difficult to connect with the community. Board Member Low: I agree with Danny. Board Member Rauda: We need to find alternatives for the community to weigh in. Segments of the community, such as the Latino community, is not online. 6:10-6:40 Current Successes and Future Opportunities for Tigard Body Camera Policy Discussion is tabled due to the late delivery of the policy. Nomination of Chair and Vice Chair for the next unit: Brown nominated Sasaki. Sasaki declined and nominated Trinh. No additional nominations. Trihn to serve as Chair. Low nominated Sasaki as vice chair. No additional nominations. Sasaki will serve as Vice Chair. Additional Questions: Board Member McDonald:Training for police is oriented toward de-escalation. It is a component in almost every training we do. Additional training details will be provided throughout the unit schedule. Chief McAlpine:There are things we have been creative with in trainings. We document the training and evolve ourselves. Board Member Sasaki:These conversations are a moving target with all of the activity happening in legislative bodies and current events. Chair Brown introduced the next meeting item. 6:40-6:55 Opportunity to Discuss Current Events and How They Impact the Tigard Community Landers: We appreciate the rapid-fire response to the concerns at The Colonies.A particular thanks to Councilor Newton and Mayor Snider. Trinh: I had an office break in.The officers who responded did a great job.Thank you for hiring great officers in Tigard. I wanted to bring that to the attention of the group and the public. Board Member O'Brien:The Cityscape newsletter might be underused by this Board. It could be a good method to keep people informed about what is happening at the PSAB meetings. Brown: Thank you to Eduardo Ramos and Kim Marshall for making my time as Chair easy and as smooth as possible.Thank you to Chief McAlpine and Commander McDonald for their outstanding work in the Tigard community. Trinh: Thanks to Jimmy for leading the group. Rauda: What does the behind the scenes look like for the Chair? Brown: Eduardo and Kim make it very easy to carry out this role. Low: Can we give students the opportunity to weigh in on the topics before they graduate?
