5:00-5:10 Welcome, Centering Exercise, Roll Call
Chair Jimmy Brown called the meeting to order promptly at 5 p.m.

Chair Brown called on Facilitator Kim Marshall to call the roll.

Chair Brown thanked John Trihn for his comments during the State of the City in Tigard. He shed
light on the long-time services in Tigard.
Chair Brown introduced Shaun Stuhldryer—A new voting member on the Public Safety Advisory
Board. Chair Brown called on Board Member Stuhldryer to introduce himself.
Board Member Stuhldryer shared about his professional and personal background. Board Member
Liz Newton invited Board Member Stuhldryer to share more about his personal background. Board
Member Stuhldryer emphasized his passion to serve the community and his upbringing as well as his
children's struggles.
Chair Brown thanked Board Member Stuhldryer for sharing.That is at the core of this Board
5:10-5:20 Icebreaker—What Traits Would You Look for in a Potential Tigard Police Officer?
Seven minutes dedicated to icebreaker.
5:20-5:35 Public Comment and Discussion
Chair Brown called on City team for public comment. City team said no written comment or requests
to speak were submitted.
Volunteers will be taking on the task to respond to public comment in future instances. More details
to come from Facilitator Marshall.
5:35-5:40 Tigard Police Chief Kathy McAlpine's Update
1) Presenting to City Council on Body Worn Cameras. Requesting funding in Q3.The PSAB
endorsement will be part of the consideration at this Council meeting.
2) The Officer Involved Shooting has no updates.The toxicology report has not been released.
Chief wanted to let people know that this is in her mind.
Board Member Valerie Sasaki asked if the Board can provide additional support in the Body Worn
Camera conversation.
Chief McAlpine said that the written statement from the board was submitted. It was a draft put
together by Facilitator Marshall and City team member Eduardo Ramos. Chief McAlpine thanked the
Board for their willingness to provide help.
Presentation on the Body Worn Cameras is happening around 8:30 p.m. on April 13, 2021.

Human Resources Senior Business Partner Brandi Leos and Tigard Police Lieutenant Neil Charlton
called on to present about the Officer Hiring process.

Leos has been part of this process during her tenure in Tigard. One goal is to diversify the
department to reflect the community it serves. Make the process more accessible and equitable.
Make the process as friendly as possible to the candidate.
Hiring a police officer can take 6-8 months.That is a long time to have someone go through hiring.
Tigard loses out on great candidates who find a job elsewhere.
Test vendor selection is important for improving outcomes. Public Safety Testing helps find the best
candidates and diverse pool for the City of Tigard. Some tests have been a barrier to Black and
Latino applicants.
Board Member Stuhldryer appreciates that the test is aggregate rather than
Board Member John Trihn asked if TPD screens for race/ethnicity. Leos clarified that that practice
would be illegal.They can only hope for a diverse pool of candidates.
Board Member Jeff Mott asked, how do you weigh promotions? Leos knows that data shows that a
diverse person is more likely to get promoted or hired if the pool of candidates is more diverse to
begin with. For example: If there are two women in consideration,there is less of a
focus/consideration around "hiring the only women candidate."
TPD is working on reflecting the community they serve in terms of demographics.
Board Member Newton asked, do we share questions ahead of the interview? Leos said that TPD
has piloted on different questions before.They selected some questions to share ahead of time.
Human Resources will look into this practice further.
Board Member Danny Rauda asked,what is the make up of the hiring committee? Leos responded,
the hiring committees are mostly White. Occasionally,they will include people outside of the Police
Department to increase diversity.
Board Member Sasaki asked, what are the numbers on promotion retention? Leos said,the diverse
sergeants are staying on the job.The TPD does not have many options for promotion.The Chief has
promoted a diverse pool.The Chief is aware of the barriers for candidates of color considering
promotions, including seeing themselves in the role.
Lieutenant Charlton spoke about background check stage of hiring in Tigard.
Suitability is the first step in the process. Once this is passed,the candidates are invited to fill out a
self-reporting document to initiate the reference check, open source information, interviews with
people they know (family,friends, roommates, etc.), school records, etc.
During COVID,the process has been sped up a bit.The investigation period moves forward while
paperwork makes it through.
The background investigation goes back a long time to cover history of candidate. Interviews of
people who know the candidate are in person,traditionally. COVID has required some virtual
interactions, but investigations are coming back in person.

The hiring group can offer dissenting opinions on a candidate for the Chief to consider.
Board Member Newton: What does the suitability test look at? How many applicants don't make it
through the investigation?
Lieutenant Charlton:The test considers all the factors of a person's life, emotional intelligence,
conflict management, etc.The psychologist looks at the different pieces to make a
recommendation.The process builds a full picture of the candidate.
Lieutenant Charlton:There are several steps where you could pass or fail in the process.Three of 10
candidates, roughly, would pass the first stage before. Before the Levy, only two investigators
handled the workload. Now, more have been hired to increase capacity. About half of the
candidates don't pass the background part because they have baggage or situations,they are
running from i.e. an investigation at their current employer.
Board Member Justin Low: How do you screen for racial bias/discriminatory behaviors?
Charlton:The psychologist screens for that behavior. Hiring committees looks for trends throughout
the candidates' background.
Charlton: No residency requirement. A candidate does not have to live in Tigard.TPD has applicants
from all over the country.
Charlton:TPD must do the due diligence in hiring officers.The investigation has to be expansive or
things get missed.
Chief: Interviews keep up with current events. Recent interviews have touched on national events
such as the killing of George Floyd. Conversations are about 21St century policing. Chief asks about
their interactions with people of color.
Sasaki: Why can't you access social media accounts?
Chief: The law has established the parameters.
