04/26/2021 - Minutes �1 TIGARD Public Safety Advisory Board Meeting #9 April 26, 20215:00 pm-7:00 pm Minutes 5:00-5:10 Welcome, Centering Exercise, Roll Call Chair Jimmy Brown experienced technical issues. Board Member Liz Newton recognized Board Member Emilio Calderon as the Tigard Youth Volunteer of the Year. Board Member Calderon thanked Board Member Newton and invited students 10-11 grade to apply for the Youth City Councilor position. Chair Brown led the Centering Exercise. Public is invited to submit comments at www.tigard-or.gov/psab 5:20-5:50 Opportunity to Discuss Current Events and How They Impact the Tigard Community Chair Brown introduced this section of the meeting and opened it up for comments from the Membership. Facilitator Marshall called to facilitate the commenting. Board Member Lee Lander commented on his experience living in The Colonies owned by Washington County. He is frustrated by the management and lack of response. Board Member Newton said that she has seen emails about the matter. She promises to follow up with the Mayor(Jason Snider). She hopes to move the process along. Board Member John Trinh commented on the ongoing efforts to promote justice in Tigard. Board Member Valerie Sasaki commented on the verdict of Derek Chauvin and the ongoing need to reevaluate the systems in place. She did not find the victim blaming acceptable. Board Member Justin Low agreed with Board Member Sasaki. He expanded on the Body Cams discussion. Community members approached him to say that cameras are not a fix all situation. Cops should already be serving justice, not just when they are on camera. Chair Brown recognized Board Member Landers' living situation and said that he hopes it gets figured out. Chair Brown commented on the treatment of Black men and women by police agencies. Board Member Shaun Stuhldryer commented that the public was not given full answers on the factors that led to the murder of George Floyd. Board Member Newton shared that people her age/demographic have been more engaged and ready to call for change in our communities. Board Member Patty Lofgren thanked the establishment of the PSAB because all other current events have been overwhelming. Board Member Claderon said that the PSAB is a model to follow and looks forward to effecting change. People want to enjoy the same lived experience. 5:50-5:55 Tigard Police Chief Kathy McAlpine's Update Commander James McDonald shared that a tort claim has been filed related to the officer involved shooting. No further comment from the City is available at this time.The District Attorney has not provided updates. Commander McDonald discussed the need for more mental health services.There isn't enough support in this area for proper response.There is an effort to expand the services through budgetary actions. Board Member Stuhldryer reiterated the need to fund support of programs with clinicians. Commander McDonald recognized the points. Board Member Low asked about deploying clinicians with law enforcement. Why do you take this approach? Commander McDonald:The follow up piece is crucial. Can we improve the current program? Do we have the funding to move it forward? The Southwest Washington County group trying to increase service is a good step forward. Board Member Sasaki: Invite Budget Committee members when funding is clearly in question for programs being discussed. Board Member Newton:This is being viewed as a pilot program.Thank you to Commander McDonald for bringing up the issue. Board Member Jeff Mott: What should police be responsible for?What should other groups be responsible for?Those are the questions to answer. Board Member Landers: Shared his experience in Tigard with a person he believes to be suffering a mental health issue. He does not want safety to take a back seat to other priorities. Commander McDonald:There is a delicate balance when responding to these calls. Board Member Stuhldryer:Worried about human trafficking in our region/communities. Chair Brown thanked the members for their comments. 5:55-6:15 Group Discussion—What Traits Would You Look for in a Potential Tigard Police Officer? And has that evolved in the last year? Board Member Landers loves the Tigard Police Department and hopes officers are "cool" while being serious about their job. Board Member Sasaki: Officers need cultural competency and good judgement.They need to be able to measure reasonable response to issues. Caring, compassionate,wise, humor. If I can't be there to protect my family, I want people to protect them the same way I would. 6:15-6:35 Tigard Police Officer Hiring: Part 2 Commander James McDonald presented. Full presentation at www.tigard-or.gov/psab 6:35-6:55 Board Discussion on Tigard Police Officer Hiring Board Member Low: Recognizes efforts to diversify. Question, do your background investigators and evaluators also get evaluated before serving as the gatekeepers for the process? Commander McDonald: Yes.The people go through a higher-level evaluation. Chair Brown: Do we provide psychological evaluations for people already in the department? Do we have women in leadership? Commander McDonald: Officers have resources available to them for support and overcoming any trauma on the job. Our police chief is a woman. We've promoted women. 6:55-7:00 Wrap Up and Next Steps Would you like to reconsider anything on the Work Plan? Please bring your input to next meeting.
